Capital Improvement Fund
The Capital Improvement Fund is used to account for all the governmental capital projects throughout the City. The fund's primary revenue source is the "Penny for Pasco" local discretionary sales surtax. These funds may be used for the following: 1. Finance, plan, and construct infrastructure 2. Acquire land for public recreation, conservation, or protection of natural resources. 3. To finance the closure of county or municipal-owned solid waste landfills that have been closed or are required to be closed by order of the DEP. Capital projects budgeted for in the Capital Improvement Fund are included in the City's Capital Improvement Program (CIP).
