[00:01:20] Motion passes. [00:01:21] Next, it's my privilege to offer a proclamation to the Gulf Middle School National Junior [00:01:28] Honor Society. [00:01:29] And Mr. Jorns, if you and your young associates will join me at the podium. [00:01:42] Those with the cameras, come on down. [00:01:44] Come on down. [00:01:45] Yeah, please. [00:01:46] Just come over here on the side, because you're going to see you can get your family members. [00:01:55] While we're waiting for them to get down with cameras, I'll tell all of you, you probably [00:01:58] trying to get in and out of Gulf Middle School in three years, it took me six. [00:02:06] This is a proclamation of the city of New Port Richey. [00:02:09] Whereas membership in the Gulf Middle School National Honor Society is open to those students [00:02:13] who meet the required standards in five areas of evaluation, scholarship, service, leadership, [00:02:20] character, and citizenship. [00:02:22] And whereas as their first service project, the NJHS chose to assist the West Pasco Chamber [00:02:28] of Commerce with the 2017 Holiday Street Parade by organizing trash cleanup after the event. [00:02:35] And whereas 11 members of the NJHS braced bitterly cold temperatures on the night of [00:02:41] the parade to pick up trash along the roadways once the event was over. [00:02:45] And whereas through their hard work, the NJHS, with the assistance of their families [00:02:50] and staff from Gulf Middle School, collected almost four tons of garbage. [00:02:57] And whereas the city of New Port Richey deems it proper and necessary to commend the 11 [00:03:01] members of the Gulf Middle School National Junior Honor Society for their outstanding [00:03:06] work and dedication to the community, now therefore I, Rob Marlow, Mayor of the city [00:03:10] of New Port Richey, do hereby commend the Gulf Middle School National Junior Honor Society [00:03:15] for their outstanding demonstration of citizenship in our community during the 2017 Holiday Parade. [00:03:22] I will give you that proclamation and I will also give you a set of letters for each of [00:03:31] the young folks. [00:03:34] Thank you very much. [00:03:35] Thank you all. [00:03:36] If you're back not to them, Mr. Mayor, Mr. Mayor, please come back to the front. [00:03:59] Are you sure? [00:04:00] Here. [00:04:01] Oh, they're going to. [00:04:02] All right. [00:04:03] Perfect. [00:04:04] We'll get them here. [00:04:05] Thank you. [00:04:06] We've done this before. [00:04:07] Mr. Mayor, if you ask any one of these kids, I bet you that none of them will tell you [00:04:29] their career is going to be in picking up garbage. [00:04:34] Thank you. [00:04:35] But I hope when they finish college, they all come back to this town. [00:04:51] As a fair warning, I'm going to make one announcement for anybody that's watching on TV or anybody [00:04:58] that gets bored really easily with city council meetings. [00:05:03] The downtown businesses are having a multi-site gathering this evening until about 830, including [00:05:11] the gallery, the Dulcet, Zip, and the new Mountaineer Coffee Shop. [00:05:17] So any of you that don't want to sit through all of this, go downtown and walk around. [00:05:23] Thank you. [00:05:24] Can we go? [00:05:28] It runs to 830. [00:05:29] If we can get out of here before then, I'm all for going down there.

[00:14:24] providing zoning districts in which donation bins may be located, [00:14:28] providing maintenance requirements, amending Section 2.01.00 definitions [00:14:33] to add a definition for donation bin, providing for severability, providing for codification, [00:14:38] and providing an effective date. [00:14:41] Thank you. [00:14:42] This is a public hearing. [00:14:44] Open it up for public comment. [00:14:48] Seeing no one come forward, bring it back to Council. [00:14:51] Mr. Mayor, I was not here for the first reading of this ordinance. [00:14:55] If I could just ask a question of the attorney to clarify a question that I have. [00:15:00] Do we have to have bins in our city, these donation bins in our city? [00:15:05] No, you do not need to allow them. [00:15:07] So my portion of the conversation would be, to my mind, they are like an attractive nuisance. [00:15:13] I don't think there's a one that I've seen ever that doesn't have at some point a breakdown in what it is that they are able to, you know. [00:15:24] Ideally, you know, people are able to walk up and put stuff inside of the bin. [00:15:28] But too many of them have furniture, and they drop them off at the Lord knows what time, and then we have to monitor them. [00:15:36] And I personally just think that if someone has a chair or a sofa or whatever, and they're bothering to haul it to a bin, [00:15:44] they can bring it to whoever the entity is that has the bin there. [00:15:49] So I would, I know that I guess we need to have a conversation, [00:15:55] but my thought would be that I would prefer that we do not allow them in the city limits. [00:16:01] Mr. Mayor? [00:16:02] Yes. [00:16:03] You know, I kind of tried to get this spearheaded. [00:16:06] I'm okay banning them, but do we have to create a new ordinance to do that? [00:16:09] We'd have to begin anew. [00:16:11] And what are y'all's thoughts? [00:16:12] Can we create an emergency motion to take care of it tonight, and then you can draft the? [00:16:18] No, it's an ordinance that requires advertising. [00:16:21] We'd have to go back through the process. [00:16:23] I would be in favor of banning the things completely, too. [00:16:26] I have one other question. [00:16:27] Do any of the entities of the bins that we have in town even have residents in the town? [00:16:33] I mean, do they? [00:16:34] Is this the facility of residents in town? [00:16:36] I think they just find a spot. [00:16:38] Commercial business owners in most regularity provide permission for the donation of bins. [00:16:47] That's not my question. [00:16:48] I'm sorry. [00:16:49] I don't want to name the entity, but let's say it's Chopper Davis' profits from the sale of these goods. [00:16:57] Does any of these entities actually have a business in town where they actually resell this stuff? [00:17:04] Not that I'm aware of, Mr. Councilman. [00:17:07] I don't see why we're supporting them. [00:17:09] Back to Mr. Driscoll, then, to draw up an ordinance to ban them? [00:17:13] You could direct me to come back with an ordinance banning them. [00:17:16] I think we need a motion to reject the current [00:17:20] and to direct staff to come up with an ordinance to ban them. [00:17:25] Well, I would move for the city attorney to draft an ordinance to ban them. [00:17:30] We've got to do the other first. [00:17:32] We've got to deny the second reading on the ordinance. [00:17:35] Move to deny. [00:17:36] Second. [00:17:37] Any further discussion? [00:17:39] Hearing none, all those in favor, please signify by saying aye. [00:17:42] Aye. [00:17:43] Opposed, like sign. [00:17:44] Mr. Driscoll, do you need us to go on record? [00:17:46] I do not need any further direction. [00:17:48] Very good. [00:17:49] Thank you. [00:17:50] Next is public reading of ordinance on municipal civil infraction system.

