[00:01:15] This is for Zip. [00:01:17] I'm swearing in the new police officers. [00:01:18] Chief, are you going to take care of that, please? [00:01:19] Okay. [00:01:20] You know what? [00:01:21] As a matter of fact, Mr. Mayor, I was going to ask Chief Cochran if you'd be kind enough [00:01:22] to introduce Alan Wilson and Ryan E. Hadley, two new officers that we're welcoming on [00:01:23] behalf of the police department. [00:01:24] I'm sorry. [00:01:25] I'm sorry. [00:01:26] I'm sorry. [00:01:27] I'm sorry. [00:01:28] I'm sorry. [00:01:29] I'm sorry. [00:01:30] I'm sorry. [00:01:31] I'm sorry. [00:01:32] I'm sorry. [00:01:33] I'm sorry. [00:01:34] I'm sorry. [00:01:35] I'm sorry. [00:01:36] I'm sorry. [00:01:45] As a matter of fact, quite recently, Vice Mayor Sessions would like to introduce the [00:01:46] new officers that we're welcoming onto the force. [00:01:47] Awesome. [00:01:48] So, Chief Cochran, could you join us up front? [00:01:49] Thank you so much. [00:01:50] Thank you. [00:01:51] Thank you. [00:01:52] All right. [00:01:53] Is there a mic on? [00:01:54] Testing. [00:01:55] Can you hear me? [00:01:56] Testing. [00:01:57] You're good. [00:01:59] Here's.. [00:02:00] Thank you. [00:02:01] Certainly. [00:02:02] It's really a great night. [00:02:10] We hire two phenomenal... [00:02:11] We hire two phenomenal police officers, and one of the things a really good organization [00:02:20] can do, you've got to hire smart. [00:02:22] That's the key to everything, bringing on good people. [00:02:24] So tonight, we have two new officers, Alan Wilson and Ronnie Hadley, who will be sworn [00:02:29] in tonight. [00:02:30] And Alan will come up first. [00:02:33] Alan, if you come up with your family, I'll tell the council a little bit about you. [00:02:56] So, Alan, we put Alan through the academy, which is really awesome. [00:03:01] So, Alan was raised in Palm Harbor, Tarpon Springs, on my old stomping grounds. [00:03:06] He's the youngest of eight siblings. [00:03:09] After graduating from Tarpon High School, Alan enrolled in Black Hill State University [00:03:13] in South Dakota, where he played football. [00:03:16] Alan then went on to play professional football for three years in Germany, France, Spain, [00:03:21] and Australia. [00:03:23] After returning home to pursue his career in law enforcement, Alan attended Withell [00:03:27] Acouche Technical College, and we put him through the academy, where he graduated as [00:03:31] a class leader. [00:03:32] Way to go, Alan. [00:03:33] Before beginning his employment with the New Port Richey Police Department. [00:03:36] So we are really grateful to have Alan with us. [00:03:40] We always wish you the best. [00:03:41] And are we going to swear in one at a time? [00:03:44] We will swear in one at a time. [00:03:45] One at a time. [00:03:46] Okay. [00:03:47] So the clerk will come down and swear you in. [00:03:49] Do you want someone to pin the badge on you? [00:03:52] Of course. [00:03:53] Of course. [00:03:54] Of course. [00:03:56] So you catch the hint, right? [00:03:58] Yes. [00:03:59] Okay. [00:04:00] All right, Jeannie. [00:04:04] Jeannie, you might want to take your badge off. [00:04:06] Okay. [00:04:07] Gotcha. [00:04:13] Do you want to stand on that side there so they can see you, too? [00:04:16] Yes, ma'am. [00:04:17] Okay, all right. [00:04:18] Go ahead and raise your right hand. [00:11:15] Applause. [00:11:17] Applause. [00:11:19] Applause. [00:11:21] Applause. [00:11:23] Applause. [00:11:25] Applause. [00:11:27] Can we get John Gillis down here, please? [00:11:29] And bring your wife, too, because she did all the work. [00:11:33] Laughter. [00:11:35] Applause. [00:11:37] Yes. [00:11:39] I'll come get you. [00:11:41] You might as well come on down. [00:11:43] Laughter. [00:11:45] Applause. [00:11:47] Applause. [00:11:49] Applause. [00:11:51] Applause. [00:11:53] Applause. [00:11:55] You know, when I first saw this crowd here, I saw a lot of River Road people, [00:11:59] and I thought maybe they were all here to compliment on all the work that we've done on River Road. [00:12:03] Laughter. [00:12:07] It's Christmas presents. [00:12:09] They're Christmas presents. [00:12:11] But anyhow, Debbie, would you like to talk a little bit about John? [00:12:15] I would, if you'd allow me, Mr. Mayor. [00:12:17] I have to say, to begin, I met John Gillis in 2014 when I was employed by the city. [00:12:27] And