approvedThe CRA Board adopted Resolution 2023-06 (referenced in transcript as 2020-306) approving an amended and restated interlocal agreement with the City of New Port Richey, under which the CRA commits to reimburse the City for the $2.8 million purchase price plus financing costs related to a property acquisition. Board members spoke in support, framing the acquisition as combining parcels (including a former church property) to leverage an $800,000 stormwater/resiliency grant and grow the tax base.

[00:00:56] 2020-306. This is resolution number 2020-306, a resolution of the City of New Port Richey, [00:01:03] Florida Community Redevelopment Agency, a public body, corporate and politic, approving [00:01:08] the form of and authorizing the execution of an amended and restated interlocal agreement [00:01:13] with the City of New Port Richey, Florida, providing certain other matters in connection [00:01:17] therewith and providing an effective date. Ms. Bounds. In short, the purpose of the amended [00:01:25] and restated interlocal agreement is to incorporate all previous recitals as they are incorporated [00:01:34] into the new agreement and to make a commitment that the CRA shall reimburse the City for [00:01:43] the amount of the purchase price of the $2.8 million plus the financing costs associated [00:01:55] with this agenda item. And we still have John Ford and Chris Rowe, Ford and Associates and [00:02:03] Bryant Miller and Olive with us in the event that you have any questions related to this [00:02:08] agenda item or the agreement. Thank you. Open up for public comment. Seeing no one [00:02:15] come forward, bring it back to the CRA. I'll move for approval. Second. To the maker. Yes, [00:02:25] this is the group that we are. We look very similar to the last group, but we do have [00:02:33] a different purpose, and it is to build a tax base. This investment, we just heard of [00:02:42] a new project that's going to take a $3 million piece of land and turn it into a $100 million [00:02:49] asset. In this case, we've had what was a church and a non-productive piece of real [00:02:55] estate, as the mayor mentioned in the past meeting, that now helps to put two pieces [00:03:04] together to a really good size of land that will allow us to do this, to utilize the $800,000 [00:03:15] grant we have to put the stormwater system in that will bring relief to the fishes in [00:03:23] the sea, as well as help us to develop and redevelop our city. So I think it's a great [00:03:31] story. I hope that we can make it work to the fullest that it can be to really show [00:03:39] our city as being proactive. We have gone out and gotten money that other cities in [00:03:46] the Tampa Bay area missed. I think I told you the four counties in South Florida got [00:03:51] 60% of some $600 million or $700 million in resiliency funds that were out there. We [00:03:59] got our $800,000 chunk. So hopefully we don't forget that recreational pond that can also [00:04:11] be a good environmental sort of solution to impervious property that now will be functioning [00:04:23] to help the ecosystem. So it's an environmental issue, an economic issue, and one that will [00:04:30] hopefully continue to bring more business and traffic to the Highway 19 side of the [00:04:38] bridge. Thank you. Do you have a second? Yes, Mayor. You know, I started my business [00:04:49] here back in 88, and I've kind of been an entrepreneur, and you run a business to generate [00:04:56] income to better things. So I had my first experience sitting on a board for a non-profit [00:05:03] agency in Pasco County, and it took me a long time to figure out, hey, we've got to [00:05:08] operate this and not make any money. And it just goes against my grain, but we learned [00:05:15] from that. And I view the city a lot like that. In a city, we don't make money. What [00:05:22] we do is we try to enhance the well-being, the environment that our citizens live in [00:05:30] and can enjoy. The CRA, I look at it as we make money. And what we're trying to do is [00:05:38] to, as Councilman Altman said, increase our tax base so that perhaps we have commercial [00:05:46] businesses and, you know, more people paying in a tax base and more pieces of pie, maybe [00:05:51] everybody pays a little bit less, and we can still enhance the, you know, the way we live [00:05:59] and the places we live and the things we do. So I know that there's been expressed by people [00:06:05] from time to time about the city investing in purchasing property. I think it all goes [00:06:11] back to, you know, the First Baptist Church property and how long it took to get that [00:06:16] turnaround. And finally, we see, you know, what's that's turned in and what that helps. [00:06:22] And I think the most recent projects that the city's been involved in, trying to work [00:06:28] whether it be Kaiser University, whether it be the hotel, being the, you know, trying [00:06:34] to, you know, economic development, you know, we're looking forward soon to redevelopment [00:06:38] down there where the Magnuson is and so forth, is, you know, I think in recent years, I can't [00:06:46] pat myself on the back because it's really happened prior to my term, but the city's [00:06:51] done well. And I think that's a lot of it has to do with the leadership of our city [00:06:54] manager in these areas. And so, you know, I enter in this agreement, you know, with [00:07:00] full faith that that's going to continue and it makes sense to me. So I'm just happy to [00:07:06] be part of it. [00:07:07] Director Motherson? [00:07:08] No, I agree. I think it's the right thing to do, for sure. [00:07:13] Director Murphy?

[00:07:14] Yeah, I agree with everybody and it's, well, I'm looking forward to seeing what it becomes. [00:07:18] It's a vital piece and so I just look forward to being, hopefully, part of that process. [00:07:25] This is very, definitely very exciting. If there's no further discussion, all those in [00:07:30] favor, please signify by saying aye. [00:07:32] Aye. [00:07:33] Aye. [00:07:34] Opposed, like sign. Motion passes. Next is the First Amendment to the Purchase and Sales [00:07:38] Agreement. [00:07:39] The request is to authorize the amendment of the Purchase and Sale Agreement. The original [00:07:48] closing date was December 15th of 2022 and the closing date was not attainable based [00:08:06] on the fact that the city recommended, or I recommended to you, that we finance the [00:08:14] purchase rather than utilizing internal financing sources. So, therefore, an alternate date [00:08:25] was selected of December 22nd, 2022 and both parties involved in the transaction agreed [00:08:38] to that date. Subsequent to that, a First Amendment to the Purchase and Sales Agreement [00:08:48] was drafted and that agreement outlined the agreed-upon conditions related to the amended [00:08:55] date. The amendment needed to be effectuated prior to this meeting. So, therefore, I endorsed [00:09:07] the agreement subject to your ratification of my execution of the agreement. So, therefore, [00:09:16] I am asking you to ratify the First Amendment to the Purchase and Sale Agreement. [00:09:22] Thank you. I'll open it up for public comment. Seeing no one come forward, bring it back [00:09:27] to the Board. [00:09:28] Move to ratify the First Amendment to the Purchase and Sale Agreement with Lemonade, [00:09:34] MM. [00:09:35] I'll second. [00:09:36] Thank you. [00:09:37] For the second? [00:09:38] Nope. [00:09:39] Director? [00:09:40] Well, we'd really put you in a bind if we didn't approve this, huh? [00:09:41] Right. [00:09:42] I thought the same thing. Director Murphy? [00:09:43] Could we hear all that again? [00:09:44] In that case, all those in favor, please signify by saying aye. [00:09:45] Aye. [00:09:46] Aye. [00:09:47] Opposed, like sign. You're off the hook, Mrs. Manns. [00:09:48] Okay. [00:09:49] And at this point, I would entertain a motion to adjourn the meeting. [00:09:50] So moved. [00:09:51] Second. [00:09:52] Second. [00:09:53] All in favor, please signify by saying aye. [00:09:54] Aye. [00:09:55] Opposed, like sign. You're off the hook, Mrs. Manns. [00:09:56] Okay.