[00:18:58] Mrs. Manns. [00:18:59] Yes, sir, Mr. Mayor. [00:19:00] I will allow Ms. Smith to present this agenda item, [00:19:05] but I do want to make a few comments in advance of her presentation. [00:19:09] The purpose of this agenda item is for you to approve the use of the public art fund [00:19:15] to support the expenditure associated with the Crosswalk Painting Project. [00:19:23] We had hoped by this time to have the paint specifications and MSDS sheets [00:19:32] and a maintenance agreement. [00:19:34] We do not have that yet. [00:19:36] We do feel comfortable, though, recommending that you go forward with considering the use of the public art fund [00:19:45] and allowing us an opportunity to gain these additional details from the organizers of the event [00:19:54] in advance of their prepared painting project, which is slated for Saturday, March 3rd. [00:20:02] I may have overspoke, Elaine. [00:20:04] Did I leave anything for you? [00:20:06] Sure. [00:20:07] All right. [00:20:08] Good. [00:20:09] Thank you. [00:20:10] On January 29th, 2018, artist Jennifer Pearl, and she is here tonight, [00:20:15] attended the Cultural Affairs Committee meeting and did present the Crosswalk Painting Project. [00:20:21] She presented eight designs, and the committee voted to recommend the stained glass design. [00:20:25] All designs have been included in your packet for your review. [00:20:29] As the city manager said, the community painting day is requested for March 3rd. [00:20:33] This would not affect or impact move-in day for Chaska, which would be Tuesday morning on March 6th, [00:20:41] because the product being recommended has a two-hour cure time, so there would be no issue with that. [00:20:51] The project cost for the event and materials is $7,000, [00:20:56] and the Cultural Affairs Committee did recommend approval of that, [00:20:59] and as the city manager said, there is funding available in the community and the public art fund. [00:21:07] The city would be responsible to prepare the intersection, [00:21:10] and it would be at the intersection of Bank and Grand, the crosswalk there, [00:21:15] and the material safety data sheets and all have been requested. [00:21:19] The artist has agreed to notify the residents of the street closure, [00:21:24] and as I said, she is here tonight if you do have any questions about the project. [00:21:29] Isn't it Bank and Circle there? [00:21:31] Bank, and I think it's actually called Grand there. [00:21:34] I'm not sure. [00:21:35] Right at the cross of the park, not over by it. [00:21:37] That's where Grand used to come through, used to cut through. [00:21:40] Circle never really was full circle. [00:21:44] It's the crosswalk from the Glorious Watson parking lot at that diagonal kind of into Sims Park. [00:21:49] That's where we're going to put up the lights, correct? [00:21:51] Correct. [00:21:52] Can you elaborate a little bit more just for the public about the little art festival [00:21:55] and everything that's happening that day along with it? [00:21:57] Do you want to come up and tell them about that? [00:22:03] You could give your name and address for the record, please. [00:22:07] My name is Jenny Pearl. [00:22:08] My address is 3748 Moog Road, Holiday, Florida. [00:22:13] First, I'd like to clarify a couple of things. [00:22:15] The event would take place on March 3rd, and it would be an all-day event. [00:22:21] It would be a community project. [00:22:23] Actually, I did get the paint specs today. [00:22:25] I emailed them to you. [00:22:27] I'm dealing with one independent company called Atlantic Paving Company. [00:22:32] They are the only providers of this paint material that I'd like to use for this crosswalk project. [00:22:39] It's called Liquid Brick, and basically it has a 10- to 20-year guaranteed lifespan. [00:22:46] It's a very colorful product that will supply us with the color palette that we need for this project. [00:22:53] The image that you saw— [00:22:55] That's mine. [00:22:57] Okay. [00:22:58] That was not the image that was submitted for this project. [00:23:01] No. [00:23:02] That was a little edited. [00:23:03] Okay. [00:23:04] I wasn't sure why that was being projected. [00:23:06] But the actual project would take place on the corner there where you turn at the two stop signs [00:23:13] where the water park is in Sims Park. [00:23:17] And the actual crosswalk image would take the entire section up. [00:23:22] This project would be guaranteed by me, [00:23:25] and I would be personally taking care of whatever guarantee that the city would need on maintenance, [00:23:32] whether it would be a five-year maintenance plan or where you would need to go with that. [00:23:37] And that would be for me to come out and do maybe a yearly pressure washing [00:23:41] and reapplication of paint wherever it's needed. [00:23:45] That would be something I would 100% be willing to guarantee for the city. [00:23:50] This project would be covered also by the paint company that provides the paint. [00:23:57] They also have a 10-year guarantee on their product. [00:24:01] And the paint specs and the safety specs that I emailed to you and to Elaine and to Rich Milton today [00:24:07] and to Bob Smallwood should be satisfactory to what you were looking for when it comes to that. [00:24:13] As for the project itself, it would start about 10 a.m. in the morning. [00:24:17] It