my first impression of John, or at least the most powerful thing I noticed of him, [00:12:35] if you'll allow me, Mr. Gillis, I'll share. [00:12:39] Did you do that speech that you did on K-Fast or Friday Night? [00:12:43] Or I'm the greatest saint that you've ever known? [00:12:45] Laughter. [00:12:47] I had to play it myself. [00:12:49] Thank you. [00:12:51] No, say whatever you want. [00:12:53] I really appreciate it. [00:12:55] Your love for community just emanated purely from your heart. [00:12:59] And it was very strong in everything you've done. [00:13:06] I've been in public service for 35 years, [00:13:10] and the generosity that you have shown this community is beyond anything I've ever experienced in my life. [00:13:20] And I know that it was all completely driven by nothing but honor and your willingness to want to give. [00:13:34] That is just so rare among human beings anymore. [00:13:41] It deserves truly to be recognized every day, and for you twice this year. [00:13:47] Laughter. [00:13:50] And I was saddened, I have to tell you, when I learned that you sold your business, [00:13:58] because I thought that some of our relationship would change. [00:14:03] But then I remembered the character and the values of John Gillis, [00:14:08] and I remembered that those values don't go away, and John Gillis isn't going away. [00:14:16] And it brought me great confidence. [00:14:18] Applause. [00:14:24] I was also glad that his roots were well into this community, [00:14:28] so he couldn't pick up and move out and become somebody else's roots. [00:14:33] But thank you very much, John. [00:14:35] Applause. [00:14:45] It's only two pages, so it'll go quick. [00:14:48] I wonder why I'm here, and I know why I'm here. [00:14:53] I'm here because of all of you that are here, and it's been a mutual relationship. [00:15:00] of love for the city. [00:15:02] And I've got a couple things that people have asked me. [00:15:05] I could go on forever, so we can talk about that ever, [00:15:07] but a couple things I want to do is thanks [00:15:10] to the city manager, the mayor, and city council [00:15:13] for recognizing me at the event that we had [00:15:16] about a month ago, Friendly Fest. [00:15:18] And I also have a couple comments from my granddaughter [00:15:21] who's not here, but my daughter flew in [00:15:23] from San Francisco yesterday, or no, this morning, [00:15:26] and she's leaving tomorrow morning. [00:15:28] I said, thank you, Kristen, for coming. [00:15:30] My son, Ryan, is here. [00:15:31] My family has always been very important to me, [00:15:34] and they have supported me. [00:15:36] And I think it's sometimes, I feel [00:15:41] that I could have given them more, [00:15:42] but I always work so hard because I [00:15:44] wanted to give them more. [00:15:46] It's kind of an odd enigma. [00:15:47] But my granddaughter, Lake, you need to know Lake. [00:15:52] She's not here, but she's here. [00:15:54] She's in the swimming pool. [00:15:55] But she said, famous grandfather, [00:15:59] when is the new Kia that you're getting from the city? [00:16:07] I said, no, Lake. [00:16:08] And then she said, what does the key open? [00:16:11] Once I explained it to her. [00:16:13] And as my daughter told my granddaughter, [00:16:17] it opens all the ice cream stores in New Port Richey. [00:16:22] So she's excited to be coming here. [00:16:25] And I just wanted to recognize a couple of people who I think, [00:16:29] it was almost 25 years, 25 years, July 8th, [00:16:33] and I just cut it short because I got with the Godfather movie, [00:16:38] I got a deal I could not refuse. [00:16:41] I anticipate that after Mr. Galey gets embedded [00:16:46] and his feet on everything, that he [00:16:48] will support this community the way [00:16:51] that this community has supported me. [00:16:53] And I think it's a mutual relationship. [00:16:55] And I will reach out to him. [00:16:57] And just as I showed him, I invited him to come. [00:17:00] But he congratulated me. [00:17:01] But he's up there. [00:17:03] So he'll be getting involved, I'm sure. [00:17:06] But he has a lot of things to do. [00:17:08] Kind of the way that I think I got here [00:17:11] was through a couple of people, Judy DeBella Thomas [00:17:14] and Main Street. [00:17:15] She was a director of that at the time. [00:17:17] Main Street just came to me and said, we love you. [00:17:22] You got the