[00:00:33] ITB 23-020 Main Street Entry Feature, bid award, project award. [00:00:41] A bid approval project award. [00:00:44] Yes. [00:00:46] Robert has a PowerPoint, so I'll let him start off describing the project elements. [00:00:53] Go ahead. [00:00:54] Describe the elements? [00:00:55] Go ahead. [00:00:55] Okay. [00:00:57] So this is the entryway project that we have before you, and it [00:01:02] consists obviously of an entryway sign and a monument sign, but this [00:01:07] slide will show you the different types of landscaping that we are [00:01:11] proposing to install, you can see the improvements of the shrubbery and [00:01:16] landscaping in the center median, which is different than what the [00:01:20] existing conditions are now with the crate myrtles on the north and [00:01:24] south side, you'll see the addition. [00:01:26] There are sable palms that are there now. [00:01:30] We are proposing to install additional tree elements as well as additional [00:01:37] landscaping, irrigation, and some sidewalk work. [00:01:42] Now, when we take a look at, let's see, when we take a look at this [00:01:48] slide, just want to give you some of the specs that you're going to be looking at. [00:01:54] So the monument sign is going to be installed on the south east corner. [00:02:00] The height of it is 11 feet, 20 feet wide, and then your LED message [00:02:08] board that is programmable, you'll be able to put any type of messages [00:02:13] that you want on there, events, that type of thing, that's going to be a four by eight. [00:02:18] And so when we look at the advantage point of having a programmable message [00:02:26] board, as well as that overhead sign there, we've got approximately about [00:02:30] 60,000 cars that go by that intersection along US Highway 19 that averages daily. [00:02:37] So definitely would be a focal point of the town and would sit there and say, [00:02:43] Hey, you know, this is, this is who we are. [00:02:46] This is, you know, the events that we have, why don't you make a right [00:02:52] or a left and come into town and see what we have to offer. [00:02:56] Now your overhead sign that you've got down on the bottom slide is going to [00:03:01] span approximately a hundred feet over main street facing US Highway 19. [00:03:08] We'll be at 14-2 at the low point. [00:03:11] And then you can see the cladded base, bases that you see where [00:03:17] you have the poles that come up. [00:03:19] The historical downtown lettering is approximately two feet and the [00:03:25] New Port Richey lettering is four feet. [00:03:28] And obviously it's lit up. [00:03:30] We brought this mock-up for you to take a look at just to give you an idea. [00:03:36] And obviously it's the same type of coloring and stuff that we have [00:03:39] for our wayfinding signs as well. [00:03:41] And with that, I'll turn it back over to Ms. [00:03:43] Manns to give the specifics as far as the bid award. [00:03:47] Sure. [00:03:48] The project isn't a new one. [00:03:53] It actually has been talked about, Pete, since 1990s and it is an [00:04:07] opportunity to establish really an iconic identifier for the city. [00:04:12] It's an extension of our branding campaign and signage portion of the [00:04:22] project actually represents three signs. [00:04:27] And that portion of the project is $407,582. [00:04:39] The remaining portion of the project relates to [00:04:45] demolition and landscape items. [00:04:49] We've also appropriated a very generous amount of money to miscellaneous [00:04:58] allowances, $50,000, just to make sure that we're covered appropriately for the [00:05:07] project, I don't think Robert or I truly expect to use that amount of funding, [00:05:15] especially since the sign is a given cost. [00:05:22] The bids range from $802,832.22 to $707,143.20. [00:05:40] We're recommending the low bid, which is $707,143.20 to Augustine Construction, [00:05:53] whom we do have experience with and our experience with them has been quite favorable. [00:06:00] Therefore, we're recommending that you consider authorizing the bid award for [00:06:11] the Main Street entry feature to Augustine Construction. [00:06:17] Any comments from the public? [00:06:22] Seeing no one come forward, bring it back. [00:06:24] Move for approval. [00:06:25] Move for approval. [00:06:26] Second. [00:06:28] Third. [00:06:29] Go ahead. [00:06:32] No, I really like it. [00:06:33] I mean, it looks really great. [00:06:35] I did have the one concern about the height of it, but looking at the comparison on [00:06:40] the slide, it looks like there's plenty of room for, we'll make sure we get