would be a community project. [00:24:19] We would have a registration table for people to walk up [00:24:22] and register so that they could take part in the project itself. [00:24:26] I would have a small team of artists who would come out the day before, [00:24:29] and we would map out the design on the pavement so that during the event, [00:24:34] people would be supplied rubber gloves and goggles is something that I did read through the specs today, [00:24:40] and it would be something that they would recommend by the paint company for us to use. [00:24:45] So I would have a sufficient amount of those materials on hand to let those people who registered [00:24:50] and signed a release form to participate in the actual project for the day. [00:24:54] I would have live music. [00:24:56] I have my company, Bizarre Art, LLC. [00:24:59] I do local events for different communities, including the city of Clearwater. [00:25:04] So this would be a Bizarre Art event. [00:25:06] I would have anywhere from 10 to maybe 20 vendors, all artists and creators there for the event. [00:25:13] We would have, and part of the actual funding that was approved was for me to host a throwdown. [00:25:20] I do these local Bizarre Art throwdowns. [00:25:23] I have three local artists come out to my events, and they compete against one another for cash prizes, [00:25:28] and it would be a themed event, so that would be part of the event also. [00:25:32] I would have a free rock painting table for the community to come out and take part in, [00:25:37] some uncooked foods, and there would be no alcohol. [00:25:40] So we avoided all of that, and we're staying out of Sims Park. [00:25:44] It would 100% be in the first parking lot there, the public parking lot area, [00:25:49] so we would take that up for our vendors, shut off a very small section of that intersection there [00:25:55] so that the other three adjacent parking lots would still be open for the public to use, [00:26:01] and we were talking about perhaps approaching the Hacienda [00:26:05] so that their parking lots could be utilized for the event also. [00:26:09] Thank you. Any questions? [00:26:11] Just a comment. [00:26:12] Yes. [00:26:13] Ms. Pearl, we've had a couple of conversations. [00:26:14] I'm very, very excited about your interest in our city, [00:26:16] and I hope to see many, many more cultural art-type events like this in our downtown [00:26:20] in the years and months to come for sure. [00:26:23] Thank you. Any other questions for Ms. Pearl? [00:26:25] I just have a quick question. [00:26:27] I'm very excited and delighted to see that you're doing this project. [00:26:31] So one of the issues that the city dealt with or the Main Street organization dealt with [00:26:37] with the murals on the walls was the recurring maintenance for those, [00:26:44] and the artists that had done two of them had encouraged them to be redone I think every three years [00:26:52] with a very intense whatever. [00:26:55] So being as this is street art and it's on the ground, I'm just curious to know, [00:27:02] obviously they have the technology to make it not fade, not scuff or whatever. [00:27:09] What is the typical issues with that? [00:27:13] Well, typical is not the product that I've chosen to use for this. [00:27:19] This product is, like I said, called Liquid Brick, [00:27:22] and it literally lays down on the pavement like a layer of brick, [00:27:26] and it's got a very durable and lasting lifespan. [00:27:31] It's got very vibrant colors. [00:27:33] I actually included in the paint specs a palette of the colors that are available, [00:27:39] and some of them are very vibrant and bright. [00:27:41] And if you've seen the design, it's got some of those bright colors in it. [00:27:46] As for the maintenance and keeping it that way, like I said, [00:27:49] if that's one of the requirements of gaining the permission from the city to do this project, [00:27:55] then I will guarantee whatever you need for me to do, [00:27:57] whether it would be to come back with a team of artists each year at a designated time, you know, [00:28:03] to pressure wash and to touch up whatever needs to be touched up and freshen it, [00:28:07] this product does not require a clear coat over the top of it. [00:28:11] It's a skid-resistant also, so where the crosswalk is going to be a main traffic area for pedestrians, [00:28:17] it's got almost like a brick texture to it, so it's a non-skid surface. [00:28:25] And as for the colors, I think just the design in itself and the colors that we're choosing to use [00:28:32] will complement one another and they'll stand out. [00:28:35] I'm also going to put a black background around the entire image and frame in that specific area, [00:28:41] so I think that's going to make it pop. [00:28:43] And I've also had someone offer to do some drone shots for the event and come out and do some good coverage, [00:28:52] and I think that we could contact a couple of new stations also and maybe come out and do this event. [00:28:57] And it's also the same evening as the Simon and Garfunkel Tribute Band, [00:29:01] and we also have a drum circle that would like to come out for the evening from 5 to 8 [00:29:06] to do a little bit of their performance for the event. [00:29:09] So I think this could be a huge event for the community, [00:29:12] and I think that your concerns