money. [00:17:23] We got the people. [00:17:24] Let's see what we can do for this town. [00:17:26] So we did a lot of projects. [00:17:28] But more than the money, it was the people that provided. [00:17:33] And I still believe the better you treat the people, [00:17:36] the better off you're going to be. [00:17:39] So Main Street, Judy DeBella Thomas, [00:17:41] and some of the other members are here [00:17:43] tonight that helped me, even up to this last event, [00:17:46] Friendly Fest. [00:17:47] You just call them together. [00:17:49] We're about 15 to 20 years older now than we did the first one. [00:17:53] But we're still out there working. [00:17:55] And the young people can't really keep up with us. [00:17:57] Also, I want to thank HITS 106.3. [00:18:00] Steve Chedell is here somewhere. [00:18:02] Steve, I want to thank that whole station [00:18:05] for what they've done and how they promote this community. [00:18:09] And they truly are the community radio station. [00:18:14] And I had a tremendous advantage. [00:18:16] Any time that they had an event going, they came to me first [00:18:21] and gave me the ability to support the event. [00:18:25] And I don't think I ever said no. [00:18:27] And I got more out of that, supporting [00:18:30] the events in the community. [00:18:32] Our Kia Fest, on and on. [00:18:34] I've had people, a lot of people, [00:18:35] didn't walk into the showroom and said, [00:18:37] I want to buy a car because of that. [00:18:39] But before they left, they said, I'm [00:18:41] here because of what you've done for the community [00:18:43] and the community truly has done a lot for friendly Kia. [00:18:47] The other person is not here, but Jay David. [00:18:51] A lot of you know Jay David. [00:18:52] If there's anything going on, and I'm surprised he's not here, [00:18:55] he's probably got a drone flying out front. [00:18:58] But he does a tremendous picture of everything, [00:19:03] of everything that's going on. [00:19:04] And Jay David, thank you for all you've done. [00:19:08] So that's the people I want to recognize [00:19:10] and the organizations that we just all got together, [00:19:14] had a good time, support each other. [00:19:16] But it all came, everything I was able to do [00:19:18] was because of friendly Kia. [00:19:20] Friendly Kia, when I bought it, was in New Port Richey. [00:19:24] And Kia was, what the heck's a Kia? [00:19:27] Or it was a throwaway car. [00:19:29] The product itself has grown. [00:19:32] We've grown with it. [00:19:33] And the city has benefited by my growth, [00:19:36] as I've been glad to share what we do with the city. [00:19:40] And it just goes on and on and on. [00:19:43] Jamie Corey, my controller for over 20 years. [00:19:46] Donald Mullis, I don't see him here as my, [00:19:48] there's Don, Uncle Don. [00:19:50] Don, I thought you'd be closing a few deals, [00:19:51] but thank you for coming out tonight. [00:19:54] Don Mullis came here. [00:19:55] Don Mullis, I'll give you a quote about Don Mullis. [00:19:58] Don Mullis told me after he'd been here about a week, [00:20:00] he said, John, you're a right fine fellow. [00:20:03] Everybody loves you. [00:20:04] You just didn't have the people here [00:20:06] to help put deals together. [00:20:07] But we're going to sell a lot of cars. [00:20:09] Don Mullis took a store that was selling 135 cars, [00:20:13] new and used a month, for the first 15 years, [00:20:18] bet on 135, and then we just shut down. [00:20:21] And I was OK comfortable with it, [00:20:23] but he realized there was more here. [00:20:25] And we have sold 4,000 to 5,000 cars a year [00:20:31] since Don Mullis came. [00:20:33] And Don, the city owes you a big thanks. [00:20:36] I owe you tremendous thanks for what [00:20:38] you've done for the friendly Kia family, for my family, [00:20:42] and hopefully the Mullis family. [00:20:45] He's dedicated a lot of time and effort. [00:20:47] Only man I know who can work 80 hours a week for eight years. [00:20:49] But I think he's earned your respect, my respect, [00:20:54] and the praise. [00:20:55] And Jamie Corey, I don't see her here, but she just is. [00:20:59] Those two, Jamie was here first. [00:21:02] They didn't really see eye to eye [00:21:03] because Jamie wanted to know what was going on [00:21:05] because he was doing it different. [00:21:07] He explained to Jamie why we're doing it, how we're doing it, [00:21:09] and