[00:00:42] It's your gig. Go ahead. [00:00:44] I'd like to do that, Mr. Mayor. Thank you very much. [00:00:48] With that being said, the purpose of tonight's meeting or work session is to continue discussion [00:00:58] on the city's proposed capital improvement program for the fiscal year spanning 2025-2026 [00:01:08] through 2029-2030. [00:01:13] This proposed capital improvement program was originally presented to you on June 25th of 2025, [00:01:23] at which time you provided to the staff some specific direction as it related to the proposed program expenditures. [00:01:34] And Mr. Rivera and Ms. Dunn have done work on the program since that time, [00:01:47] and tonight we will be representing to you the changes in the program that have been effectuated [00:01:55] since you have provided that direction to us. [00:01:58] With that, I'd like to turn it over to Mr. Rivera. [00:02:01] Thank you, Ms. Manns. [00:02:03] We've got about 22 items, I think, that you all had requested changes or edits to, [00:02:09] or some of them we found as we were going back through the document. [00:02:14] If we changed our description pages, we automatically went back to the spreadsheets to verify and update those numbers. [00:02:22] So I'm just going to read off from the top here. [00:02:25] We added the grant amount of $773,600 to the Beach Street Stormwater Museum. [00:02:32] Can you get us on a page? [00:02:34] I'm going to give you a page. [00:02:35] Okay, we'll get us on a page first. [00:02:36] Okay, I'll give you a page first. [00:02:38] Page 15. [00:02:39] What, 15? [00:02:40] Yes. [00:02:43] We added the grant amount to that project. [00:03:05] I think we're here. [00:03:08] Page 16, under the description, we added the legislative appropriations in the amount of $1,130,000. [00:03:16] This is to the 2024 Carlton Road, Dartmouth, and Berkeley Residency Project. [00:03:24] Go to page 17. [00:03:26] We added the grant amount. [00:03:28] Yeah, this isn't matching. [00:03:30] The pages aren't matching. [00:03:32] I think you're... [00:03:36] Gotcha. [00:03:37] All right, so if you go to page 7, you'll see the first comment that Mr. Rivera was talking about. [00:03:42] I'm sorry, page 10. [00:03:45] And that'll be your $773,600 to the Beach Street Stormwater Resiliency. [00:03:53] Page 10? [00:03:56] Yeah, I see it. [00:03:57] See it there, down at the bottom? [00:03:59] Oh, okay, okay, okay. [00:04:04] Page 11 will be what he was discussing as far as the $1,130,000 to the 2024 Carlton Road, Dartmouth Road, [00:04:14] Berkeley Avenue Resiliency Project description. [00:04:20] So page 12. [00:04:26] We added the grant amount of $939,417. [00:04:35] I don't think that's the right page either. [00:04:37] Yeah, that's right. [00:04:38] It is on 12? [00:04:40] Yes. [00:04:41] Looks like this. [00:04:43] It's written in here. [00:04:45] Right, sources of funding there in the middle. [00:04:47] Oh, I see it now. [00:04:48] Thank you. [00:04:49] I'm sorry. [00:04:50] That's why we wanted the page. [00:04:52] Robert rolled his eyes initially. [00:04:59] Page 13. [00:05:01] We added a grant amount of $800,000 to the inundation pond project. [00:05:14] Are there grants out there floating around that will show up when this comes along later on down the road? [00:05:20] Are there additional grants? [00:05:22] We have not applied for any additional grants at this time, but if there are grants that should become available. [00:05:29] Okay. [00:05:30] I didn't know if we were out there in no man's land waiting for some, too. [00:05:34] We've already applied. [00:05:35] Not at this time for this specific project. [00:05:38] Okay. [00:05:39] Well, just not this one, but just overall. [00:05:42] There are. [00:05:43] Okay. [00:05:44] And in the course of preparing this document, you'll see where we note sources of funds. [00:05:53] A lot of times we'll say and or possible state or federal grants. [00:05:57] Okay. [00:05:58] That means we've got something out there potentially that we believe may be a future source of funds for us. [00:06:10] So the next item would be on page 14. [00:06:15] It's your spreadsheet. [00:06:17] Fund 301. [00:06:20] We increase the engineering portion amount to $50,000 from the 15,000. [00:06:26] This is for the peace hall renovations. [00:06:33] And we also updated the project description page for this project. [00:06:38] And that would be on page 20. [00:07:00] And you don't have to go back, but on that same spreadsheet we did update this next item, [00:07:06] but your project description page is page 23. [00:07:22] And this project was added. [00:07:24] We didn't have it included in the first go around. [00:07:28] It's the Sims Park and Francis Avenue playground renovations. [00:07:33] It's in the amount of $110,000. [00:07:36] We've taken inventory of all the playground equipment on both of the parks, [00:07:41] and that's what it's going to cost