about the product and the color and the maintenance, [00:29:17] I would be willing to guarantee that myself. [00:29:21] Well, I would not pretend to know a thing about what would need to be done, [00:29:25] but I just know that that was one of the concerns that I had. [00:29:27] But I would agree, the very first murals that the city did was probably almost 10 years ago, [00:29:34] so I know that the technology has moved forward and very exciting. [00:29:37] Well, I'd like to also remind you that I did do the underwater sea mural, [00:29:41] and I did the turtles about nine years ago and just recently came back and refurbished those [00:29:46] and not only refurbished them but took the mural across the front of the building, and that was on... [00:29:54] That was on the all-good property. [00:29:56] And I'm willing to come back, is my point, that I will come back and I will take care of it. [00:30:00] for my artwork for years to come. [00:30:02] My investigation was prior to your committee, [00:30:05] you know, from the city approaching me and telling me [00:30:07] that technology had changed from what Robert had given me [00:30:12] because we pretty much talked about a yellow and a white [00:30:15] and those pictures that I wanna bring up now, [00:30:19] this is a crosswalk in Dunedin and it- [00:30:23] They did use the wrong paint for that. [00:30:24] Yeah, and I see the white is the white [00:30:27] that we use for crosswalks. [00:30:29] Go ahead to the next picture. [00:30:31] So you can see where it was shaded, [00:30:33] but you can see how it deteriorated. [00:30:34] And there's, I think there's one other picture. [00:30:37] Yeah, you can see how it's deteriorated [00:30:38] and that was what I was concerned [00:30:40] because this is only, the only people that track on this [00:30:43] are the people going to Bon Appetit. [00:30:45] It's not like a regular road like ours is gonna be. [00:30:48] So I was very concerned. [00:30:49] So if you're guaranteeing and Robert's getting updated [00:30:52] on paint that he can use besides white and yellow, [00:30:55] we're looking forward to it. [00:30:57] Unfortunately, they did use the wrong product for that. [00:30:59] And I'm very well aware of that project [00:31:01] and the course in which it's taking now. [00:31:04] And what I'd recommend is that you do your own research [00:31:10] and go to Atlantic Paving Company. [00:31:12] They have an entire portfolio. [00:31:14] Sounds like you brought it to us. [00:31:15] Yes, they have an entire portfolio [00:31:18] of these crosswalk projects. [00:31:20] They do large city projects all over there from Miami. [00:31:25] And I'm sure that if you look into the company itself, [00:31:27] they're the only ones that I could find [00:31:29] that supplied this product. [00:31:30] And it's been very difficult actually getting them [00:31:33] to collaborate with me because of the large projects [00:31:38] that they deal with. [00:31:39] But he is working with me and the owner. [00:31:41] And I think this is gonna be a good thing. [00:31:43] Elaine, anything else? [00:31:45] No, sir. [00:31:46] In that case, question? [00:31:48] Yes. [00:31:49] Yeah, I just wanna make sure that in the manager's report [00:31:51] this week that we get the color chart, [00:31:54] that we also have an overview map. [00:31:58] They've talked about safety. [00:32:00] Obviously you want road closures [00:32:02] because you're gonna be out there on Friday. [00:32:04] That's all part of the application. [00:32:05] And you're gonna be back on Saturday. [00:32:06] So you're gonna put it, just so we understand, [00:32:09] that the safety barricades will be at the very far end [00:32:13] so that all three entrance points [00:32:15] in and out of the parking lot will not be affected [00:32:17] or the alleyway behind M1. [00:32:21] And that anybody at Traversers but the other barricades [00:32:26] will be further down on Grand [00:32:28] before you get to the curb cut. [00:32:30] So that'll allow you additional area for all of your people [00:32:33] and the other things you're gonna do. [00:32:35] I just would like to make sure that that's highlighted [00:32:37] in the overall, in our approving this particular project. [00:32:43] We did, can we show it? [00:32:45] I'm just wondering, it's the people in the audience [00:32:47] and at home, can we show them? [00:32:48] Can you see the picture? [00:32:52] We don't need to see all eight, [00:32:53] just the one that was chosen. [00:32:55] No, not those. [00:32:56] No, he doesn't have it. [00:32:58] It's very pretty. [00:32:59] I'm sorry. [00:33:02] Open it up for public comment. [00:33:10] I'd also like to mention that the following weekend [00:33:12] is the Chasco Fiesta and we have great hopes [00:33:16] that we could do a reveal of this for the Chasco Fiesta. [00:33:21] And that's one of the reasons that we worked so tirelessly [00:33:24] to bring this to you before the city council meeting. [00:33:29] Thank you. [00:33:30] Gentleman behind you, [00:33:31] he might be able to help you with that, Chasco. [00:33:33] No, not him, the man in the green. [00:33:37] He can help you with that. [00:33:38] My name's Bob Smallwood. [00:33:39] I'm a 7124 Meand Court in New Port Richey. [00:33:42] I just wanted to kind of remind you, [00:33:44] this has kind of been a two year process. [00:33:46] About two years ago, we went with