how we're going to benefit. [00:21:11] And Jamie Corey, if you take somebody [00:21:13] that's used to dealing in a small dealership [00:21:15] and put them in a big dealership, [00:21:17] they're either going to sink or swim. [00:21:18] And Jamie is swimming and having a good time. [00:21:23] Ryan Gillis, my son, is here. [00:21:25] And Kristen Gillis, I mentioned her. [00:21:28] They're here, and I'm glad they're here. [00:21:31] My mom or dad, neither one are here, but I think of them, [00:21:37] I think of them a lot. [00:21:40] I'm not sure. [00:21:41] I've been in the car business for a long time. [00:21:44] While I was in college, and I spent 15 years [00:21:46] at other dealerships in Maryland, [00:21:48] and down here 18 years at Demit Chevrolet and Ken Marks Ford. [00:21:53] Came here 25 years ago because I wanted to stay in this area. [00:21:57] I couldn't afford a Ford or Chevy, [00:21:59] so we took Kia and Isuzu and made it something [00:22:02] to be proud of. [00:22:04] That brand new building, I just wish [00:22:06] I had a couple of weeks I could have been in there [00:22:08] before the new guy took over. [00:22:09] But it's a great dealership. [00:22:11] You can stop by there and enjoy it. [00:22:13] But my mom and dad, somebody's asked me, [00:22:17] and Patty Goro, the love of my life. [00:22:20] Don't forget her. [00:22:20] She's been here. [00:22:21] I probably would be weighing about 100 pounds more. [00:22:26] My A1C would probably be at 8, 8 and 1 half. [00:22:28] I would have lost a leg. [00:22:30] But she is a pretty stern, she's a stern disciplinarian. [00:22:35] And now I'm in the household every day, [00:22:36] and I've got somebody else to work for. [00:22:38] That's not funny, Kylie. [00:22:42] You know how she is. [00:22:44] Yeah. [00:22:44] This is my technical assistance. [00:22:46] If I need help with anything technical [00:22:48] like resetting my phone, Kylie's here for me. [00:22:51] And introduce Patty's children, Lori and Jason. [00:22:57] Jason, I need to say this. [00:22:59] Fireman of the Year in the state of Florida five years ago. [00:23:03] He's a hero. [00:23:06] And Lori, she's a teacher. [00:23:08] You've got to respect your teachers. [00:23:10] You've got to respect your firemen. [00:23:12] You've got to respect all your first responders. [00:23:15] But as I said, somebody said, what did your dad ever teach [00:23:17] you? [00:23:18] And I said, well, I'm not sure what he ever taught me. [00:23:21] But I did know that we named the dealership Friendly [00:23:26] for a reason. [00:23:27] And all of our employees knew they had to be friendly [00:23:31] or they wouldn't be working at Friendly Kia. [00:23:33] You are my customers. [00:23:36] Over 25 years, thanks to Don Mullis, [00:23:39] over 50,000 vehicles sold and delivered. [00:23:43] Not 50,000 customers, we had a tremendous amount [00:23:46] of repeat customers, which is critical in our business. [00:23:48] Buy a car, sell them another car. [00:23:50] Buy a car, you've got to treat them right, [00:23:52] and it starts with service. [00:23:53] Friendly, that's the name of the dealership. [00:23:55] We tried every day to listen to it, live up to it. [00:23:58] If I have to give you some hints from my father, who [00:24:02] is a farmer, lived in a small town in Burlington, Maryland, [00:24:09] much like New Port Richey, and I see [00:24:10] the parallels between the two communities. [00:24:13] That's why I'm so excited. [00:24:14] Burlington, Maryland, New Port Richey, Florida, [00:24:16] those are my hometowns. [00:24:18] I'm staying here. [00:24:19] Might go to North Carolina a little bit, [00:24:21] though, if the weather doesn't clear up. [00:24:24] I would say, if anything, the motto and creed [00:24:27] that I live by was a salesman's wife told me this one time, [00:24:33] it's nice to be nice. [00:24:35] We should all try it more. [00:24:36] Especially today, these are words to live by. [00:24:39] Most importantly, do unto others as you [00:24:43] would have them do unto you. [00:24:47] God bless the USA. [00:24:48] God bless New Port Richey. [00:24:50] I'd normally always sing God Bless America, [00:24:52] but I can't do it right now. [00:24:56] Thank you very much. [00:24:57] Thank you very much. [00:25:02] Thank you, city council. [00:25:03] Every one of you, love you. [00:25:05] Everything you do, appreciate it. [00:25:26] Thank you.

