Hacienda Special Category Grant Bid Award

    approved

The CRA Board awarded the Hacienda special category grant construction bid to Specialized Property Services, Inc. The project scope was revised after the initial $1.3M bid exceeded available grant funds ($694,520); alternative bid one was removed, alternative bid two (stucco work) was deferred to a forthcoming small matching grant, and steel windows/doors will be purchased directly from Hope's Windows via a future change order. The revised scope leaves a $30,730 contingency to be applied toward additional door restorations.

[00:00:32] grant award. Ms. Manns. Certainly. Mr. Ayazoni is prepared to present this [00:00:36] agenda item to you this evening. Thank you very much City Manager. The request [00:00:41] is to award Hacienda a special category grant construction bid to Specialized [00:00:46] Property Services, Inc. and they've joined us tonight for any additional [00:00:49] questions. They're truly a great team. On July 1st, 2017, New Port Richey was [00:00:55] awarded a special category grant from Division of Historic Resources in [00:00:59] the amount of $750,000. The approved scope of the work was for the [00:01:04] manufacture of the Hacienda original steel windows, restoration of wooden [00:01:09] windows, and a lot of those are the transoms that go over the door, [00:01:12] installation on as many doors as possible. After architectural fees, the [00:01:18] amount of grant funding available is $694,520. After receiving approval of the [00:01:29] architectural design submitted to Division of Historic Resources, staff [00:01:33] issued invitation to bid 18-012, which included three bid alternatives. On [00:01:40] February 13th and 14th, a mandatory pre-bid conference was held. Two firms, [00:01:45] Specialized Properties and Deal Porter, attended. You should know that Specialized [00:01:50] Property won the small matching grant bid, and at that time there was about six [00:01:54] participants in that program, and it seemed at that point that Deal Porter [00:02:04] had worked on a building before and Specialized had won that bid, and so we [00:02:10] only had two submitters the next time around as a result, and Specialized [00:02:15] Property had, let me just kind of finish reading this, on March 15th at 3 p.m., [00:02:19] staff received one bid submission from Specialized and one late submission from [00:02:24] Deal Porter, which was returned unopened. Specialized Properties bid of $1.3 [00:02:30] million, which exceeded the amount of allowable funds. On March 22nd, staff met [00:02:36] with Specialized Property to review the schedule of values, and what we came up [00:02:40] with was the removal of alternative bid one, but to the scope there was to do [00:02:47] actually the main door in the lobby, which is door number 109, the [00:02:53] two back doors that are facing Sims Park for the appropriate fees, they have [00:02:59] $23,588, $23,588 for the other door, and $18,342. [00:03:05] Then we went to subtract alternative bid two, which is all the stucco work, and [00:03:10] that amount was $58,630. That was the patching of the stucco. What you [00:03:15] should know is that we've submitted a small matching grant to Division of [00:03:19] Historic Resources for the 2019 fiscal year, and what we see on the governor's [00:03:27] budget for funding is that that grant has been recommended for funding. So we [00:03:32] pulled that because that amount, what's going to happen is in talking with [00:03:35] Old World Designs, and we're talking with Specialized on the first phase of their [00:03:40] project, is that when they do the window installations, that grant will be in [00:03:45] place and enough time the scaffolding will be there to be able to do that work [00:03:50] at the same time. So it wasn't necessary to include alternative two because we [00:03:55] have another grant coming on that as of July 1st, 2018. We also subtracted all [00:04:03] new steel windows and doors, and the architect, Bert Bender, from day one has [00:04:09] been talking about a very high quality window called Hope's Windows. Very high [00:04:13] standard. He is the artisan on the project and has been very adamant about [00:04:17] this product, and he knows his stuff. And so we've been working closely with [00:04:26] Hope's on that pricing factor, so it has been specialized in the amount of [00:04:30] $376,882. The city to purchase the windows directly from manufacturing. [00:04:34] What we're going to have to do is come back with a change order on that to be [00:04:38] able to break that out of this bid, and then come back before you to go [00:04:41] directly with Hope's on that. And then we're going to add 22,000, I'm sorry, [00:04:48] 221,389. I think I'll let Specialized talk more about the scope of work for [00:04:54] that project because it's fairly detailed. This is, they're rather competent in the [00:04:58] project. They've thought it through. They've been a really great team to work [00:05:01] with. And so there's an excess or contingency of 30,730. [00:05:09] And it's provided, and the reason why we decided to go with contingency is that [00:05:14] Specialized has a shop that really restores historic windows. And I went [00:05:22] and toured the facility, and they do quite a bit of historic buildings. And so [00:05:26] we want to keep that contingency so that we can get through the windows [00:05:30] installation, the installation of the doors. And if we have this bandwidth of [00:05:36] contingency, we'll look at other things in the Hacienda that we can do that [00:05:39] would be most efficient. My recommendation is to do the wooden doors [00:05:44] on the Sims Park balcony facing. That's a good set. And there's one in what we [00:05:49] call the Bordello section. That's the same identical door. So we're hoping to [00:05:53] try to do that, and that's what our recommendation would be. And again, I [00:05:58] wanted to introduce these folks if you have any questions to them. We have Nick [00:06:02] Colson's we talked with quite a bit. What you should know is that Burt Bender has [00:06:08] qualified this firm and really likes working with them. They do work in Key [00:06:13] West in the Custom House, and they have really great communications with the [00:06:16] architect. And on the first bit of Ward, we've had several good meetings, and [00:06:21] they're progressing. And my greatest concern is meeting Division of Historic [00:06:25] Preservations grant timelines. That's really important for us because we've [00:06:30] got to meet those goals, and we have good assurances that's going to occur. [00:06:33] Thank you. Anything else, Ms. Vance? There's nothing further, Mr. Mayor. Okay, in [00:06:39] that case, we'll open it up for public comment. Seeing no one come forward, bring [00:06:44] it back to Council. Move approval on the recommended course of action. I'll second that. [00:06:50] I have a motion and a second to the maker. I wouldn't know what to ask him. I've been [00:07:00] following this all along, and I'm looking forward to it. It just seemed like it [00:07:03] stretched a little longer than I wanted, but I'm looking forward to your product. [00:07:08] Deputy Mayor? I may have Mr. Bender's stamp of approval, Mr. Azzarone, is that correct? [00:07:13] Absolutely. Councilman? If they've got Mr. Bender's stamp of approval, I'm good. Any [00:07:23] further discussion? Hearing none, all those in favor, please signify by saying