the initial phase [00:33:49] or initial idea of putting a crosswalk in that area. [00:33:52] It was something that the Main Street Program [00:33:53] was going to fund and we had a community group, [00:33:56] an artist that was donating his artwork. [00:33:59] We got it to the point where we're almost bringing it to you [00:34:01] where all of a sudden the artist wanted 7,000, $8,000 [00:34:04] for his work plus the two to three to $4,000 material. [00:34:08] It just got to the point none of us could afford it. [00:34:11] And during that time too, we also uncovered [00:34:15] the public art fund that hadn't been funded [00:34:17] for many, many years. [00:34:18] And I think a majority of you guys [00:34:20] didn't even know it was an ordinance. [00:34:22] So between that project failing, [00:34:25] the public art fund coming online, [00:34:27] cultural affairs getting re-energized with some new blood, [00:34:30] this summer I was looking to try [00:34:32] to re-energize that whole project. [00:34:33] And looking for an artist, [00:34:35] I came across the Obamacare building. [00:34:38] And I said, maybe I ought to give a call [00:34:39] to this Jennifer Pearl. [00:34:41] And it turns out she had been trying to get in [00:34:43] to cultural affairs and to the city as well too [00:34:45] because she wanted to really contribute her art [00:34:48] and her capabilities into our city. [00:34:50] Because she's really tied in tight [00:34:52] with St. Petersburg and Clearwater in particular [00:34:55] and the artist group there. [00:34:56] So she spent a lot of time and effort [00:34:58] coming up with this design, researching that material. [00:35:01] I think it's a dynamite product. [00:35:03] But not only that, but the future ideas she has [00:35:05] bringing some of these art programs and ideas [00:35:10] is something that our town's been missing, [00:35:11] this public art aspect. [00:35:12] And I know that Kimberley Horn presentation before this [00:35:16] was kind of painstaking, [00:35:17] but they had a slide showing crosswalk art [00:35:19] as one of the main things that you can use as public art. [00:35:23] So I just want to encourage you to approve this [00:35:26] and let us move forward with it. [00:35:27] And I think it'd be a key thing for all of us. [00:35:30] Thank you very much. [00:35:30] Anyone else? [00:35:33] Seeing no one else come forward, [00:35:34] bring it back to council. [00:35:35] I would like to move forward, [00:35:38] make a motion rather to approve this art, [00:35:42] street art with the requirement that we receive [00:35:48] the full measure of what we need to have, [00:35:51] which would be the agreement, et cetera, et cetera. [00:35:54] Hopefully we'll be able to get this done by March 3rd. [00:35:57] The thing that I wanted to say is this is really [00:36:00] just so exciting because as a city that recognized [00:36:04] the importance of public art and the group [00:36:10] who initially moved forward with the murals [00:36:14] that took place in our city, [00:36:16] when we as a group traveled down to Lake Placid [00:36:19] and we saw the exciting things that that city [00:36:22] had accomplished through their art, [00:36:25] through their murals and the project [00:36:27] that it just took off running. [00:36:30] They have over 20 murals in their city [00:36:32] and have become known as the mural city. [00:36:34] I mean, you can do a little caravan down there [00:36:37] and see some of their murals have interactive buzzing bees [00:36:41] and a scene of Ocala, I mean Okeechobee cattle drive, [00:36:48] just so exciting. [00:36:49] And I think that what we were able to bring back [00:36:52] to our city, this nugget of the murals, [00:36:56] to have an art gallery in our downtown, [00:36:58] to have a current art gallery, [00:37:00] there's an incredible community [00:37:03] of incredibly talented artists. [00:37:07] And people that appreciate their talent [00:37:10] and their gift to the city. [00:37:11] So I am, for one, I'm very excited about this [00:37:15] and I do believe that it is the fruition [00:37:18] of all those years of waiting. [00:37:21] And I do appreciate your talent and truly look forward to, [00:37:26] I think this is another exciting time [00:37:30] that we're in with our city [00:37:33] and the idea that it's come together so beautifully, [00:37:36] just truly, truly excited about it. [00:37:38] So. [00:37:39] Thank you. [00:37:40] We have a second. [00:37:41] I presume the maker has already spoken. [00:37:42] To the second. [00:37:43] No, Mr. Perl, once again, I'm very, very excited [00:37:45] to have you on board with your interest in our community [00:37:47] and I look forward, you and I spoke about some of your ideas [00:37:50] and very, very exciting stuff. [00:37:52] And we have been lacking that cultural aspect, [00:37:54] artistic aspect of our city, [00:37:57] just basically null and void for as long as I can remember, [00:38:00] aside from the murals. [00:38:03] So we're excited to have you on board [00:38:04] and I look forward to working with you. [00:38:05] Thank you, Council Member. [00:38:06] If I, I'm sorry, I just want to say one other thing. [00:38:08] I think it was the city of Homecrest [00:38:10] that had done an absolutely spectacular street art, [00:38:15] exactly that, the culmination of two major streets. [00:38:19] And unfortunately, it was the