[00:03:31] The current project calls for the establishment of 96 condominiums, which are to be established [00:03:41] in two buildings that are equally divided into 48 each units, a 90-unit branded hotel, [00:03:56] which is to be a Hilton Hotel, and they are specifically at this point slated the hotel [00:04:08] to be a Home 2 Suite brand, which is Hilton's brand for business travelers and those that [00:04:18] need more space for longer stales. [00:04:21] It's a mid-scale hotel and it's intended for families as well. [00:04:28] The other use that they will accommodate on the property is a marina. [00:04:36] They are expecting at this point, the projections are that it will be a $25 million investment [00:04:48] collectively to bring the project to fruition, the result of which will represent a $14,925,752 [00:05:04] yield to the city's CRA through the tax year 2049, which is the year in which our CRA sunsets. [00:05:16] And that's with a very conservative projection. [00:05:20] We used a 3% yield for inflation in our estimates to come up with that projection. [00:05:30] In June of last year, this matter was brought before you and we set forth a outline of financial incentives [00:05:45] that we thought were appropriate to support the project. [00:05:51] And since that time, we have stayed consistent with what was originally proposed to you, [00:06:01] with just a couple of exceptions. [00:06:03] And I'll outline to you what is being proposed along with the changes that have been made. [00:06:11] After I talked to you a little bit about the timeline for the project, which has not been changed, [00:06:24] they still are talking about completing the site improvements by December of 2025 [00:06:34] and the condominiums by August of 2026, commencement of the hotel by March of 2026, [00:06:44] and the Hotel C of O to be issued by January of 2028. [00:06:53] The economic incentives include the waiver of building permit fees. [00:07:01] The building permit fees are estimated to be $404,350. [00:07:08] What's different about that at this time than what was presented to you originally [00:07:14] is that we are proposing that those building department fees, which will be paid out of CRA funds, [00:07:21] is that we will pay for those over a two-year period of time, [00:07:25] commencing in fiscal year 24-25 rather than in one year. [00:07:32] Additionally, we are recommending that the water and sewer impact fees be waived. [00:07:40] It is expected that the water and sewer impact fees will result in a $328,320 fee. [00:07:54] Again, much like the building permit fees, we are recommending that they be paid for over a two-year period, [00:08:04] commencing also in the fiscal year 24-25. [00:08:11] And we have committed to making improvements on Florimar Terrace, [00:08:18] and those improvements are slated to cost $1,500,000, [00:08:27] and they'll be funded through the CRA, [00:08:32] and they are included in the city's capital improvement project for the fiscal year 27-28. [00:08:41] Additionally, there is a commitment to transfer some development rights to the project [00:08:50] for purposes of constructing the hotel, [00:08:54] and that is for a total of 96 dwelling units, [00:09:01] and we have based a value for that on the appraised value for the development rights. [00:09:09] Each development right is appraised at $56,667, [00:09:17] which collectively represents a total of $5,440,032. [00:09:32] And the total economic development package then is $7,743,352. [00:24:28] And so there's been a theory [00:24:31] of bringing that Pinellas day traffic into our city. [00:24:36] And so in some regards, I just want to make sure [00:24:40] that the CRA board will be involved in the design of that. [00:24:44] Obviously you're the closest neighbor [00:24:46] and the one that would be impacted, [00:24:48] but I wanted to make sure that you were aware [00:24:53] that the Florida Department of Transportation's [00:24:58] Coast to Coast Trail, which starts in Titusville [00:25:01] and comes all the way to Starkey Boulevard [00:25:04] across the state that we aspire to be a spur of that [00:25:10] so that we could entice ecotourists [00:25:13] into coming into our city, into our area. [00:25:16] The fastest way for an ecotourist to leave Titusville [00:25:20] and follow that trail, which has been under construction [00:25:23] for a number of years would be to go to the County Park [00:25:26] at the end of Trouble Creek. [00:25:28] And so we've envisioned for some time, [00:25:32] the potential of a track that would get them there. [00:25:35] And in fact, the 10 acres that's behind Gulf Harbors [00:25:38] that connects back to the parcel of vacant land [00:25:42] off of Trouble Creek is where these density rights began [00:25:48] not the particularly the same ones that you're using [00:25:50] but where this density rights TDR came from. [00:25:56] The land that is vacant is now part of the County's ELAP, [00:26:01] Environmental Land Acquisition Program. [00:26:03] And so there is some really good opportunity [00:26:06] for us to connect your property and the residents [00:26:10] who would live there to that type of bicycling [00:26:16] and trailing into Tarpon and into Pinellas [00:26:18] on the Pinellas Trail, which has been one [00:26:21] of the most popular ones in the state. [00:26:22] So whether or not it's an overpass into that site [00:26:28] as had been designed by Greg last June, [00:26:31] or just even for us to be able to get folks [00:26:34] from the Pinellas Trail to come in, [00:26:37] certainly I would imagine both for the hotel [00:26:40] and for your business that the idea of you being part [00:26:45] of our ecotourism commitment would be important. [00:26:50] And I wanted to mention that just to get any reaction [00:26:53] that you might have to those kinds of plans [00:26:55] that the city has.
