[00:01:53] The next proclamation I have, I would ask Denise Johnson to meet me at the podium. [00:02:19] This is a proclamation of the city of New Port Richey, whereas in June 1969, patrons and supporters [00:02:25] of the Stonewall Inn in New York City staged an uprising to resist the police harassment [00:02:30] and persecution to which lesbian, gay, bisexual, transgender, and questioning Americans were [00:02:35] commonly subjected. [00:02:37] This uprising marked the beginning of a movement to outlaw discrimination laws and practices [00:02:42] against LGBTQ Americans, and whereas the fight for dignity and equality for LGBTQ people [00:02:50] is reflected in the tireless dedication of advocates and allies who strive to forge a [00:02:55] more inclusive society, and whereas all people, regardless of age, gender identity, race, [00:03:03] color, religion, marital status, national origin, sexual orientation, or physical challenges, [00:03:12] have the right to be treated on the basis of their intrinsic value as human beings, [00:03:17] and whereas the LGBTQ community plays an active part in the cultural, civic, and economic [00:03:22] successes of the city of New Port Richey, and whereas the city of New Port Richey recognizes [00:03:28] its diverse LGBTQ community and encourages support of the visibility, dignity, and equality [00:03:34] of all people in our community, now therefore I, Rob Marlow, Mayor of the City of New Port Richey, [00:03:40] do hereby proclaim the week of October 1st to 7th, 2018, as New Port Richey Pride Week [00:03:45] in the City of New Port Richey, and encourage all residents to join together in support [00:03:50] of equality for all members of our community. [00:03:53] Denise? [00:03:54] Thank you so much, Mr. Mayor. [00:03:56] Thank you. [00:03:57] If you would like to say a few words? [00:03:58] Do I still need to sign in? [00:04:07] Thank you, Mayor Marlow and City Council members. [00:04:11] I humbly accept this on behalf of Pasco Pride and the entire LGBT community in New Port Richey. [00:04:17] Your proclamation shows all the residents of our city the progress that has been made [00:04:23] in recognizing the diversity of our citizens and the positive impact that it's achieved [00:04:28] when we all accept each other, without regard to anything other than being residents of [00:04:34] our great city. [00:04:36] Thank you again for your efforts to secure an LGBTQ plus anti-discrimination ordinance [00:04:41] for our community, ensuring all persons are treated equally and without any discrimination. [00:04:49] That all, in fact, means all. [00:04:52] I'm looking forward to seeing all of you this Saturday at Sims Park at 10 o'clock for the [00:04:57] opening ceremonies of our inaugural Pasco Pride Festival. [00:05:02] Thank you all very much. [00:05:04] Thank you. [00:05:05] I'll squibble, squibble quickly. [00:05:23] Thank you.

[00:05:30] Thank you. [00:05:31] Next, we have a presentation by the Tampa Bay Regional Planning Council regarding the [00:05:35] Tampa Bay Regional Resiliency Coalitions. [00:05:39] Mayor, I was expecting to have a representative present this evening, but I don't see anyone. [00:05:48] Mr. Ullman. [00:05:50] I think the purpose of him being here was to discuss this memorandum of understanding, [00:05:56] I guess, that he was hoping to get on the first meeting in October, I guess. [00:06:03] So perhaps we can get some verbal, written explanation of it, but I think basically just [00:06:11] all the cities and counties are trying to promote the regional resiliency through this. [00:06:18] I think it's fairly innocuous, doesn't ask the city to spend any money other than to [00:06:25] show support. [00:06:26] So maybe we can get that on the agenda for the next meeting. [00:06:29] Yes, and I'll have a report to you as to why we don't have a representative in attendance. [00:06:34] Very good. [00:06:35] Yes, I saw a report just this last week that California is now looking at the potential [00:06:43] of a 10-foot increase in the ocean height along the California beaches. [00:06:52] Robert, correct me if I'm wrong, but our downtown is only about 12 feet above high tide right [00:06:57] now. [00:06:58] Correct. [00:06:59] So, a 10-foot storm surge, imagine what happens at the boat ramp happening throughout the [00:07:04] downtown. [00:07:08] That's what we would be facing if we saw something similar. [00:07:10] So this is serious, and it has fallen to the cities, the counties, and the states to [00:07:18] take action to try to protect our residents and our communities from rising seawater. [00:07:28] So yes, if we could get that, that would be great.