weekend of Hurricane Andrew. [00:38:23] And we were driving through it [00:38:25] when the mayor was so proud of it [00:38:26] and then it was just such a nightmare. [00:38:28] Well, they had redone it, but it just, [00:38:30] at that time, that was in 93, I think it was. [00:38:33] So that's exciting that now here we are in our city [00:38:37] and just very, very excited to be there. [00:38:39] Thank you, Council Member. [00:38:40] Councilman Phillips? [00:38:41] I'm fine, Mr. Mayor, thank you. [00:38:42] Councilman Davis? [00:38:44] I'm really looking forward to this [00:38:46] once we got the paint settled [00:38:48] and if you need any help with chalk stick figures, [00:38:51] I'm available. [00:38:53] Yeah, that's about all I've got too. [00:38:55] I can help you with some of the drawing the lines out [00:38:58] on Friday. [00:38:59] Saturday, I've got a commitment from 10 to two [00:39:02] that's gonna have me out of town, [00:39:03] but I look forward to this as well. [00:39:05] Any further discussion? [00:39:08] Hearing none, all those in favor, [00:39:09] please signify by saying aye. [00:39:11] Aye. [00:39:12] Opposed, like sign. [00:39:13] Motion passes. [00:39:16] special event permit. [00:39:18] Sure. [00:39:20] Ms. Smith? [00:39:21] Sure, absolutely, thank you. [00:39:23] The SET committee met and reviewed this application [00:39:25] at their regular meeting on December 19th, 2017. [00:39:29] Chasco Fiesta alcoholic beverage special event [00:39:32] is requesting to sell beer and wine in Sims Park, [00:39:36] similar to as they did last year. [00:39:39] Starting Friday, March the 9th from five to 11. [00:39:43] Saturday, March the 10th from one to 11. [00:39:46] And Sunday, March the 11th from one to nine. [00:39:49] And then on the second weekend of the event, [00:39:52] starting Thursday, March the 15th from five to 11. [00:39:56] Friday, the 16th from five to 11. [00:39:58] And then Saturday, the 17th from one to 11. [00:40:01] At the time of this application, [00:40:03] a map was not available to show you the setup for the park, [00:40:06] but I believe that it's been emailed to you [00:40:07] and you have it on the dais also at this time. [00:40:10] And the applicant is here tonight [00:40:11] if you have any questions. [00:40:13] Very good. [00:40:15] Any questions for the applicant? [00:40:19] Hearing none, this is open for public comment. [00:40:22] Does anyone wish to address council on this? [00:40:25] Seeing no one come forward, bring it back to council. [00:40:29] Move for approval. [00:40:29] Second. [00:40:30] We have a motion and a second to the maker. [00:40:32] Nothing. [00:40:33] To the second. [00:40:33] Now's my favorite time of year, Chasco, I can't wait. [00:40:35] I might too. [00:40:37] To the second. [00:40:38] Second. [00:40:39] No, I look forward to it. [00:40:41] Yes, so do we. [00:40:43] Councilman Phillips. [00:40:44] Nothing, Mr. Mayor. [00:40:45] And I've already let the volunteer coordinator [00:40:47] know what nights I'm available. [00:40:49] I appreciate that. [00:40:50] If anybody else is available, please let us know. [00:40:52] If there is no further discussion, [00:40:55] all those in favor, please signify by saying aye. [00:40:57] Aye. [00:40:58] Opposed, like sign. [00:41:00] Motion passes. [00:41:01] Next is Fitzgerald St. Patty's Day

Fitzgerald's St. Patrick's Day Alcoholic Beverage Special Event
approvedCouncil approved Fitzgerald's St. Patrick's Day alcoholic beverage special event to sell beer and wine on Railroad Square on Thursday, March 15 (5-11 PM) and Saturday, March 17 (12 PM-midnight), including a variance to extend Saturday alcohol sales until midnight (one hour past the ordinance's 11 PM limit). Discussion also touched on frustration that Fitzgerald's was not included in the downtown New Port Richey promotional video and that Chasco/a country concert was scheduled the same night.

[00:41:03] alcoholic beverage special event. [00:41:05] Ms. Smith, you're up again. [00:41:06] All right, thank you. [00:41:06] It's my night. [00:41:08] The SEP meeting reviewed this application [00:41:11] at their regular meeting on February the 6th of 2018. [00:41:14] The Fitzgerald St. Patrick's Day [00:41:17] alcoholic beverage special event [00:41:19] is requesting to sell beer and wine [00:41:21] on Railroad Square on Thursday, March the 15th [00:41:25] from five to 11 and then on Saturday, [00:41:28] March the 17th from 12 to 11. [00:41:32] This is the same event as they did conduct it last year. [00:41:35] There is a map included in the packet for your review [00:41:38] and the applicant is also here tonight [00:41:40] if you have any questions for him. [00:41:41] Thank you. [00:41:42] Do we have any questions for the applicant? [00:41:45] Hearing none, this is open for public comment. [00:41:47] Would anyone wish to address council on this? [00:41:52] Seeing no one come forward, bring it back to council. [00:41:54] Move to approve. [00:41:55] Second. [00:41:57] To the banker. [00:41:59] I just want to go on record as saying [00:42:00] next year we've got to do, Richard, Robert, [00:42:03] I won't be here, but I'll have to depend on one of you, [00:42:06] but we had so wanted to turn Orange Lake [00:42:09] over the River Green for St. Patty's Day. [00:42:11] Yeah, that's great. [00:42:12] Yeah, we wanted to do it this year, [00:42:14] but it's the same night as the