those [00:06:43] floats through for Chasco. [00:06:46] I don't want to block them up. [00:06:47] And the foliage, the landscape, I think we really need to just do whatever we can for [00:06:55] that and make sure it's lush and kind of go over the top with it, because we can [00:07:00] always look, what was it before? [00:07:02] It's the gateway to tropical Florida. [00:07:05] I think that's something that we can really stand out and people go by and look at. [00:07:08] But no, I love it. [00:07:09] I think it looks great. [00:07:10] I light it up, so. [00:07:13] Oh, it lights up. [00:07:15] Very good. [00:07:16] Second. [00:07:20] How about you, Mike? [00:07:21] Yeah, she got you. [00:07:23] You beat me. [00:07:24] I didn't say a word. [00:07:25] I heard. [00:07:27] All right, strike him. [00:07:28] I'll be the second then. [00:07:32] Yes, it's great. [00:07:35] And the only comment I'll make is having been to a few events at Kaiser University [00:07:41] and knowing that you secured the land for that monument there, and at one point we [00:07:47] saw a picture with some benches and stuff. [00:07:49] I think this is a much preferable deal. [00:07:52] But it is nice to see the human beings around there in the picture, and I'm just [00:07:57] wondering if in the architectural plan for that whole little space there, that it [00:08:02] might not be a fun outdoor space for the college students and kind of hang out [00:08:10] behind it a little bit. [00:08:12] Or just thinking about whether or not some pedestrian activity related to that [00:08:19] college or that corner, that's not the kind of activity you don't want on a [00:08:25] corner. [00:08:26] Yes. [00:08:26] You know, might be or, you know, a little food truck they could park there or [00:08:32] something that could draw some of the college kids out or whatever. [00:08:36] But I like it very much. [00:08:38] And when you look at it from the back side coming out to the highway, should we play [00:08:46] our records backwards or you're going to see the back side of the sign I'm taking [00:08:54] it because it's clear to look through? [00:08:57] It's actually very well done on the back. [00:09:04] So it's not as unattractive as it might be. [00:09:10] And I don't remember how they blocked it. [00:09:13] They've got arches and stuff that take your attention away from the letter itself [00:09:18] that are on the back side. [00:09:20] And Councilman, you also bring up a good point about the undeveloped space on the [00:09:26] Kaiser property. [00:09:28] And we did bid out as an alternate the development of that space. [00:09:34] And I think it came in right over $200,000. [00:09:39] And I've asked the developer and the college to work together on paying for that [00:09:47] improvement. [00:09:48] And I'm waiting to hear back from both of them to see what they're willing to [00:09:53] contribute. [00:09:57] Kelly? [00:10:00] I don't have anything to add. [00:10:01] I think we definitely need to have it. [00:10:04] There's a lot more money than I wish we were spending on it, but it's definitely [00:10:08] needed. [00:10:13] Barbara, can we see the slide again, the drawing? [00:10:17] Not this one, but the black and white deal. [00:10:24] There we go. [00:10:24] All right. [00:10:25] So just a question there. [00:10:27] I'm trying to help me with the dimensions here. [00:10:30] The sign is about how far back from the crosswalk there. [00:10:37] You know what I'm talking about? [00:10:39] The dimension. [00:10:41] Neither can I. [00:10:42] Sixty feet. [00:10:43] I see you. [00:10:44] I had my eye surgery. [00:10:45] Can you see it now? [00:10:46] Fifty-five feet. [00:10:47] Fifty-five. [00:10:48] Thank you. [00:10:50] So, yeah, I'm just trying to make sure. [00:10:52] So it's set back quite a ways from the intersection. [00:10:56] But the part two I had, I think that sign, does it square up to U.S. [00:11:03] 19 or is it at the angle? [00:11:08] The sign is at an angle. [00:11:09] It is. [00:11:10] So that's the one foremost like in the corner by the crosswalk, right or no? [00:11:14] Correct. [00:11:15] Okay. [00:11:16] So it predominantly will see the southbound traffic will see it very [00:11:22] prominently and the northbound traffic will be able to see it, but not as such, [00:11:28] right, not as well. [00:11:31] Was there any, I know, thanks for the PowerPoint there made up for the plugging [00:11:39] it in. [00:11:40] What about lighting within the landscape itself, either up lighting on trees [00:11:45] there or in the median? [00:11:47] Was there anything in a proposal for that? [00:11:50] That's a good