Signify by I, I. Where square restroom building task order number 26001. Mr. Gannon will present that agenda item. Do you want to set me up there? Good evening. Good to see you all. This is a long time coming. This is for the success of Railroad Square. It's been such a great success that we actually need restrooms down on Railroad Square to accommodate all the events we've got going on. So we've been working with RGA Design to design a building that I think you'll like, and also to move forward on task order number 26001. Show you where we're talking about putting this building. This is in the parking lot right now. You can see the Frontier Building. It'll be adjacent to the Frontier Building between Railroad Square and Missouri Avenue, very close to Cavalier Square, and all the restaurants on Railroad Square. Probably a really nice place for it. This is what we've had it designed to look like. We're trying to make it look like a railroad depot, an old railroad station. There will be three restrooms for both ladies and men, and then they'll be in the middle of it, a storage area for putting tables and chairs and things that the city might need for our events. This is the fee schedule that RGA Design had put together. They've already done the geotechnical investigation for 3500. They've got permit drawings, including architectural, structural, engineer, mechanical, electrical and plumbing, and of course, civil engineering for about 44,000. They got a little bid phase services for 2500. And lastly as builts for 6000. So their total lump sum authorization that you'll be looking at tonight is $56,060. We're looking for approval of this task order with RGA Design. If you have any questions, we're available for your comments, any public comment? Seeing no one come forward, bring it back for discussion and vote. I'll move approval for the request. Second, just I notice they're talking about using an old Railroad Square. I thought that was a great idea. I can't remember whose idea it was, but. Second. No, I know that'll leave a lot of pressure on some of the restaurants and stuff too, so be helpful. All right? No, I think it's a great idea. It's a long time coming. You know, we can alleviate the pressure from the restaurants and then also, you know, get rid of our temporaries. And I don't think it'll make it for new years or maybe chaska. All those in favor signify by I, I

[00:05:01] That's for nothing. Resolution number 2020 625 approval of the 2627 CRA operating budget and capital projects. This is resolution number 2020 625, a resolution of the city of new port richey, Florida, community redevelopment agency, a public body corporate and politic, adopting the 2026 2027 operating budget, adopting the 2026 2027 five year work program for the community redevelopment agency of the city of new port richey, Florida, and providing an effective date. Hi. Good evening council. This is the presentation of the community redevelopment agency proposed budget for fiscal year 2627. The organizational chart did change slightly from last year. The current organizational chart being being presented to you this evening has the city manager, economic development director, the administrative executive assistant, and the marketing specialist percentages. Percent salary percentages allocated to this division. There was an increase from the city manager's allocation from 25% to 35%. The economic development director and the marketing specialist increased from 25% to 7075%. And the administrative executive assistant previously was not allocated to this department, but does a significant amount of work for the CRA, and their time is allocated at 75% of their salary. The slide here discusses our revenues. The current ad valorem. Presented here is $4,960,540. That is calculated at a millage rate of 7.2593 for the county. The county did approve a lower rate last week after our presentation was created, so their new final millage rate approved final millage rate of .24437.2488, which resulted in a decrease of $7,175 from the amount presented here this evening. Grant funding of 5000 is for allocation for a possible grant towards the bicycle trail master plan. Surplus land sales of 7,600,000. This total represents an estimate of the expected revenue from the sale of properties held for resale in the CRA. Contractual contributions of 120 000 applies to the reimbursement for the parking garage, expenditures from kaiser and the comfort in and the transfer from the general fund. Tif is calculated at 8.1 mills, and that totals 5,535,000. The use of rollover of 1.5 million is also included in this budget. Again, total personnel. We've already discussed. The organizational chart is $409,700. This is very small. The expenditures for the operating total $3,000,329 329,000. Sorry, the incentives presented here. Thank you. The developer incentives of 2.5 million and residential incentives of 250,000. And those incentives are consist of grants and loans or tax rebates or fee waivers. Total capital expenditures in the CRA is 9,115,000. And that is also presented in the same manner in your capital improvement program. And there were no changes from the first presentation at the first public hearing to this evening. The transfer is outlined here. The first transfer is transfer to general fund services. That is, an allocation of the services provided by the general fund, paid from the CRA to the general fund. That total is $300,020. Transfer from the general fund to the general fund. Debt service is $3,411,000, and the three debts that are still outstanding is the series 2016 refunding revenue note that is for the recreation center. A series 2020 note for the parking garage and a series 2025 note for Railroad Square improvements and the purchase of 7631 US Highway 19. The $328,760. The transfer to the water and sewer revenue fund is [00:10:08] A transfer for impact fees associated with the developer agreement. The transfer to the general fund for the CRA loan is $2,798,000. That pays the balance in full that the CRA owes to the general fund, and that is the outstanding loan balance and the negative cash balance that was presented as of september of 2025. The transfer to the parking to the general fund for the parking garage is 288,000. The 288,000 makes up the total parking garage budget, and again, 120,000 is appropriated in revenues from the hotel and the university. So total transfers $7,127,630. Any questions? Any public comment? Seeing no one come forward, bring it back for discussion and vote. I have a question, Mr. Chairman. The transfer of the bank building to the CRA, was that accomplished then? And cash has already been. The closing has occurred. So it's not reflected here, or at least the money's been escrowed or it's it was transferred in the current fiscal year. And as presented in the total appropriation for the for the year, for the current year, for the current year. Yes. So two things to celebrate then really, which is the acceptance of a new asset and the effectively mortgage burning back of money owed back to the general fund, which is 2.7 million in the current year, but will not be there in future years unless there's a negative cash, further loans or activities occurred. So that's why I suggested I really want to understand how much, you know, debt service remains. As we look at the long term revenue streams that we have to work with. And when we do get to meet and have our sort of strategic planning to see what we can afford on a more long term basis. The the continuation of Railroad Square. I, I didn't see that in the budget. Is that a use of. Is that a use of penny for Pasco or in our capital budget for the general fund or for. It was in our CRA. I see it was paid for in the CRA, but it's in our capital. I'm talking to the expansion of it. It's presented in the capital, presented in capital, though. I mean, let me move back a few slides. Yeah. If you can see it though, it's very small. It's the top four. Project number 4001. Sorry. Yes. I was looking down to see the acorn and the. And the grand boulevard. So three good strong budgets for public improvements in the budget. Very very nice. Thank you. You have a proposal for a second. I'll move to approve the budget as presented. I'll second anything else just to say I mean, the budget is a living document. As we learn things and find. We've learned with Railroad Square one, for example, that we had to come back a time or two to. Once we learned what the real costs are. And. And I know we've got the bathroom. You know, just looking at all the projects, seeing where all the money's coming from and where it's going out, it's, it's an exercise. But, you know, we have a balanced budget. We've got everything done. I'm happy to approve it. We're done with the general fund. So let's move on. Second, just excited to see all these projects come to fruition and let's get the ball rolling. Thank you everyone for all the hard work. Crystal, take a vacation. All those in favor signify by I, I that's four nothing communications.