country concert [00:42:17] and we thought it might be just too crazy, [00:42:19] but we envision. [00:42:20] Chasco, excuse me, I want to interrupt really quick. [00:42:22] We do not, we normally would ask for a variance [00:42:26] for Saturday night till 12 o'clock [00:42:29] just because people are going to consume alcohol [00:42:31] and maybe come out onto the, [00:42:33] so this, we're requesting a variance just in case. [00:42:36] We normally close down earlier, or not normally, [00:42:39] we will probably close down earlier this year [00:42:41] because they put Chasco and the concert [00:42:47] on St. Patrick's Day. [00:42:49] So, kind of for a downtown Irish bar, [00:42:53] kind of unfair, we feel, but what do you think? [00:42:59] Very unfair. [00:43:00] Well, you have to, can you work with somebody [00:43:03] that deals with tides? [00:43:05] We are up to 14 years now in New Port Richey [00:43:07] and we're not even in the downtown New Port Richey video, [00:43:09] just so you know. [00:43:10] Has anybody watched it for restaurants? [00:43:13] No, I just want to say it because I'm pissed. [00:43:17] That's not what you said. [00:43:18] Okay, okay, you know I am. [00:43:20] I'm pissed. [00:43:21] Well, since I'm married to an O'Connor [00:43:23] and my mother's maiden name was Patterson, [00:43:26] I can understand why you think [00:43:27] we ought to be doing Celtic music on. [00:43:29] I'm German and Irish, we have an Irish bar in downtown, [00:43:32] we paid a lot of tax dollars to your city, [00:43:34] this beautiful city, our city, the city I grew up in. [00:43:37] So, anyway, I just wanted to say that [00:43:39] he's pissed off at me right now. [00:43:41] No, you have a valid point, but just so you know, [00:43:45] we didn't know that video was being made. [00:43:48] I did not. [00:43:49] Unfair. [00:43:50] So, you can be, we'll take the anger [00:43:53] and I can understand your establishment, [00:43:56] in my opinion, should have been in the video. [00:43:57] There's things I would have changed on the video as well, [00:44:00] but it's not something we approved [00:44:01] and said, hey, you guys go make this video. [00:44:03] I can live with it. [00:44:03] Just to clear that up. [00:44:04] We're gonna keep our variance for one hour, [00:44:05] if we can get it, fine, if not, we'll get it. [00:44:07] Yeah, it happens on a Saturday night. [00:44:09] Thank you. [00:44:10] And, you know, we'll live with 11 [00:44:11] if that's what it's gonna be, [00:44:12] but if we can extend it to 12 o'clock, that'd be great. [00:44:15] So, we have a motion? [00:44:17] Yes. [00:44:18] Well, if we can. [00:44:20] What kind of information have we got going now, Elaine? [00:44:23] The reason he's requesting that [00:44:23] is because the alcohol ordinance does not permit [00:44:27] sale of alcohol past 11 p.m. [00:44:31] So, that's what we're dealing with right now, [00:44:33] not accepting the alcohol. [00:44:34] And this is strictly just because they may walk out now. [00:44:38] They've had the event, this is their third year, [00:44:42] and anybody that's been to the event [00:44:46] knows that, of course, it's not on Saturday night, [00:44:48] we know that, Danny. [00:44:50] But I don't see a problem up till midnight, [00:44:56] because it's in a controlled space. [00:45:00] got the arms down, it's on Railroad Square, it's not the entire downtown, they have their [00:45:07] own security guys on the site the whole time anyway, and again, I've tried to tell them [00:45:12] they need to make it a national holiday, but they haven't done that. [00:45:15] Councilwoman, does your motion incorporate that? [00:45:17] My motion would incorporate, yes, as a matter of fact, I mean, thinking about it, the fact [00:45:22] that they are a restaurant that does serve beer and it's like an extension of their business, [00:45:28] I wouldn't see why it couldn't take place until the end of their evening, I think it [00:45:33] almost goofy that we would... [00:45:35] The state of Florida, I have the license for the off-premise, which is my area in the land [00:45:41] that I own around it, so I'm legal to do that, it's just that it's kind of inconvenient when [00:45:47] it shuts down, where people have to walk across, where we have the access... [00:45:50] Well, that's what I'm saying, so I mean, I'm thinking that I would like to be able to say [00:45:56] to them that you're hosting this event, it is on St. Patrick's Day, you are an establishment [00:46:02] that follows all the rules and has the area cordoned off whenever, I would say, I would [00:46:08] approve it to be until the end of their evening, so... [00:46:12] I second would also approve the variance for the 12 o'clock extension. [00:46:16] Is that on both nights, 12 o'clock? [00:46:19] Saturday night. [00:46:20] Just Saturday? [00:46:21] Yeah, it's only one night. [00:46:22] Okay. [00:46:23] It's a long day for some boat parades, getting into the concert, St. Patty's Day. [00:46:27] Councilman Davis, any thoughts? [00:46:28] No, I'm 100%, as someone that gives us, you know, an opportunity to be part of our town [00:46:38] for 365 days a year, I can give them an hour without any problem. [00:46:43] Councilman Phillips? [00:46:44] No. [00:46:45] Good. [00:46:46] Danny, I'm good with this, so if there's no further discussion, all those in favor, please [00:46:50] signify by saying aye.

