[00:00:47] The first and only item on the agenda tonight is Resolution 2019-11. [00:00:54] Resolution number 2019-11, a resolution of the City Council of the City of New Port Richey, Florida, establishing the tentative millage rate for inclusion on the Pasco County Trim Notice. [00:01:07] Mr. Mayor, members of the City Council, in addition to establishing our millage rate for the next fiscal year, the purpose of this agenda item is to establish dates at which the public hearings will occur in relationship to the budget. [00:01:26] And in that regard, Mrs. Feast has prepared a PowerPoint. [00:01:31] Good evening. [00:01:34] Tonight we're proposing that we establish the tentative millage rate to be set at 8.75 mills, which is a decrease from last year's millage of 8.9. [00:01:49] In doing so, this would allow City Council to continue lowering the millage rate, as has been the plan over the last few years, to continue lowering that millage rate down from the maximum of 9.579 in 2013. [00:02:13] Tonight I would like to present to you an overview or a summary of our general fund revenues, which will include that 8.75 millage are the property taxes that were calculated using the 8.75 millage rate. [00:02:33] So I'll begin with that. [00:02:36] If you look up at the PowerPoint, the first revenue category before you is just that property taxes. [00:02:46] We're estimating a total of $5,150,870 of property taxes. [00:02:54] We got to that number using the 8.75 mills and the final taxable values provided to us by the property appraiser. [00:03:04] This number is about $236,000 higher than last year's property tax revenue. [00:03:13] So even in lowering the millage, we do still estimate a higher property tax value, and that's directly related to the 8.04% increase in our taxable values compared to last year. [00:03:34] This slide provides a chart of our millage rates over the last 10 years, starting in 2010. [00:03:44] You'll see that in 2013, we did reach our max, or not max, but the highest millage for the city was at 9.5799, and since then, we've worked on lowering that millage, including the millage we're proposing tonight, 8.75. [00:04:03] State revenues is being estimated at $1,948,650. [00:04:17] You'll see that's slightly higher than last year's estimate. [00:04:21] Normally, we do expect a higher increase compared to prior years, but overall, municipalities have received lower estimates of state revenue across the board, the city of New Port Richey included. [00:04:39] So the difference from prior year is only $28,000 higher. [00:04:45] This revenue includes our communications sales tax, state revenue sharing, mobile home licenses, alcoholic beverage licenses, half-cent sales tax, and rebate on municipal vehicles. [00:04:59] Again, all of these are received by the state. [00:05:07] The next revenue category is licenses and permits. [00:05:12] We're estimating a total of $1,849,000 compared to $1.7 million in the prior year. [00:05:23] This revenue stream includes residential rentals, building permits, electric franchise fees, garbage hauling franchise fees, and development review fees. [00:05:35] Again, it's about a $141,000 increase compared to last year. [00:05:42] Next is charges for services. [00:05:44] We're estimating to receive $940,200 next year compared to $889,000 in the prior year, a $51,000 increase. [00:05:58] This category of revenue includes zoning fees, magistrate, off-duty services, street lighting, library fees, and recreation and aquatic fees. [00:06:12] The last category is fines and forfeitures. [00:06:16] We're estimating to receive $2.8 million compared to $2.65 in the previous year, an increase of about $149,000. [00:06:28] This revenue category includes court fines, red light camera, code enforcement, and the impound lot. [00:06:37] So, in summary, estimated general fund revenue for fiscal year 19-20 totals $22,041,400. [00:06:47] Included here are the categories that I just went over, but also miscellaneous revenues we're estimating at $137,980 and transfers and contributions of $5.9 million, which gets us to that total. [00:07:05] This total is what will fund the departmental budgets that you've reviewed and have been presented over the last few weeks, and that's what's summarized here. [00:07:20] Starting with city council and ending with public works, and then we also have to add on the transfers that the general fund will give to the CRA and to the street improvement fund of $2 million, [00:07:37] and then reserves of $235,000 gets us to our total of $22,041,400. [00:07:49] And this total does match the estimated general fund revenues, which also means that we've balanced the general fund budget that's being presented, [00:07:59] but it also means that we do not plan on using any prior year fund balance or reserves to balance the budget. [00:08:11] And so included in that, as I mentioned before, is the estimated 8.75 mills that we're proposing tonight. [00:08:19] And so if you consider that millage and approve the resolution, that's what we will include in our final budget presented to you. [00:08:29] Thank you. [00:08:31] Do we need to read this proposed resolution? [00:08:34] No, the title is fine. [00:08:36] Title's fine. [00:08:37] Okay. [00:08:38] In that case, I'll open it up for public comment. [00:08:42] Seeing no one come forward to protest that we're cutting the millage rate, I will bring it back to council. [00:08:47] I move approval of resolution 2019-11 with the proposed tentative millage rate of 8.75 mills as presented. [00:08:57] Second. [00:08:58] Do we have a motion and a second to the maker? [00:09:00] No, again, this is a tentative millage rate. [00:09:03] It represents the highest that the millage can go. [00:09:07] So the efforts by the city staff to recognize our desire to, whether slowly or however speed we are, try to drive our millage rate down are appreciated. [00:09:21] Second. [00:09:22] Just that we need to keep trying to get that millage rate down even further. [00:09:27] But it's a good step towards that. [00:09:30] Deputy Mayor? [00:09:31] Again, this is what we've been talking about for the last few years. [00:09:34] You know, the decisions that we've been making up here in council, the hard work of our department heads, the positive changes we're seeing in our city are helping us bring those property values up. [00:09:43] So we're going to continue to work hard up here to increase those property values so we can continue to increase this millage rate. [00:09:48] But it doesn't happen overnight. [00:09:50] Very good. [00:09:51] I'm tickled to death you guys got this to balance out and got your revenue numbers. [00:09:57] Yes, ma'am. [00:09:58] Yes, ma'am. [00:09:59] Sir, Mayor, I wanted to note before we close this agenda item that the public hearings on the budget have been set for September 5th and September 24th. [00:10:09] Both meetings are due to commence at 6 o'clock p.m. [00:10:14] Any further discussion? [00:10:16] Hearing none, all those in favor, please signify by saying aye. [00:10:19] Aye. [00:10:20] Opposed, like sign.
