Consideration of Bid Award: ITB 16-010, Former Smart Start Business Incubator Front Roof Replacement

    discussed

The CRA Board considered awarding bid ITB 16-010 for replacement of the front (north) portion of the roof at the former Smart Start Business Incubator. Staff recommended awarding the low bid of $44,000 to Professional Roofing Systems, funded by Penny for Pasco II. Councilman Phillips, who is in the roofing business, raised concerns about equivalent materials (recommending against Firestone TPO, preferring GAF or Carlisle), warranty terms (5 years labor/20 years material, transferable), and asked for confirmation in writing.

    • motion:Motion to approve award of ITB 16-010 to Professional Roofing Systems for the front roof replacement not to exceed $44,000.
    • direction:Council direction to confirm in writing (via Ms. Manns' weekly report) that warranty is 5 years labor / 20 years material and is transferable, and to address potential mold/mildew from existing water damage before installing new roof.

[00:00:36] Next is consideration bid award ITB-16010, [00:00:40] former Smart Start Business Incubator front roof replacement. [00:00:45] Hey, Mr. Mayor, Mr. Rivera will be presenting this agenda item. [00:00:49] Thank you, Mayor and Council. [00:00:51] Attached in your packet is the roof assessment report for [00:00:55] the former Smart Start Business Incubator. [00:00:59] The report was conducted by the city's assistant director or city engineer and [00:01:04] identified several areas on the front roof portion of the building where water [00:01:09] intrusion had occurred or continues to occur. [00:01:13] The report identified several defective areas due to extensive granular loss, [00:01:18] numerous patches, deteriorated sealant and membrane. [00:01:21] It was determined that the repairing of the roof was cost prohibitive and [00:01:28] a replacement of the roof was recommended. [00:01:30] The report further called out the conditions of the southern portion of [00:01:37] the roof and identified that its condition was in fairly good shape and [00:01:43] that the estimated life expectancy of that roof would be 10 to 12 additional years. [00:01:49] So therefore, the recommendation of that assessment report was to replace [00:01:54] the front portion or the north portion of the roof. [00:01:59] The item for council to consider is for the approval and the project award of [00:02:03] the low bid from professional roofing systems in an amount not to exceed $44,000. [00:02:08] There were four competitive bids that were submitted. [00:02:12] They were all lump sum arranged from the $44,000 that was submitted [00:02:17] as the low bid to the high bid of $109,450. [00:02:22] The city's construction service division has verified all the bid documents, [00:02:28] company references, and they also performed a value comparison with the city's [00:02:34] 2014 city hall roof replacement at the library. [00:02:39] And that cost came out to $11.14 per square foot, [00:02:47] compared with this proposed bid submitted that was $7.21 a square foot. [00:02:54] We've identified the funding as penny for [00:02:56] Pasco dollars too, and we would recommend approval and award. [00:03:04] Open this up for public comment, and then bring it back to the CRI. [00:03:09] Move for approval. [00:03:11] Second. [00:03:14] The maker? [00:03:15] Yeah, I've had extensive emails back and forth with Mr. [00:03:21] Rivera by way of Ms. [00:03:24] Manns, due to the fact that I'm in the roofing business, had some concerns. [00:03:34] Not only in the bid process, but with some of the submittals, [00:03:41] especially with some of the component parts. [00:03:44] I know we do lump sum, but the attentions are in the details, [00:03:49] especially when you deal with different construction projects. [00:03:54] My only recommendation, Mr. [00:03:56] Rivera, is that we do not, we specified a manufacturer. [00:04:02] And we gave them the option for equivalents. [00:04:07] And you can see the swing in the bids, and being knowledgeable of the business, [00:04:14] I understand that the gentleman's going to bring in an equivalent, [00:04:20] either Carlisle or Firestone, and I would recommend, I would encourage you [00:04:26] highly not to allow the equivalent in a Firestone sheet. [00:04:36] Firestone's known for making black EPDM roofing and really not white TPO. [00:04:42] Carlisle has some elements, has some sheet goods that'll work just fine. [00:04:49] I just think that when you offer out that it should be GAF, and [00:04:54] they bid an alternate, it obviously gives them a little better position than they did. [00:05:01] That's the reason you can see the spread. [00:05:04] You answered all my questions, especially with the insulation. [00:05:08] But the key thing that I want to make sure of, and I would like to get it in [00:05:13] writing, and Ms. Manns can put it in her weekly report, is that this warranty [00:05:22] is five years of labor and 20 years on the material. [00:05:27] And I really want to make sure that it's transferable because there will be a time [00:05:33] well after I leave council that we might actually sell something in this city. [00:05:38] We might sell a piece of property. [00:05:40] We might sell a building. [00:05:42] We might even get something back on the tax roll after 11 or 12 years. [00:05:47] But I also want to make sure that when we do sell it, that we can take the unused [00:05:52] portion of that warranty and have it as an asset to us instead of somebody telling us, [00:05:58] I don't like the roof, I'm not giving you any value to that. [00:06:02] So you just spent $40,000 and you don't get any return on that investment. [00:06:07] So all the other things are in place. [00:06:10] I'd like to get it obviously done, because obviously we have something else [00:06:13] we're going to deal with here in a minute. [00:06:16] But in my analysis, the information that we have, the R values, the return, [00:06:21] the white reflectivity, the performance, just like the roof here on the city hall [00:06:27] and the library, it would be nice to have that watertight. [00:06:35] Do you have a second? [00:06:37] I don't have anything. [00:06:38] The only thing I have additional is I'm by no means a roof expert, [00:06:41] so I appreciate Mr. Phillips' comments. [00:06:43] But can we be sure we replace those tiles and make sure we don't have an issue once [00:06:48] the roof is replaced with mold or mildew inside the building that could possibly [00:06:51] make people sick? [00:06:52] I didn't realize the leaks were so bad by these photos I'm seeing of the tiles. [00:06:56] And it's great to put a new roof on and everything, [00:06:58] but if you have existing water damage in there that could lead to mold, [00:07:01] I would recommend getting that dried up and cleaned out. [00:07:06] Councilwoman? [00:07:07] Nope, I appreciate your input, Bill, and your information as well, Mr. River.

