[00:00:34] Next, 2022 Orangewood Lakes Water System Improvements Project, [00:00:38] change order number one. [00:00:41] Mr. Rivera and I and his staff have been working for some time [00:00:46] now on a plan for the north perimeter of the Hacienda Hotel [00:00:57] as it abuts Sims Park as well as the west side of the same property [00:01:06] so that it would really be a seamless transition from the Hacienda Hotel [00:01:11] into the park property. [00:01:13] The plan is to remove the fence and to allow people to flow back and forth [00:01:20] between the two properties. [00:01:23] Mr. Rivera has put at your place this evening [00:01:26] a layout of what the improvements will look like. [00:01:32] If you approve this agenda item, which will allow [00:01:35] us to go forward with the implementation of the improvements. [00:01:39] And I'll let Mr. Rivera fully present the agenda item. [00:01:44] And first of all, I want to apologize. [00:01:45] We didn't have any rendering that you could take a look at. [00:01:48] So the site plan was about as good as it got. [00:01:51] But you can see from there that the scope of work [00:01:55] would include sidewalk expansions, landscaping, hardscape, benches, [00:02:01] lighting, and pavers. [00:02:04] The funding would also come with a budget amendment. [00:02:09] So what we're doing is we're asking for a change order [00:02:12] to the existing utility project that we have with Harbor Contracting. [00:02:17] The change order is in the amount of $142,915. [00:02:22] And the budget amendment that we're asking you to approve [00:02:26] is in the amount of $150,000. [00:02:30] And the funding is identified as CRA dollars. [00:02:33] They're available in account 44952. [00:02:36] And with that, we would ask you to approve it. [00:02:38] The contractor, we have talked with him extensively. [00:02:42] If it's approved tonight, he's ready to start his survey work tomorrow [00:02:46] and has told us that he has about 30 days before his next project begins. [00:02:51] So he would be planning on finishing everything [00:02:55] that he has here prior to leaving. [00:02:59] Thank you. [00:02:59] I'll open it up for public comment. [00:03:01] Seeing no one come forward, I'll bring it back to the CRA. [00:03:06] Move for approval? [00:03:07] I'll second. [00:03:08] Maker? [00:03:09] What's all the stuff in the middle in that circle there? [00:03:12] You got like NEP 7 AM, 10, 15, what is all that? [00:03:15] Just trees or? [00:03:17] Let me see what you're pointing at. [00:03:21] Those are locations for trees. [00:03:23] And those are tree types. [00:03:26] Trees. [00:03:26] OK. [00:03:27] Yeah, trees. [00:03:30] The second? [00:03:32] I'm excited to get it done. [00:03:34] Director Altman? [00:03:35] Yeah, I'm excited too. [00:03:36] I am a bit disappointed that we haven't been meeting as regularly as a CRA [00:03:44] and reviewing our CRA plan and our budget. [00:03:48] And so you come to us and say, we found the money in the CRA. [00:03:54] We've got a hefty job in front of us. [00:03:56] And I've already heard from one of our directors [00:03:58] who's not here of his concern about economics and the funding that we have. [00:04:04] I know we've had a great year. [00:04:07] I haven't heard, unfortunately, now that Zephyrhills [00:04:09] is the biggest city in the county, they get the headlines in the news [00:04:14] as to the property value increases. [00:04:17] I don't know that we've gotten that notice or not, [00:04:20] or I missed a memo in my travels. [00:04:23] But my question is, A, is it in the CRA plan for us to do this kind of project? [00:04:32] I believe the Sims Park improvements that were done [00:04:34] came from Penny for Pasco or some other funding. [00:04:40] And so I'm all for the project. [00:04:45] I would like for us as a board to have discussions [00:04:48] about where the funds are coming from on these projects. [00:04:51] We have to expedite it. [00:04:52] We need to get it done. [00:04:53] And it does play into the hacienda and the redevelopment. [00:04:57] So I see that it makes sense. [00:05:01] So I will support the motion. [00:05:03] But my request is now that we have Barbara, [00:05:06] and it looks like you've got a full complement [00:05:09] of competent and good department heads. [00:05:12] That's something to celebrate, because we've kind of run short sometimes [00:05:19] in terms of staffing. [00:05:22] But for a CRA that has multimillion dollars revenue coming in [00:05:27] and a plan that has elements in it that we should be posted on what's [00:05:32] going on with, just coming in on occasion to spend money from the CRA, [00:05:39] we really need to have these conversations as a board about our strategy. [00:05:46] There's so much that we have to do. [00:05:48] I'm sure we can afford it, and I'll bet we've got a big boost. [00:05:53] I'm happy to approve it, but I did want to request [00:05:58] that we start having regular meetings with agendas [00:06:02] and that we review our annual budget and get more on track. [00:06:07] It's not been regular over the past four years. [00:06:11] We've tried to schedule them on a more regular basis. [00:06:15] I appreciate. [00:06:15] I know. [00:06:16] And if we've fallen short recently, I'll make sure [00:06:20] that we make up for that as we go forward. [00:06:24] I do try to meet with the individual council people at least weekly, [00:06:28] some of you biweekly, and that's a good time to ask questions of me [00:06:35] or give me direction like this so that I know that you want to meet more regularly [00:06:40] or you're seeking this type of information. [00:06:42] Well, and I need the support of the council. [00:06:44] That's why I raise it publicly with you all, because it's the public, [00:06:49] the few that watch or maybe more that listen as well. [00:06:54] But I think it's helpful for us to have those dialogues as a group. [00:06:58] But I appreciate that, and I appreciate your effort. [00:07:01] I know that you're trying. [00:07:02] I just want to make that comment. [00:07:05] I do want to just say we certainly do have the money available. [00:07:08] I wouldn't recommend that. [00:07:10] Oh, I'm sure that we do. [00:07:11] It's just funding. [00:07:11] Yeah, I'm not questioning we don't have the money available. [00:07:14] I'm just saying that we've got a budget coming up. [00:07:18] We'll have a lot of chance to talk about how we use it. [00:07:21] That was going to be the comment that I was going to make, [00:07:22] because we're rapidly coming into budget season. [00:07:25] So this would definitely be a good time to do a thorough review of what we've done year to date
