[00:04:18] One of the benchmarks or one of the indicators that I look at for the overall performance of the department [00:04:24] is total number of arrests, and then there's some more data that we'll be talking about in a minute. [00:04:30] But I want to first point out between 2016 and 2017, we had a 45.2% increase in number of arrests. [00:04:40] Those are pretty big numbers. [00:04:42] We were 887 for 2016, and for 2017, 1,288. [00:04:49] Now, going to my next slide, this is where I'm comparing where we are this year versus the same time last year. [00:05:00] So the numbers, like for total number of arrests for last year, it would be down a month's worth, [00:05:05] and we still have a month to go. [00:05:08] If you'll look at the total number of arrests for this year, we're already over several hundred [00:05:15] over where we were last year at this point in time. [00:05:18] So I expect that we may be almost double of what we did in 2016. [00:05:24] So I think that's tremendous on the part of the officers. [00:05:28] We responded to, for our calls for service, citizens calling the police department and asking for our service. [00:05:36] We had 11,345 from January 1st to November 30th. [00:05:42] Officer initiated, this is where the officers see something that they want to take action on, [00:05:48] or it includes area checks and other self-initiated activity. [00:05:54] We had 19,246 of those incidents. [00:05:59] That's 30,591 incidents that we are total, if you will, calls for service. [00:06:10] Obviously, officer initiated is not a call for service, but it's a service that we were doing. [00:06:16] The total number of incidents that required investigation were 5,119. [00:06:26] And through the course of doing business, we issued 3,398 traffic citation [00:06:33] and investigated 580 traffic crashes. [00:06:39] When this activity is going on, I have 30 officers total assigned to patrol. [00:06:46] Each squad, there's four squads. [00:06:48] Each squad has a sergeant, a corporal, and we try to keep it around five officers. [00:06:55] And then there's a canine officer on two shifts. [00:06:58] We have two canine officers. [00:07:00] And our reserve officers, our auxiliary officers, [00:07:03] we have two of those that come in and occasionally, several times a month, come in and put their time in. [00:07:09] So I think the numbers speak for themselves for our overall performance. [00:07:19] What we constantly hear about are drug arrests and DUI arrests. [00:07:24] What are we doing about those things? [00:07:27] In 2017, we had a drug arrest, 421. [00:07:32] This year to date, 489. [00:07:35] And I misspoke. [00:07:36] It was actually January through November, same time frame. [00:07:40] We're already ahead of the number of drug arrests we made for last year. [00:07:44] DUI arrests went from 47 to 94, which is also a pretty significant increase. [00:07:53] These increases have been going on steadily over the last five years. [00:07:58] I've watched our crime rate continue to go down. [00:08:02] And I just don't have enough time to get tangled in the weeds on the detail of that [00:08:08] because it would drag this on for a bit, and it takes a pretty good discussion of that to explain it. [00:08:17] And then the last thing I wanted to bring up was those areas are parks, which are constantly important. [00:08:26] They get discussed in here all the time, what kind of activity we've done around City Hall, the library, the rec center. [00:08:33] And so I posted, we've done a count of, and I'm just going to point out one or two of those, [00:08:40] and that is, to give you an example, Sims Park, where we did area premise checks, almost 500 of those. [00:08:49] That's where the officer driving by actually takes the time to put himself out and get out, walk through the park, check it out. [00:08:57] I can tell you that happens a lot more than those numbers show, but even those numbers are pretty strong numbers. [00:09:05] The citizen calls for service in the park, I think that's 360, so that's over 900 times we've been in the park doing our job in the park. [00:09:19] In the other parks, you can see that we also did a lot of premise checks on those, [00:09:24] and we're constantly patrolling the park areas and taking action. [00:09:28] Trespass warnings, we issue those. Oftentimes we'll threaten to trespass if someone doesn't straighten up their act, [00:09:36] but the actual official trespass warnings we've issued are posted there, [00:09:41] and the trespassing arrests show, as well as all arrests for each one of the parks. [00:09:48] I would like to point out that in the course of the 11 months, and I have to do that for Elaine's benefit, [00:09:56] we had one call that resulted in a trespass warning [00:10:01] and one call that resulted in an arrest at the rec center for the entire 11 months of this year. [00:10:08] So considering all the people that go to the rec center, I think that says a lot for that environment there. [00:10:18] So unless you have questions, that will conclude my presentation. [00:10:52] So what you're doing, even when you don't know about it, is protecting our citizens. [00:10:58] One thing I didn't mention, but I will now because it just popped into my mind, [00:11:05] is that we've also done a number of special details. [00:11:08] Most recently, we shut down two massage parlors, [00:11:12] and then we've also done several prostitution stings through the course of this year, [00:11:17] resulting in arrests in that area, which I know is important to counsel as well.