[00:07:14] I will likewise defer to the deputy mayor's professional expertise. [00:07:20] Councilman Davis. [00:07:24] There's no further discussion. [00:07:26] All those in favor, please signify by saying aye. [00:07:28] Aye. [00:07:29] Opposed, like sign. [00:07:31] Motion passes. [00:07:32] Next item is New Port Richey business lease. [00:07:36] Mr. Mayor, members of the council, the request before you this evening, [00:07:40] submitted by Mr. Iazzoni, is to approve a lease base to Tampa Bay Multimedia [00:07:50] for the former post office building. [00:07:55] The lease is structured as a one-year renewable lease. [00:07:59] The payment is $3,000 per month. [00:08:03] Utilities are split 75% to 25%, a smaller percentage, [00:08:10] is appropriate to the city and the conference room and the classroom [00:08:13] are to be shared. [00:08:15] Mr. Iazzoni and I are both prepared to respond to any questions [00:08:18] that you may have of us related to this matter. [00:08:21] Open it up for public comment. [00:08:23] Seeing no one come forward, bring it back to council, back to the hearing. [00:08:28] Move for approval. [00:08:30] Go ahead. [00:08:31] Yeah, I read through this. [00:08:37] The only thing that on page 22 under section 5, where it says utilities, [00:08:48] I think that you ought to be a little more specific about how [00:08:53] the invoicing is going to take effect. [00:08:56] Invoice monthly with billing attached, 10 days to pay, [00:09:03] default after 30 days. [00:09:06] I just think you need to be clear because there's [00:09:11] no mechanism in the lease to really tell them [00:09:14] how you're going to collect your 75%. [00:09:19] Of course, there's an arbitration or dispute clause in the back, [00:09:22] which is fine. [00:09:24] And the other thing is, I know by putting a lease in, [00:09:30] it gives us a way to project a value on this building. [00:09:36] I would like for them to consider in 2017 possibly a lease with purchase [00:09:45] to buy, or I would like to be able to send them a letter telling them [00:09:50] that the city is strongly considering marketing this building after January [00:09:57] 1 or after some date because this is a very attractive lease rate, [00:10:03] very attractive elements when it comes to the utilities and other functions [00:10:10] there. [00:10:12] So I just want to make sure that we keep in mind that this [00:10:17] is an asset that we'd love to sell. [00:10:21] They've actually expressed an interest in purchasing the building. [00:10:25] This is one of those necessary step forward. [00:10:28] I think they're still evolving their business model. [00:10:30] And quite frankly, I'd like to look at them another year [00:10:33] to make sure that they're a solid entity. [00:10:36] And one correction is not Tampa Bay Multimedia. [00:10:39] My network one actually is the holding company, umbrella company, [00:10:43] that the lease will be with. [00:10:44] It's with, I guess, Rod. [00:10:48] And I really like the collection of individuals from day one [00:10:54] when they asked to come to incubator, identified [00:10:56] as the next generation of cable TV. [00:11:00] And it fulfills the purpose and function of the incubator. [00:11:03] But thank you very much. [00:11:04] And they've been a great community partner. [00:11:06] I mean, they're out there. [00:11:07] They're marketing. [00:11:08] You see a lot of things around. [00:11:10] I appreciate that. [00:11:11] It's just, at the end of the day, I would [00:11:15] like to see this property back on the tax rolls at some point. [00:11:19] I'm not sure which of you was the second on that. [00:11:21] Oh, I'm just really delighted to see the property being [00:11:29] used the way it is. [00:11:30] I think that the combination of the Tampa Bay Multimedia [00:11:33] folks and the Main Street program in that building [00:11:36] is just a match made in heaven. [00:11:40] Having spent a little time there