[00:26:48] Mr. Mayor, the event is scheduled to be held in Sims Park on November 17, 2018. [00:26:56] The event organizer is requesting permission to sell beer and wine from 12 o'clock p.m. [00:27:03] to 4 o'clock p.m. on that date, and based on review by the staff, it's our recommendation [00:27:11] that you consider this request favorably. [00:27:35] I just wanted to say thank you all for taking the time to consider this. [00:27:51] We have a lot of different vendors that are at this event, and we are working with staff [00:27:56] to make sure that it's an aesthetically pleasing event, and they're not all crammed together [00:28:00] so they'll be nicely spaced out. [00:28:02] We are a very clean event because we're promoting upcycling and recycling, and we actually have [00:28:09] the movies in the park take place just a couple hours after our event, so you don't even notice [00:28:14] us in the park, but we just wanted to say thank you so much for having the opportunity. [00:28:20] We love partnering with you guys on this event. [00:28:22] This year, we actually received a national award for Keep America Beautiful for this [00:28:26] event, and we're just very fortunate to have it downtown in Newport-Chicago. [00:29:15] Sir, Mr. Mayor, the purpose of this agenda item is twofold. [00:29:20] First, it is to request a deductive change order in the amount of $8,638.06. [00:29:29] Additionally, to approve a final pay request in the amount of $70,186.79. [00:29:39] The original project to establish the restroom at Francis Avenue Park was contracted to SC [00:29:48] Signature Construction Company in the amount of $139,911. [00:29:56] In addition to demolition of the existing restroom. [00:30:00] and construction of a new building, an existing sidewalk leading from the [00:30:04] restroom to park shelters, and the parking lot was removed and replaced. [00:30:10] And landscaping, sod, and hardscape elements were included in the project. [00:31:00] Chiller Replacement Project. [00:31:02] Mr. [00:31:02] Rivera, could you present this agenda item, please? [00:31:05] Thank you. [00:31:06] This item for your review and consideration for approval is the [00:31:09] attached do not exceed proposal in the amount of $354,603 from [00:31:16] Air Mechanical Service Corporation. [00:31:19] This is for the purchase of two 110 ton HVAC chillers and their [00:31:28] removal and disposal of the existing 170 ton chiller. [00:31:34] It also calls for the upgrades to the existing digital control [00:31:38] system and the replacement of some of those controllers. [00:31:41] AMSCO is currently under contract with the city. [00:31:45] They perform maintenance and replacement of HVAC systems [00:31:49] under contract ITV-17012. [00:31:53] This proposal follows those guidelines. [00:31:56] If you recall during the recreation and aquatic expansion project, staff [00:32:02] had contracted with Volt Engineering to take and analyze the existing [00:32:08] rec centers HVAC system and identify any deficiencies that might be [00:32:12] associated in its existing conditions, as well as with the expansion. [00:32:18] There was a list of several items that were prioritized. [00:32:21] The HVAC replacement of the 170 ton chiller was priority number one. [00:32:27] The recommendation to replace it with two 110 chillers was basically [00:32:32] for a redundancy availability to where the structure would be able to [00:32:37] operate under minimal system operations using the other one [00:32:42] while the one was being repaired. [00:32:45] Priority two was also the DDC control system to where we'll be able to [00:32:54] interface and operate, do the trends, do everything that we need to do [00:33:00] when it comes to controlling that system remotely with our own staff. [00:33:05] With that being said, the funding is identified in the current capital [00:33:09] improvement program as penny for PASCO tax dollars, and we would recommend [00:33:14] that you approve this proposal. [00:33:16] Thank you. [00:33:17] Open it up for public comment. [00:33:21] Seeing no one come forward, bring it back to council. [00:33:23] I'll approve, I'll motion to approve for discussion. [00:33:27] Second. [00:33:27] We have a motion and a second to the maker. [00:33:29] Yeah, just a couple of things. [00:33:31] I jumped out looking at it after just the recent repair that here's another [00:33:37] big element, a big cost element of the construction project, so the fact that [00:33:42] we're using it from penny for PASCO would reflect that the purpose of [00:33:47] penny for PASCO was to enhance and improve and do things that we [00:33:52] wouldn't ordinarily be able to do. [00:33:56] To me, this is a part of the construction cost of the remodeling [00:34:00] of the rec center, and I only mention it because I know that there was a [00:34:04] discussion once I heard a city manager talking to the local group about the [00:34:11] cultural and arts, which is a half a percent or what some amount of money [00:34:16] that's put aside into the cultural program. [00:34:19] So I know the response was that you pick apart different elements to determine [00:34:25] what's construction and what's not, but to me, if we use penny for PASCO money [00:34:29] for the construction of facilities or some application that's part of it, [00:34:35] I don't see how this is not part of the recreation center remodeling project. [00:34:40] I'm approving it. [00:34:41] I'll vote for it. [00:34:41] I'm all for it, but I think that that cost should become part of our long-term [00:34:48] cost of the, if you built a new building, those components would all be part [00:34:52] of the structure, I think. [00:34:55] I'm not sure, but I think we could look at that because we have this [00:34:58] exciting art community that's building up and we have limited resources [00:35:04] apparently in that fund, and I think it probably didn't get applied as it [00:35:12] should have been over these years for all the construction that's occurred [00:35:15] privately and publicly, but I'm just curious to see how we identify these [00:35:21] elements when we put them in place, if they're considered part of our improvements. [00:35:26] I believe Mr. [00:35:27] Altman is suggesting that we ought to be making a allocation to the public art fund. [00:35:34] In response to that issue, this project did call for a [00:35:41] contribution to the public art fund. [00:35:44] Good. [00:35:44] I think maybe you could call, just help me a little bit more. [00:35:49] The items that wouldn't be identified for that would have been like the actual [00:35:53] weights in the weight room or the tables and furniture to some degree when [00:35:57] you do something like that. [00:35:59] That's right, the FF&E portion of the project. [00:36:02] That would not count. [00:36:04] That's right, but construction does. [00:36:06] Thank you. [00:36:08] That was a long speech for a few pennies, but every penny counts. [00:36:12] To the second. [00:36:14] I'm good, thank you. [00:36:15] Councilman Davis. [00:36:16] I just like the idea that we have two units there versus one unit. [00:36:19] I remodeled a building downtown and put two units in, and that allowed me to be [00:36:24] open when one of the units went down, so I think that's a really important factor. [00:36:30] Having our church, having just gone through a major HVAC replacement this [00:36:35] summer, I can vouch for how breathtakingly expensive this stuff is. [00:36:43] There's no further discussion. [00:36:44] All those in favor, please signify by saying aye. [00:36:47] Aye. [00:36:47] Opposed, like sign. [00:36:49] Motion passes. [00:36:50] Next is the three minute report from technology solutions.

