[00:01:50] When something goes bad, we'll take and board up [00:01:52] a window or this or that. [00:01:54] But no major renovations or anything to either structure. [00:01:58] The CRA did acquire them for either resale or redevelopment. [00:02:04] Where we're at at this current state [00:02:05] is basically redevelopment with that one project [00:02:08] that Councilman Altman was talking about. [00:02:12] The reason why we're coming to you [00:02:13] not only is because of the redevelopment, [00:02:15] but both of the structures need major reconstruction [00:02:19] or elements that need to be replaced. [00:02:22] Major construction points are both roofs [00:02:24] need to be replaced. [00:02:26] And if you go in to do both of those structures, [00:02:29] it's going to cost you more than the $45,000 [00:02:32] that we're asking to demo them. [00:02:35] Because it's part of a redevelopment project, [00:02:37] even if you did bring on board a developer, [00:02:40] it's probably cheaper for the city [00:02:41] to go ahead and redevelop them direct [00:02:43] or to demo them directly than it is to have the developer do it [00:02:48] and tack on additional charges. [00:02:50] Replacement elements, HVA systems are just one. [00:02:56] Right now, when you go inside the buildings, [00:02:58] we have mildew and mold problems. [00:03:01] We've done an asbestos material study. [00:03:04] Both structures do have asbestos in them, [00:03:07] and we will have to start the abatement process [00:03:11] with the demolition. [00:03:13] This is the church structure on the outside. [00:03:17] And then you can see on the inside, [00:03:19] over to the photo on the right, you [00:03:21] can see where the ceiling is caved in. [00:03:24] It's got extensive water damage. [00:03:26] You can see, if you look at the door right there, [00:03:28] you can see sunlight coming through it. [00:03:31] And so when you start really getting into it real deep, [00:03:36] there's a lot of structural deficiencies. [00:03:38] This is the structure to the south. [00:03:40] You can see where the roof needs to be replaced, [00:03:43] as well as you can see where some of the windows [00:03:45] that we have boarded up. [00:03:49] If you look over to the photo on the left, [00:03:50] you'll see that around the window, [00:03:52] there's water damage that's inside that area, [00:03:56] as well as some of the interior ceiling areas. [00:04:02] The funding that we would propose [00:04:04] that the directors utilize is the CRA property assemblage [00:04:09] funding, and we would recommend that you [00:04:11] do approve the proposal.