this past week [00:11:42] is incredibly exciting to see the length and breadth of folks [00:11:47] that come into that multimedia to participate [00:11:50] in conferences in the classroom and then [00:11:53] interviews in the back facility. [00:11:56] It really is exciting. [00:11:58] And there is a steady stream of business professionals [00:12:01] that come into that building. [00:12:03] And then just that perfect venue, [00:12:06] the just exquisite setting that it's [00:12:10] in with our Orange Lake in the park. [00:12:12] So it's really very exciting. [00:12:14] It's exciting that Ms. Boretti was here this evening [00:12:20] to see, again, a very vibrant program working beautifully [00:12:26] with John Gaston and his group. [00:12:29] The other businesses that are in there, [00:12:31] it's just such an incredible synergy and just an excitement. [00:12:35] It's really, really, really exciting [00:12:39] to see what's happening in the city as a result of our having [00:12:43] the folks that are in there now. [00:12:44] Thank you. [00:12:45] Mr. Starkey. [00:12:46] I agree wholeheartedly. [00:12:47] And I think, Mr. Arizona, you hit the nail on the head [00:12:49] when you put of significant importance [00:12:52] that the firm has engaged many of the city's young adults. [00:12:54] They teach and involve them hands-on in programming, [00:12:57] technology, engineering, creative content, [00:12:59] and graphic design. [00:13:01] I know you were very, very excited to have Tampa Bay Multimedia move [00:13:04] into the facility. [00:13:05] And they just expanded so fast. [00:13:07] I'm just so, so pleased that we're able to honor their request [00:13:12] to expand inside that building. [00:13:14] And I agree with Mr. Phillips. [00:13:15] We want to get rid of these buildings eventually back on the tax rolls. [00:13:18] And I think this might be a great opportunity for them [00:13:20] to see if it's going to be a good fit long term [00:13:23] and then possibly purchase the building. [00:13:25] And I agree with Mr. Bell-Thomas. [00:13:27] I think it's a great fit having Greater Newport [00:13:29] to Main Street in the same facility. [00:13:31] I just think Tampa Bay Multimedia is doing great things for downtown. [00:13:34] Even I was at the carnival during Chasco, [00:13:37] and they had those monitors in the window. [00:13:39] And it just added a cool little aspect to walking through the carnival. [00:13:42] So I'm very excited about it. [00:13:44] I'm glad we can work with them on this. [00:13:48] Mr. Davis. [00:13:50] I want to drop the incubator name. [00:13:54] I'd love it to be called the Media Center. [00:13:59] I'm sure that they might want to put Tampa Bay Multimedia out there. [00:14:02] But I think at some time we need to, with our sign ordinances [00:14:06] and new designing of the sign ordinance, [00:14:09] we might look at what we're going to do and what we're going to call the building. [00:14:12] But incubator, I think it's time to move on from that. [00:14:16] I'm real happy with them. [00:14:17] I think they're a secret in the community that needs to be brought out. [00:14:24] So whether it becomes a media center or whatever we want to call it, [00:14:27] but I think that needs to move on. [00:14:29] I'm not as eager to sell this property right now because of the Orange Lake [00:14:33] property, also because of the Hacienda and possibly the county moving out, [00:14:40] that that might be a very, in the way the park's going, [00:14:42] that might be a very, very lucrative piece of property in three years [00:14:47] down the road instead of a year down the road. [00:14:51] Thank you. [00:14:51] I'm also excited to see this where it's at. [00:14:54] At some point, be it one or three years, the tax rolls is certainly. [00:15:00] something we can look forward to. [00:15:02] There's no further discussion. All those in favor, please signify by saying aye. Aye. [00:15:06] Opposed, like sign.