us to go ahead and purchase it direct, and we'll have our crews do the work. [00:07:54] If you go to page 24, we added the grant amount of $572,005 [00:08:03] and the penny for PASCO funds of $397,495 to the 2023 Fire Station 1 hardening project. [00:08:21] Is anybody going to want to work in Fire Station 1? [00:08:25] With two being cats in the house. [00:08:30] There will be some discussion about the topic, I'm certain. [00:08:34] That was political. [00:08:35] That's his job over there. [00:08:39] But we'll be, of course, deploying from both buildings based on response times [00:08:47] and assigning appropriate personnel to both buildings. [00:08:52] If we go to page 27, this is the Grand Boulevard Bridge replacement project. [00:09:00] For FY26, we increased from $200,000 to $267,000. [00:09:07] These are the new estimates that have come in. [00:09:10] For FY27, we went from $75,000 to $100,000. [00:09:17] We increased the construction cost in FY26 from $900,000 to $1,387,000. [00:09:26] And then for FY27, went from $800,000 to, again, $1,387,000. [00:09:39] Is it going to go into 27 also, that bridge? [00:09:45] In fiscal year, it will. [00:09:47] But it should be finished up before that. [00:09:51] We're talking like eight months, nine months. [00:09:55] I've been telling people a year, so I'll look good at the end. [00:10:02] If we go to page 28, this is the 2025 Grand Boulevard multi-use project, phase 2 and 3. [00:10:12] The engineering portion was increased from $225,000 to $275,000, [00:10:19] and we also changed those amounts in our spreadsheet. [00:10:33] If we go to page 39, we increased the dollar amount of the wastewater treatment plant oxidation basin conversion project. [00:10:45] The engineering went from $250,000 to $350,000 for FY26, [00:10:53] and increased the FY27 dollar amount from $100,000 to $150,000. [00:11:04] And the reason for that was because when we had our first project description, [00:11:10] it was replacing and upgrading the Shriver tank with exactly another Shriver tank. [00:11:16] This is a renovation to where we're converting it into an oxidation ditch so that the processing will be more efficient. [00:11:22] If we go to page 60, we move the neighborhood water treatment plant oxidation basin conversion project [00:11:53] from the street improvement fund into the CRA, and we doubled that amount for a 50-50 allocation from each fund. [00:12:04] And so we had local option gas tax as well as our penny-for-Pasco amounts. [00:12:12] The engineering increased from $20,000 to $40,000, [00:12:19] went from $100,000 to $200,000, and it wasn't penny-for-Pasco, it was CRA funding. [00:12:37] If we go back, let's see here. [00:12:48] So if we go to page 49, or let's see, not 49, I'm sorry, 44. [00:12:55] At the Town and Country Villas redevelopment project, that was pushed out from FY26 to FY27. [00:13:01] And then the construction was pushed out from FY27 to FY28. [00:13:08] Why is that? [00:13:12] I don't know. [00:13:16] Empowering the community. [00:13:20] Empowering the community. [00:13:24] Empowering the community. [00:13:28] Empowering the community. [00:13:33] I don't know. [00:13:37] In part driven by the fact that we aren't generating any tax funds through the TIF district in that neighborhood at this time. [00:13:50] I know, but this is kind of a slum area, that's why I'm asking. [00:13:54] It is, and we have not been successful in any of our attempts to obtain grant funds [00:14:01] for the project to install the sanitary sewer. [00:14:07] And we are not generating any TIF funds in that district at this time. [00:14:13] So we don't have any funding available to support the installation of the infrastructure. [00:14:19] The police department would like some, I'm sure, to see it cleaned up a little more. [00:14:23] We're going to continue to seek grant funds. [00:14:28] Thank you. [00:14:32] So if we look at the next item, we're going to page 68. [00:14:43] The installation project, we updated the location to include Main Street and Florida Avenue on the description page. [00:14:57] Page 68. [00:15:00] Sixty-eight, yeah. [00:15:01] Sixty-eight. [00:15:02] Can we go to page 70? [00:15:12] That's not on my request. [00:15:15] I don't, I'm having trouble. [00:15:25] I'm having trouble figuring it out. [00:15:27] I thought Main Street and Florida paralleled each other. [00:15:30] Main Street and Florida? [00:15:31] Yeah. [00:15:32] Okay. [00:15:33] I thought Main Street and Florida paralleled each other. [00:15:39] We're talking, the crosswalk would actually go across Main Street. [00:15:42] Oh, so it's at Van Buren. [00:15:43] Right there at Florida. [00:15:44] At Van Buren. [00:15:45] At Florida Avenue. [00:15:46] Okay, but no, yeah, but it says Main and Florida Avenue, so it's actually Van Buren. [00:15:50] No, you're thinking of the one that we're doing this year. [00:15:54] Sometimes, still have a problem