Some of the amenities may include a dog park, a swimming pool, a clubhouse, gym or offices. [00:36:55] The single-family townhomes would have their own set of development standards again the setbacks, [00:37:04] the parking, the height of the building and also amenities a minimum of three and again those [00:37:11] amenities may include a clubhouse, a swimming pool, volleyball, pickleball, dog park and so on. The ability to pay for that, pay for the services and the development that we need, [00:44:25] it doesn't, it seems counterintuitive, but for a small city, which we're having this nice little [00:44:32] downtown, and our attempt to use golf carts and have more transit opportunities to reduce traffic, [00:44:42] is another objective that we are hoping to take up in the CRA, and I think we're redoing our [00:44:50] CRA plan. So thank you for coming, and please continue to watch over the next year as the city [00:44:57] does redefine it. [00:45:00] itself, all of the damaged homes we have, all the problems we have, a new development [00:45:06] built to standards can help to stabilize what could be an economic sort of hit to the city [00:45:15] when we see property values, not next year because they'll be valued in December for [00:45:22] the following year, but it's the following year's budget that we've got to watch. [00:45:29] And last year, the city only grew by, according to the census, by some 20 or 30 people. [00:45:34] It was very stagnant in terms of the growth of the city. [00:45:40] And living here, we've always experienced a difference between 25,000 people in the [00:45:45] county in the 50s and nearly three-quarters of a million people now pushing to that number [00:45:52] in the county. [00:45:53] So traffic is certainly an issue. [00:45:56] Because this feeds our overall goal to have folks that can spend money and come into our [00:46:02] downtown and support the public who work in those spaces, and because it really does look [00:46:08] nice, I'm going to support it, and just wanted to make a comment that your comments have [00:46:17] not gone unheard. [00:46:19] With respect to the elementary schools, we've got a member of the school system here who [00:46:25] can address Magnus schools and elementary schools, but I don't live that far away either, [00:46:34] and I certainly also recognize the traffic issues that we have to cope with. [00:46:39] I don't think this is going to be the cause of it. [00:46:41] I do think it can help our city to grow in the right way. [00:46:48] The way I see it is, I'll touch on the traffic in a second, the school part, I was looking [00:46:53] at the positive end of it, which is we do have this area that was developed at once [00:46:59] upon a time, or was emerging in its development, and it's become abandoned, and this is a great [00:47:05] opportunity for us to complement Gulf High School and Marlowe Elementary School. [00:47:09] The Magnus school, Magnus is a public school, so they're still zoned and it's a public school. [00:47:16] People still attend there. [00:47:17] It's not a charter. [00:47:18] It's through school choice. [00:47:22] It's a school that anyone can attend, and they've had disenrollment. [00:47:26] Middle school has had disenrollment too, Rich Elementary School as well, and so this is [00:47:31] an opportunity for us to be able to attract families here in the unique position we're [00:47:38] in as the city of New Port Richey, where we have an elementary school, a middle school, [00:47:44] a high school, a private university. [00:47:48] On the issue of traffic, that's where I was coming from when I was posing my question [00:47:53] on the level of service and what's listed here as public facilities and public services. [00:47:59] The city manager says that the needs are already there, and so I have a two-part question. [00:48:05] One, obviously we have the fire station going right there, but what else is being defined [00:48:10] as public facilities and public services that are already going to be met with this new [00:48:16] In terms of the concurrency, a traffic study was conducted to determine that the road network [00:48:23] has the capacity to support the number of people that will be driving to and from that [00:48:33] location if this rezoning is approved. [00:48:38] And then can we speak to the vacation of the road just north, what the rationale behind [00:48:43] that development standard was as a requirement? [00:48:48] That would be a portion of High Street from Grand Boulevard on the west over to Aspen [00:48:57] Street on the east. [00:48:59] So it's just that one block segment of High Street that's proposed for vacation. [00:49:09] On the topic of displacement, I know we do the traffic study analysis. [00:49:13] Has the city, and maybe this is a larger conversation for the comprehensive plan, but thought of [00:49:19] doing a, and I'm proposing this outwardly, a displacement analysis on some of these larger [00:49:24] scale projects, perhaps if it reaches a certain unit size or if it is multi and single family [00:49:32] diverse to be able to see what would occur in terms of the affordability and the possibility [00:49:40] for gentrification. [00:49:43] Because that's where my mind goes with some of this. [00:49:44] If we want it to serve its purpose, which is complementing our schools, attracting people [00:49:49] to use our downtown, but we don't want it to just become a place where people have a [00:49:55] second home and are here for five months out of the year and aren't actually calling New Port Richey their place where they want to be. [00:50:03] That's my major concern because those are the ones that will not know how to use our [00:50:07] roads properly or who don't understand the problems with traffic in Cecilia and can pose [00:50:13] a problem to traffic. [00:50:22] I can tell you that all of the units are intended to be rental and that the developers are very [00:50:29] much interested in having full-time residents and that they haven't completed all of their [00:50:36] market analysis to determine what the rents will be, but that their intent from what has [00:50:44] been communicated so far is that it will be a range of rents and that they will be having [00:50:51] what they consider to be affordable rents, as well as some other luxury-style living [00:50:59] opportunities for folks. [01:24:32] And so for new residents, for existing residents, our children, the educational impact, [01:24:40] I could really see that site also making room for something like that that could also encourage use.