[00:36:55] Thank you. [00:36:55] Good evening, mayor and council. [00:36:59] Since my last activity update, technology solutions has been involved in several [00:37:02] projects. [00:37:04] We worked with our fire department to complete upgrades to their primary RMS [00:37:08] system. [00:37:09] We also completed a data migration from them from one data center to their [00:37:13] current location. [00:37:15] We expanded our wireless network into the stations so that when the trucks are in [00:37:19] the bays, they stay with conductivity and they don't drop off because the wireless [00:37:23] signal outside of the bays from Verizon is spotty. [00:37:28] We launched the new city website, which as you scroll down has three major [00:37:33] components to it. [00:37:34] A communities page with calendars and events on other items such as the [00:37:39] newsletter, photo gallery. [00:37:40] A government page where citizens can watch city council meetings online, access [00:37:45] the charter ordinances, contact departments, contact council and the city [00:37:51] manager's office. [00:37:53] And then finally, the bottom part of the page for city resources, which has [00:37:57] information, application and online resources for citizens or people doing [00:38:02] business with the city. [00:38:04] At the same time, we launched a mobile application with similar functionality. [00:38:08] You can directly dial any of the departments, you can get to a calendar of [00:38:12] events to see upcoming events, and you can find facilities and get directions to [00:38:18] any park or facility within the city. [00:38:21] We also have the ability for those people who sign up to push notifications to [00:38:24] them, such as concerts upcoming in the park or movie night. [00:38:30] We work with Tyler Technologies to kick off the completion of our work order [00:38:34] kickoff. [00:38:34] We updated our 3.1 environment and we added two additional test databases [00:38:39] because we're getting to the point when the project where we've got a lot of [00:38:42] data coming back, staff has to go through review, they have to complete [00:38:46] testing for us to advance that project. [00:38:48] And we loaded a new forms kit, which is software used to produce our checks, [00:38:53] invoices and permits. [00:38:55] We continue to work with Tyler on employee self-service, code enforcement, [00:39:00] work orders and utilities, and continue to work with the city to make sure that [00:39:04] we're getting to those facilities and continue to advance those projects. [00:39:08] We're also working to advance our email migration to the cloud. [00:39:12] So we have our Azure environment built with Microsoft. [00:39:16] We currently are working on building a domain controller and new email servers [00:39:19] within the cloud space. [00:39:20] So eventually we'll start migrating mailboxes. [00:39:24] And then finally, as we move into the new fiscal year, we're anxious to get going [00:39:28] on some hardware replacements, specifically in the police department, in [00:39:32] the fire area. And we'll bring those proposals to you within the near future. [00:39:37] And as we go through those upgrade processes, any of those servers that we can [00:39:40] be repurposed for lower functions will be repurposed so that we can maximize their [00:39:45] value. And that concludes my report. [00:39:48] Thank you. Any questions for Brian? [00:39:50] I will comment that I like the new website. [00:39:54] It was long overdue, but, you know, but it wasn't just you. [00:39:59] You have departments that are had to give you information and stuff. [00:40:01] So I'm aware of that, but I do like it. [00:40:04] And I've heard compliments and I'm very happy with the new mobile device. [00:40:09] I think that's kind of the future of of websites, you know, is to be a mobile. [00:40:15] Thank you. Anyone else? [00:40:19] Yeah, I just one question. [00:40:22] I was looking at one point for a simple map of the city with the boundaries, maybe [00:40:27] even a land use only map or some kind of a map. [00:40:31] And all I could find was that I could come into City Hall and get into talk to [00:40:36] somebody about the GIS mapping. [00:40:38] So couldn't we just put a nice map up there with the city boundaries? [00:40:41] So we're currently working on that as part of the GIS server consolidation. [00:40:44] We're taking the data, the old data from the different departments, consolidating [00:40:49] that. And to answer your question, we do have a map that's very outdated that's up [00:40:54] there, but we absolutely need to do a refresh of our maps. [00:40:57] And I don't even know if I could find it. [00:41:00] I'm not sure where it was. [00:41:01] I was trying to look in the planning department for the map and that. [00:41:05] But anyhow, tough to find a map just like a little city map. [00:41:10] Yes, borders. Well, I would hope that this is a continue working document. [00:41:16] Absolutely. You know, for lack of a better term. [00:41:18] Right. Well, that's just the one item that I noticed I couldn't find. [00:41:23] Very good. And we're now to communications. [00:41:26] Councilman Altman, you want to take it off? [00:41:30] Well, river cleanup, I think I don't know how many people showed up to the river [00:41:36] cleanup, but I can tell you that it was a lot cleaner than I've ever seen it. [00:41:40] And I think that people in the boats must be doing a good job of patrolling the [00:41:44] river. I see nods over there on the staff side. [00:41:48] I had to go dig deep into the mangroves to try to get the plastic bottles and the [00:41:53] little plastic that floats in there. [00:41:56] But it continues to be a good and important event. [00:42:00] I appreciate the city putting it on and continuing the trend of that.
