They're not planning any outdoor entertainment in conjunction with the [00:02:22] event and what I'd like to tell you about the event is that the downtown [00:02:32] business merchants have all been noticed of the event. They've also been [00:02:38] noticed of appropriate police protocols as it relates to alcohol in Railroad [00:02:46] Square for the evening, both the prohibition if you approve the wet zone [00:02:56] for Nebraska Avenue between Grand Boulevard and Adams Street, and the use [00:03:02] of plastic cups for the alcoholic beverages in Railroad Square. And the [00:03:13] police department can report to you if you have specific questions, but it [00:03:18] sounded to me as if those visits went well and the businesses were in [00:03:23] concurrence with those restrictions. The city staff then is prepared should the [00:03:34] event go forward and I say should because there's a caveat that I need to [00:03:39] make you aware of. The event organizer has not, as of now, provided appropriate [00:03:46] insurance to the city to cover the event and they have been told on more [00:03:54] than one occasion what the insurance limit is and that the city of New Port Richey needs to be named as additionally insured on a certificate of [00:04:04] insurance. They were given a deadline of three o'clock today to provide that [00:04:11] certificate of insurance and we do not have it. So I can give them a little bit [00:04:19] more latitude. I did not talk to them before this meeting, but there's not much [00:04:24] more latitude we can give them. We have to have a certificate of insurance [00:04:29] covering us for liability purposes before we allow them to set that crane [00:04:35] up in Railroad Square. With that being said, if it meets with your approval, we [00:04:43] do recommend that you allow alcoholic beverages to be served within the [00:04:51] boundaries of the wet zone on Railroad Square beginning on New Year's Eve at [00:04:57] 5 o'clock p.m. and spanning through 2 o'clock a.m. and I'm prepared to respond [00:05:03] to any questions that you have. Well, as part of our [00:07:29] project budget for this event, we have anticipated charges for the Public Works [00:07:37] Department, as well as considerable expense for the Police Department and [00:07:45] for Fire Department as well, because we are going to have watches on our local [00:07:52] establishments for occupant load excess, so that we do not have any [00:08:03] bad experiences for any visitor to our downtown area that evening. This is [00:08:10] the type of thing that I think we deal with all the time. This isn't unique to [00:08:15] this coming weekend. I mean, you know, the Police are there all the time. You know, they do a [00:08:20] great job. Well, I just want to make sure that we're not waiving fees in the RAP [00:08:26] meeting, even though Public Works had to go out there and bust their butt having [00:08:30] to pick up after the special event, so that's just what I'm trying to get on [00:08:33] the record. Thank you for doing so, Councilman, and I think it's important to state that [00:08:39] we're not, and that particularly because this event was given to us virtually at [00:08:46] the last minute, we've taken even more precautions than would normally be the [00:08:54] case, just because we don't want any eventuality to occur in the downtown [00:09:01] that would soil our name, and so we've been very careful in our planning. The [00:09:08] Police Department has put together, very much to their credit, a very nice [00:09:11] operational plan to include all possible variables that could occur, and I feel [00:09:22] well-organized the event so that we're in a good position to host and for [00:09:30] everyone to feel comfortable in the downtown.