one. [00:11:51] There's nothing proposed except for the existing decorative lighting that is there [00:11:55] now, but it doesn't mean that we couldn't look into it. [00:11:59] You know, at this date, we're just beginning the project if you approve it. [00:12:03] So, okay. [00:12:12] And I don't know how much right of way we have on the west side of 19 if there would [00:12:18] be, if the project goes through, we might look at some trees there to help [00:12:23] pronounce that, frame that entrance as well on the west side of 19 as opposed, you [00:12:30] know, to matching trees or something would work good. [00:12:32] But so it comes down to whether or not we spend the money for this. [00:12:36] You know, it's a beautiful concept. [00:12:38] You know, I love it. [00:12:40] If I saw it, I'd want to drive in, right. [00:12:44] And we've talked for some time now about the need for redevelopment between the [00:12:52] river and US 19. [00:12:55] And, you know, some corner pieces have gone into place with Kaiser, our parking [00:13:00] structure, the new Comfort Inn hotel and suites. [00:13:04] So we, you know, as well as I know we had some residents speak about, you know, [00:13:11] really didn't want a 7-Eleven in on that corner, but it seems to have been a pretty [00:13:15] good neighbor, well landscaped, upkept is nice. [00:13:20] We don't have any issues with lottering, with people lottering around in their [00:13:23] parking lot and so forth. [00:13:25] So, so the question is, you know, would this be the catalyst that's necessary to [00:13:31] help spur that redevelopment between the river and the sign, so to speak, right? [00:13:38] There's lots of room there for redevelopment. [00:13:42] And in turn, would that do what this money is expected to do, is to increase the [00:13:49] property values and get that money back into the public uses. [00:13:55] And it's expensive, but I think it's a bold move. [00:14:02] It's more attractive than I was imagining it to be. [00:14:14] Kelly? [00:14:15] Who was somebody else? [00:14:17] I don't have anything else to add. [00:14:19] All right. [00:14:19] I just have one question. [00:14:21] We just learned what FDOT wants us to do at Marine Parkway and Golf Drive to allow [00:14:28] golf carts to cross. [00:14:30] And we pretty much, I think we've got the brains to kind of figure out what we're [00:14:33] going to have to do, you know, at Main Street down the road. [00:14:36] So I'd like that, you know, pretty much to be incorporated, whatever we have to do [00:14:41] at Marine Parkway and we have to do at Golf Drive, to reimplement that into this [00:14:44] so when they finally get to Main Street that they might, you know, it might be [00:14:48] easier to approve it. [00:14:50] Is that possible? [00:14:53] The conditions are very different. [00:14:56] So they may advance different recommendations. [00:15:00] Yeah, Main Street is the most difficult intersection out of all of them, and DOT has indicated [00:15:05] that they're not really sure if they would even come close to considering approving a [00:15:13] golf cart crossing at that intersection because of its complication and the different vehicle [00:15:19] turns and the multiple turns that you have there. [00:15:23] And so I think for us to try to incorporate what they might want, if it was possible, [00:15:30] would delay this project. [00:15:31] Okay, well I just, you know, I know that it's on our list and so we got an idea from FDOT [00:15:38] so I just wondered, maybe it's the little thing, you know, that would help down the [00:15:42] road because they're still going to continue to look at that intersection as we develop [00:15:46] it. [00:15:47] Alright, thank you. [00:15:48] Another question? [00:15:49] Sure. [00:15:50] On the bids, do they give an indication of a time frame it would take to do this project? [00:16:01] That time frame escapes me. [00:16:03] I apologize. [00:16:04] I'll get that information to you. [00:16:08] But there is a timeline that's in the contract. [00:16:10] There always is a timeline in our contract, I just don't know what this one is. [00:16:14] I know, it's more than a year, less than a year? [00:16:18] Oh, no, no, no, it's not a year. [00:16:20] No, I don't recall either, Robert. [00:16:22] Six, I would say six months at the most. [00:16:24] Yeah, they build the sign somewhere. [00:16:25] Right, they've got it ready to go. [00:16:28] Alright, got it in. [00:16:32] Anything else? [00:16:35] All those in favor? [00:16:36] Aye. [00:16:37] Aye. [00:16:38] Aye. [00:16:39] Aye. [00:16:40] Aye. [00:16:41] Those opposed? [00:16:42] Carries five zip.