[01:08:33] second reading of ordinance number 2023-2280, conditional use of 7940 Rutella Court. [01:08:43] This is ordinance number 2023-2280, an ordinance of the City of New Port Richey, Florida, providing [01:08:51] for approval of a conditional use for outdoor storage of registered recreational vehicles [01:08:56] in the Light Industrial Zoning District for the property located at 7940 Rutella Court, [01:09:02] as legally described herein, providing for any necessary conditions on said use and providing [01:09:07] for an effective date. [01:09:09] Mr. Mayor, members of the Council, this is the second reading of an ordinance. Mr. Hall, [01:09:14] do you have anything additional to add? [01:09:16] No, this is the same as we heard at the last City Council meeting. It's a request for a [01:09:21] conditional use for the approval of outdoor storage of registered recreational vehicles [01:09:26] on the industrial site. [01:09:31] Can I get a motion for... [01:09:33] Open up for public. [01:09:35] I'm sorry, public opinion? [01:09:37] Burto Butler, 5335 Bovey Avenue, New Port Richey, Florida, 34652. I just want to also [01:09:46] confirm that it was opened up for public comment for the consent agenda, if it's being said [01:09:51] loud enough and there's no public comment for that? Okay, good to know. Thank you. [01:09:58] Anybody else? [01:09:59] Thanks, Burt. [01:10:05] What storage? Is this like a shipping container or something that we're... [01:10:09] Not even. It's RV rental. RV would rent spaces to park there. [01:10:14] Okay. Thank you, Tom. [01:10:18] Anyone else like to speak? Okay, bring it back for a move for approval.

Resolution No. 2023-09: Establish Tentative Millage for TRIM
approvedCouncil adopted Resolution No. 2023-09 establishing a tentative millage rate of 8.4500 (matching the current rate) for inclusion on the Pasco County TRIM notice for FY 2023-24. Staff recommended the conservative rate because state revenue reporting is incomplete, noting the rate can be rolled back but not increased before the final hearing on September 14, 2023.

[01:10:23] I'll make that motion. [01:10:25] Second. [01:10:26] All those in favor? [01:10:27] Aye. [01:10:28] Aye. [01:10:29] Aye, 4, is it? [01:10:30] All right. Business items. [01:10:33] Is Resolution 202303 establish a tentative millage rate for trim? [01:10:39] This is Resolution number 202309, a resolution of the City Council of the City of New Port Richey, Florida, establishing the tentative millage rate for inclusion on the Pasco County [01:10:49] trim notice. [01:10:51] The resolution, as attached, establishes a tentative millage rate as well as a date, [01:10:58] time, and place for the first public hearing, excuse me, of the proposed levy for the fiscal [01:11:05] year 23-24 operating budget. [01:11:09] The proposal that we put before you this evening is recommending setting the tentative millage [01:11:17] rate at 8.4500, which is the current millage rate. [01:11:24] The reason that we are recommending that we match the city's current millage rate at this [01:11:29] time is in large part due to the fact that the city has not received all of the reporting [01:11:40] from the state on our revenues and we would very much, as a result of your direction to [01:11:49] us, like to reduce the millage rate for the city, but at this time we're unable to make [01:11:58] that recommendation to you, so our recommendation is to keep the millage rate at the current [01:12:08] because we are allowed to, between setting it at this time and establishing our final [01:12:16] millage rate, to roll back but not increase. [01:12:19] So, therefore, at this point we are comfortable advocating in favor of a truth in millage [01:12:27] rate of 8.4500. [01:12:31] It's a very conservative number and we will be working very hard between now and September [01:12:40] 14, 2023 to bring an even more favorable rate before you for your consideration. [01:12:48] There's really no comment, Senator, unless we want to comment. [01:12:52] Is that true, Tim? [01:12:54] You need to open this up for public discussion. [01:12:56] Okay, move for public. [01:12:58] Anybody like the public like to speak? [01:13:02] Seeing no one, come forward. [01:13:04] I'll make the motion to approve the initial millage rate. [01:13:10] I'll second it. [01:13:11] All those in favor? [01:13:12] Aye. [01:13:13] Do we need a vote on this? [01:13:15] A little discussion. [01:13:16] Yes, okay, discuss. [01:13:17] Yeah, I just want to recognize that it is an appropriate thing to do, considering we don't [01:13:24] have the balances, we've seen some of the expenses, we don't know what the income is [01:13:29] going to be, and so I appreciate your efforts and it's the right thing to do. [01:13:35] Same. [01:13:36] No, I'd like to see it, of course, I'd like to see it go down a little bit and we'll see [01:13:44] what we can do once we get the right numbers. [01:13:46] Thank you. [01:13:47] It's tentative, that's why I didn't really know that we were voting on it today. [01:13:51] All those in favor? [01:13:52] Aye. [01:13:53] Those opposed?