understanding this one. [00:15:56] Okay, the one that we're in the progress of installing now is at Main and Van Buren. [00:16:01] Right. [00:16:02] We updated the language because we do one of these crosswalks each year, [00:16:06] and so the one that we're going to do in FY26 is going to be Main Street and Florida Avenue. [00:16:11] That's where I'm having problems. [00:16:12] That's downtown. [00:16:13] That's where I'm having problems. [00:16:14] Oh, downtown. [00:16:15] Yes. [00:16:16] Oh, I know we're over by Emerald Coast. [00:16:21] Herschel's. [00:16:22] Herschel's, Emerald Coast, okay. [00:16:23] Yes. [00:16:24] Okay. [00:16:25] Thank you. [00:16:36] So if we go to page 70, we added the grant amount of $226,000. [00:16:50] That would be $947,000, and we added the amount of local option gas tax at $226,000. [00:16:57] This is for the West East Grand neighborhood sidewalk improvement. [00:17:09] On page 73, we included all of the street locations that were part of that project. [00:17:29] What we've been working on now since then is we do have three projects that we're going to add in our third revision. [00:17:36] That would be the final ones, and those all are part of our utility projects. [00:17:43] We're putting the money in there in case we get the grants, because if we do, we would start the process in next year, [00:17:50] and the first one would be the Bank Street and Nebraska Lift Station emergency power generator. [00:17:57] It's a 75% grant, 25% split for the city, $82,000. [00:18:05] It's from the Hazard Mitigation Grant Program. [00:18:08] This one is dedicated to damages from Milton. [00:18:11] The grant would pay $61,500, and the city would be responsible for $20,500. [00:18:18] And you'll see that the next two projects, the dollar amounts are the same, and they're all hazardous mitigation grants. [00:18:25] The next two are for Hurricane Elaine, and it is for the lift station emergency power generator at the boat ramp, [00:18:34] the Main Street boat ramp. [00:18:36] And then the final one is Magnolia Way and Essex Way Lift Station. [00:18:39] That's just right there. [00:18:41] That's west of Grand Boulevard, right there at Golf Drive. [00:18:47] And so those are all the edits that we have that we included. [00:18:56] And we're prepared to take any additional direction. [00:19:00] Just talking about lift stations and moving the water, there's that hotel that's closed up on Green Key. [00:19:07] And you start down Green Key, and when it rains, I know that some Green Key is theirs and some is ours, [00:19:14] but I thought it was close enough, 19, it was ours. [00:19:17] And just an afternoon rainstorm and floods there. [00:19:21] Motel 6 will be demolished. [00:19:24] But I'm talking about the street. [00:19:25] I use that for location. [00:19:27] It's right on Green Key Road, just by that and a little bit further west. [00:19:32] On the west side? [00:19:34] Of 19? [00:19:35] Yeah. [00:19:36] Yes. [00:19:37] We have 600 feet of... [00:19:39] Okay, but I'm saying it floods with an afternoon storm. [00:19:42] It floods there? [00:19:44] Yeah. [00:19:45] And that's included in one of the grants as we're moving forward that we're going to include, but we have elevated it. [00:19:51] Oh, okay. [00:19:52] I mean, it's just the rainstorms we've had the past few days. [00:19:55] Yeah. [00:19:56] We've elevated it quite a lot. [00:19:59] The majority of the road is in the county, though. [00:20:01] Yeah, I mean, that's for that. [00:20:02] Right. [00:20:03] This is like as soon as you get on it. [00:20:04] Right. [00:20:05] Okay. [00:20:08] So if we're elevating it? [00:20:11] It's been elevated. [00:20:12] Been elevated. [00:20:13] Well, it's still flooding then. [00:20:15] It may flood around it, but not... [00:20:17] Yeah, it was watering it the other day. [00:20:19] Are we talking about the same lift station? [00:20:21] I'm talking about... [00:20:22] No, I'm talking about on Green Key Road. [00:20:23] The road? [00:20:24] Yeah. [00:20:25] Some of the road itself. [00:20:26] Oh. [00:20:27] I'm just talking about, I mean, a lot of times lift stations move water, so I'm just asking. [00:20:34] Yeah. [00:20:35] Well, I mean, the only thing that I can say is I know that the county has been working on trying to get a grant to be able to improve the stormwater systems over there. [00:20:44] Really? [00:20:45] Well, just keep an eye on it. [00:20:47] They have been working really hard on it. [00:20:49] And the other thing that we've... [00:20:51] It floods quite instantly. [00:20:52] The other thing that we've done is, I don't know if you recall, about four years ago, we had our smoke testing through the whole sewer system that the city has. [00:21:01] And over on that side of flood-prone areas, we have manhole pans, which are covers. [00:21:08] They're pans that go underneath the covers to hold that, to try to isolate from that