[00:46:24] He also came in with some different options as far as the original contract called out for [00:46:31] sub-base work for the parking lots, because we have two different grades at their existing elevations right now. [00:46:38] So we've got to make that one grade for both parking lots. [00:46:43] We had called for full depth reclamation, which meant we were going to utilize the materials that we had there on site. [00:46:50] But, of course, that takes additional time. [00:46:53] Contractor came back and said, hey, we can haul that stuff away. [00:46:58] It's going to cost you more money, but we'll come in with crushed concrete to be able to do the sub-base. [00:47:05] And we'll shave some additional time off as well, but that will also inflate the cost. [00:47:12] We ended up reaching out to FDOT. [00:47:17] District 7 was in favor after we talked with them about everything that we had done with the contractor. [00:47:23] We attached in your packet where you have what they call an incentive bonus that they do with a lot of their projects. [00:47:39] And then we reached out to the engineer of record and talked with him and [00:47:42] had him review everything with the project. [00:47:58] It's a 12.5 increase from your original bid. [00:48:03] So the original bid was $721,942.50. So my real request is that we have a meeting for a [01:06:39] budget amendment, because we have, or should be in receipt [01:06:44] soon, of the American relief funds, some of [01:06:48] which can be used to help to backfill shortcomings that [01:06:54] you've had because you've had to cut back. So [01:06:57] we've had a city that's cut back its spending, [01:07:01] and we're sending out details of what we spent [01:07:04] in order to help us inform us on what our budget might be next year. [01:07:08] So I would like to see the year-to-date that we have, [01:07:13] considering the austerity, which was smart [01:07:16] to not do certain things and to spend carefully, [01:07:20] so that the city council could also act in amending this year's budget [01:07:24] for any changes that we might be able to make. For [01:07:28] example, we've been told Public Works has been low on maintenance staff [01:07:32] for some time, and so I don't want to just be up here complaining, [01:07:36] I want to be up here saying, okay, you need more resources, [01:07:39] then let's get more resources. You know, you've suggested to us that [01:07:44] payroll changes could be applied, you know, soon, [01:07:51] and I know there's even been a little bit of follow-up on minimum wage and [01:07:54] whether there, if there's any adjustments need to be [01:07:57] made to that, but you know, we've got so much work ahead of us, [01:08:01] and there's so many projects that are on the table. [01:08:04] I would like to consider amending this current year's budget [01:08:08] with the knowledge that we've been given funds to help us to further along the [01:08:12] economic recovery, so if we wait till October 1st to [01:08:17] implement anything from the American Relief Fund [01:08:21] Act, I think that I would like to see on [01:08:24] the council, I don't know about my colleagues, but I'd like to see a [01:08:27] discussion about that, and I'm sure that's on your your plans, [01:08:31] but I think it would help to inform the departments [01:08:35] when we could have a discussion about some priorities in the current year, [01:08:40] and I know this is a very legal process that you've outlined and important, and [01:08:45] thank you for it, but we do have budget amendment [01:08:48] opportunity in the current year, and we got a lot of money coming in we [01:08:52] weren't expecting, we didn't plan for, and we don't want to spend it on our [01:08:56] operational costs, but there may be some elements of the budget that got held [01:09:01] back that we could talk about, so I'd like to [01:09:04] be involved in the conversation.
