[00:00:27] Opposed? Like sign. Next item on the agenda listed is the CRA land sale. Ms. [00:00:33] Manz, are we pulling that? Yes sir, Mr. Mayor. At this point I'm asking that we [00:00:37] pull this agenda item. My expectation is that it will be back before you in the [00:00:43] beginning of the year. The reason that we are asking that you delay this agenda [00:00:48] item is related to the fact that the developer has requested a rather [00:00:53] sizable TIF incentive to go forward with the project and we would like to [00:01:01] consider that before any sale of the property is effectuated. Very good. In [00:01:08] that case we will table that until you're ready to bring it back. Mr. Mayor.

[00:01:12] Next item is continued discussion on the Hacienda Hotel. We conducted a [00:01:22] presentation and discussion with you on October 17th in relationship to this [00:01:27] matter and at that time the staff indicated that we would be back before [00:01:33] you for some subsequent discussion. In that respect, Mr. Iazzoni has prepared a [00:01:39] recommendation which he will present to you for your consideration. Thank you. [00:01:43] Thank you very much, City Manager. Thank you very much, Mayor. Basically over the [00:01:49] past several weeks we've had two substantial inquiries on the Hacienda [00:01:52] and one actually attended the meeting and would like to continue the [00:02:00] inquiry into the Hacienda. So we're requesting Council to allow, the CRA to [00:02:05] allow us to issue what is called an RFQ so that we can put the public on notice [00:02:12] that we would be considering the opportunity to be able to further [00:02:17] redevelopment of the Hacienda. And so that's, but that RFQ allows us to [00:02:25] basically review the qualification individuals and enter negotiations and [00:02:30] to provide for the opportunity any additional prop individuals that come [00:02:34] forward also. Thank you. Any questions? Just a question, how broad will that, I [00:02:40] mean, where does it go and how does someone learn of it? Well usually we put [00:02:46] it out through our traditional bidding process. A lot of times I've tried to, the [00:02:51] last time I kind of networked quite extensively through our architects. I [00:02:56] also actually had the chairman of the Little Hotel America that had picked up [00:03:03] and distributed. So it goes pretty broad. It usually goes to just most of the [00:03:06] boutique hotel community and also kind of goes out through a bid clerk and we [00:03:11] do publish it on our website. And we're fairly aggressive in terms of trying to [00:03:17] maximize the reach. A lot of times I'll do a test and to see how far that has [00:03:21] been carried when we put it out through, primarily through bid clerk and some of [00:03:26] those sites there. A lot of times that gets picked up and carried even further. [00:03:29] And what's the timeline on that, like sending it out and then getting the [00:03:33] responses back? Usually about three weeks we like to put it out there. We usually [00:03:38] have a pre-conference meeting at the Hacienda Hotel where we answer questions. [00:03:43] We begin to build a list of individual interested parties and whenever we [00:03:48] receive an inquiry we have to document those responses to those inquiries and [00:03:52] then put it as an addendum to the RFQ. Thank you. Director Phillips, any questions? [00:04:00] Director Starkey? You want to start this process right now, right during the holiday [00:04:07] season, or more prudent to wait till the first of the year, you think? I do want to [00:04:11] start it right now. We might allow like a little bit more time for the RFQ to be [00:04:17] to be led out there so that we can afford the opportunity. We kind of [00:04:21] got caught up in the last year like that. We're kind of went over the holiday [00:04:24] season, but I might just extend it a little bit more to be able to afford a [00:04:30] little bit more time. I think that is my only concern as well right now. This is [00:04:35] such a busy time between now and the end of the year. I'd hate to get lost in [00:04:39] the shuffle. Director Davis, anything? I would agree if the period is long [00:04:47] enough so that it completely spans the holidays. I'd hate to have somebody miss [00:04:51] it just because they were too busy planning holiday parties. We'll [00:04:54] definitely do that. Mr. Mayor, can they just notice it a couple of times? I mean, [00:04:58] you know, you don't have to just put it out once. You have to shoot the flare one [00:05:01] time. I mean, when we have a fireworks, you see a lot of fireworks go up. So, you [00:05:06] know, if you extend the time out, you know, you put it out right [00:05:12] after the first of the year, the first week. If you're not going to take [00:05:15] things until middle of February, first of March, I just think it's timely due to [00:05:22] the fact that there seems to be some dollars, there seems to be some money out [00:05:26] there right now. That's a good point. You could notice it now and [00:05:32] then again after the first of the year. Yeah, I mean, you know, it's kind of, you [00:05:36] know, you can send out the one, you know, don't miss out on the opportunity. Now, [00:05:41] with that being said, Ms. Manns, as part of this solicitation, can you [00:05:50] bring us back what we've obligated ourselves for the Main Street landings [00:05:56] to the IGA building? I'm not sure what we're, it's a 50-something? [00:06:05] 5,800 Main. Yeah, and then what we've done for the other property, because we're [00:06:11] gonna have to dovetail in what the developer for the Aldi's is going to [00:06:14] bring to the table, and I would like to make sure that we've got all those [00:06:19] moving pieces at the same time, because that'll give us, excuse me, it'll give me [00:06:25] the opportunity to fully define what the Aldi developer wants to do in [00:06:31] conjunction with the overall participation, because, you know, we need [00:06:39] to leave some money around, because we've got the [00:06:43] next 24 to 30 months, we've got some pretty good, we've got some pretty good [00:06:51] outflow from projects and TIFs and other things that we've already done, so [00:07:00] we could have that capsulized, so we can have a good conversation with the Aldi [00:07:05] folks, but also, you know, and I don't want it to get to be kind of the, well, we [00:07:12] can do that, but what about the Hacienda, or what about 19? I don't, I think that [00:07:17] slows us down in our decision process to keep things progressing, so that's [00:07:22] my additional to Mr. Iazzoni's request. Thanks. Excellent, excellent comments. [00:07:29] We'll open up for public comment at this point, seeing no one come forward. Bring [00:07:36] it back if anybody would like to make a motion. I'll move to approve. Second. [00:07:45] No, sir, I've discussed it, thanks. Thank you. No second. Director Starkey? No, I hope the [00:07:53] time is finally right and something comes of this. Yeah, excited about it. Indeed, it [00:08:00] would be nice. Let's get the word out there and see who nibbles. I'm sorry, [00:08:07] Mr. Mayor. Yes, sir. I just had another thought with that information. Can you [00:08:11] also put on there projected opening dates or predicted dates of completion? [00:08:17] Like I said, I didn't think it all the way through after Mr. Iazzoni did that, [00:08:22] but, you know, obviously we've had some work come back about Main Street landings, [00:08:28] maybe 30 to 60 days later than they anticipated. Same thing with the first [00:08:34] phase of Mr. Starkey's project on Orange Lake, and then kind of the [00:08:43] overview of what he's done with the IGA location, because I understand he's like [00:08:48] down to one space or maybe two small spaces with access off of Railroad [00:08:56] Square. Yeah, I'm just, you know, everybody asked me, they said, well what's it [00:09:02] look like? And I said, I haven't seen the site plan to see what they filled and [00:09:06] what kind of open and how they're trying to blend those uses together, because [00:09:10] obviously it'll drive in a certain degree of additional foot traffic in [00:09:14] downtown. That would be useful. Thank you. Thank you. There's no further [00:09:20] discussion. All those in favor, please signify by saying aye. Aye. Opposed, like,