rainwater, that stormwater getting into the system. [00:21:18] It cuts it down considerably. [00:21:22] Just, anyhow, keep an eye on it. [00:21:24] Because, I mean, it does, in the afternoon, it storms. [00:21:29] I talked, speaking of manhole covers, I talked to you about that one just on Grand South of Gulf. [00:21:35] And I think they went ahead and fixed it a little bit, but just see if you're happy with it. [00:21:40] Okay. [00:21:51] Thank you. [00:22:02] With that, Mr. Mayor, we're prepared to accept any additional direction that you have of us, or any comments or questions that you have on tonight's presentation. [00:22:14] Me, personally, this is engineering, and I don't have a degree. [00:22:18] You guys know more about it every day, in my opinion. [00:22:21] You work with it every day. [00:22:23] I don't know about the two of you. [00:22:25] Brian, Matt. [00:22:29] I have a question about the Marine Parkway pedestrian bridge project. [00:22:33] We have planning for, I guess, 30,000. [00:22:36] I'm sorry? [00:22:37] 61. [00:22:38] 61? [00:22:39] 61. [00:22:41] 61? [00:22:42] 61. [00:22:49] There's 30,000 in there, I guess, this year, this fiscal year, for planning? [00:22:56] What does that entail, I guess? [00:22:59] They would try to do another study or something? [00:23:03] An updated study. [00:23:06] We've sent along to you the most recent feasibility study that was conducted, and the feasibility study did not include any property acquisition in it, [00:23:24] and it included, or the option that was elected for at the time that that was presented to you, [00:23:38] anticipated using a portion of Florimar as a means to establish the ramp that would have been necessary to make the connection on US Highway 19, [00:23:56] and then it also anticipated purchasing a portion of the outlot, so to speak, on the southeast corner of US Highway 19 and Marine Parkway for the transition to Marine Parkway, [00:24:21] and we were going to look at some other alternates, largely driven by the fact that the Florimar property might not be the best suited location for the transition, [00:24:38] particularly in respect to the development that is now slated to be built there with the Aqua Harbor project, [00:24:48] so we want to look at some other options, and we also at least left a meeting with you thinking that the golf cart portion of the crossing for the bridge may not be necessary, [00:25:07] since golf cart traffic would be allowed on the roadway surface, and so we could build the pedestrian bridge for less of a funding commitment if we were only accommodating pedestrian and bicycle traffic. [00:25:27] Okay, so that's what it would be to gauge and see where it would work best? [00:25:31] Yes. [00:25:32] Okay. Is there a time frame on that, or just... [00:25:35] Not at this point, there is not. [00:25:37] Okay. [00:25:39] We usually adopt the budget, and then Mr. Rivera and Mr. Eichenmueller and I will sit down and commit a time frame for all of the projects and team members that are assigned to each of the individual projects. [00:25:57] Okay. [00:25:58] Thank you. [00:26:00] Brian? [00:26:04] Do any of our crosswalks have, when you push the button, is there a counter on them? [00:26:11] I don't know that answer. [00:26:13] There is not. [00:26:14] Is there an easy way to do it, or is it an expensive way to do it, or whatever? [00:26:19] We can look into it and see if there's any new technology, but the old way that you do it is just to have a couple people checking off. [00:26:27] Okay. Just curious. [00:26:30] And we have done that before when we were trying to find out different locations where we were going to put a crosswalk. [00:26:39] I would be curious if there was, what the crosswalk number would be crossing 19 there for 8 Parkway. [00:26:49] A lot. [00:26:50] Pedestrians? [00:26:51] Yeah. [00:26:52] There's a lot. [00:26:53] Currently? [00:26:54] Is there? [00:26:56] In the morning, I see probably 6 or 7 just when I'm sitting at the light. [00:27:02] Okay. [00:27:03] So there's quite a few. [00:27:04] All right. [00:27:06] I can go back and check in our files, because I think when we applied for the golf cart crossing, that was one of the requirements. [00:27:13] So let me look and see if we... [00:27:16] There's some data. [00:27:17] Okay. [00:27:20] Will you excuse that? [00:27:21] All right. We're done. [00:27:25] You guys can stay. [00:27:26] You can have one question. [00:27:27] You can stay and talk to him. [00:27:29] One question. [00:27:37] You can get a briefing from her. [00:27:39] Okay. [00:27:40] Do you have a question? [00:27:43] I'll let him ask one. [00:27:44] Well, he doesn't know what we went through. [00:27:48] He might have a question. [00:27:49] On our advice and came up and put it back into a new player. [00:27:52] Yeah. [00:27:54] I'll take a look at it. [00:27:55] If you've got a moment, I'll speak with you before I go.