[00:46:52] Aye. [00:46:53] Opposed, like sign. [00:46:54] Motion passes. [00:46:55] Mayor, if I could just say one other thing, too. [00:46:57] I want to thank you both because I know that there was a question of us doing another mural [00:47:03] in the downtown and you both very graciously approved your buildings. [00:47:07] I just wanted to let you know that there was a hiccup on that. [00:47:10] We haven't given up on it. [00:47:11] We'll definitely come back, but we do appreciate the fact that you value the idea of murals [00:47:14] on your buildings as well. [00:47:15] Fine. [00:47:16] You let us know. [00:47:17] Thank you. [00:47:18] Thank you. [00:47:19] Next is Resolution 2018-03. [00:47:20] A resolution of the City Council of the City of New Port Richey, Florida, amending Resolution [00:47:26] Number 2018-01 to add permit fees for donation bins and wireless communication to the Comprehensive [00:47:32] Fee Schedule for Fiscal Year 2018 and providing an effective date. [00:47:37] And you do have a handout with a corrected version of this resolution. [00:47:41] Mr. Chairman? [00:47:44] Thank you. [00:47:45] Any staff comment on this? [00:47:50] Yes, sir. [00:47:51] Mr. Mayor. [00:47:52] As Mr. Driscoll indicated, this fee schedule, the purpose of the fee schedule, excuse me, [00:47:58] is to add permit fees for communication facilities in the public rights of way as well as a permit [00:48:04] fee for donation bins. [00:48:07] We need to amend this so that it does not include a permit fee for a donation bin and [00:48:14] only refers to use in the public rights of way for communication facilities and the

[00:48:32] Seeing no one come forward, I'd entertain a motion to approve this as the City Manager [00:48:37] has suggested. [00:48:38] Move for approval. [00:48:39] Second. [00:48:40] To the maker? [00:48:41] Nothing. [00:48:42] A second? [00:48:43] Nothing, thank you. [00:48:45] Good, Mayor. [00:48:46] Thank you. [00:48:47] I'm good as well, thank you. [00:48:48] Thank you. [00:48:49] Likewise, if there's no further discussion, all those in favor, please signify by saying [00:48:51] aye. [00:48:52] Aye. [00:48:53] Opposed? [00:48:54] Like sign. [00:48:55] Motion passes. [00:48:56] Next is quarterly cash and investment performance reports. [00:48:59] Mrs. Spears. [00:49:01] Mrs. Feast. [00:49:03] Feast. [00:49:04] I think Feast is going to win. [00:49:07] If you want to channel a voice back and forth, go ahead. [00:49:13] What? [00:49:15] I got to count money? [00:49:16] Damn. [00:49:17] It's Christmas. [00:49:18] Whoa. [00:49:19] No problem. [00:49:20] Good evening. [00:49:21] Provided to you for your review and approval is the quarterly cash and investment report [00:49:30] for quarter one of fiscal year 18. [00:49:34] The report provides you with a summary of the city's cash and investment balances at [00:49:40] December 31st, 2017. [00:49:45] At this time, I will highlight a few items included in the report. [00:49:51] The first table that you see and that's presented in the report includes a summary of the city's [00:50:00] cash and investments. [00:50:02] In total, you see that it totals $22,040,755. [00:50:09] This balance is made up of approximately $4.5 million in cash, approximately $12 million [00:50:16] in local government investment pool investment, which makes up about 55% of the city's portfolio. [00:50:24] Of the city's investments, approximately $5.5 million comes from U.S. Treasury obligations, [00:50:32] which makes up about 25%. [00:50:36] In total, the city earned about $42,864 in interest for the quarter, and this is up by [00:50:45] about $3,000 from the last quarter. [00:50:57] The pie chart before you provides a visual of the cash and investment makeup by investment [00:51:03] type. [00:51:04] You'll see that, for the most part, funds are pretty much evenly distributed, but the [00:51:12] most being invested in the Florida prime investment pool, which makes up 34%. [00:51:22] All of these investments, along with the percentage allocations, is in compliance with the city's [00:51:29] investment policy. [00:51:30] So, there were no issues during the quarter with being out of compliance. [00:51:38] The last table provides you with a comparison to the last quarter. [00:51:41] You'll see that, in total, there was an increase of about $4.4 or $4.5 million compared [00:51:48] to September 30th of last year. [00:51:51] This is mainly due to this current quarter being the beginning of fiscal year 18, which [00:51:58] includes a lot of collections of ad valorem taxes and the receipt of other state revenues. [00:52:04] So, it's a bit inflated when comparing it to the last quarter, which is the end of a [00:52:11] fiscal year. [00:52:12] So, even though we're comparing this quarter to last quarter, it's almost apples to oranges [00:52:19] because it's a beginning of a fiscal year compared to an end of a fiscal year, where [00:52:23] you tend to receive more money at the beginning and spend more money at the end. [00:52:28] But, that does explain the $4.5 million increase compared to last quarter. [00:52:36] And that's the end of my report, unless you have any questions.

[00:52:39] Any questions? [00:52:42] Seeing none, thank you very much, Ms. Feast. [00:52:44] Next is the fiscal year 2017 audit strategy. [00:52:47] Ms. Manns? [00:52:48] That would be Mrs. Feast as well. [00:52:53] Thank you. [00:52:56] The item before you is SAF's strategy for accomplishing the upcoming fiscal year 17 audit. [00:53:03] Since 2011, the city's financial statements and audit report has been submitted to the [00:53:08] state after the June 30th deadline. [00:53:12] What I've presented to you sets out an aggressive audit strategy for completing the fiscal year [00:53:18] 2017 financial statement audit by June 30th of this year in meeting the state's submission deadline. [00:53:29] The remaining part of February and all of March, staff will use that time to complete [00:53:35] all of the year-end closing procedures and compile the requests that have already been [00:53:40] made by the auditors. [00:53:41] In April, two weeks will be dedicated to internal control testing, payroll testing, purchase [00:53:48] card testing, and CRA compliance testing. [00:53:52] The other two weeks, the finance department will be dedicating their time to implementing [00:53:57] the payroll module of the Tyler Technologies software. [00:54:02] In May, auditors will spend the month on-site completing the remaining test work that they [00:54:09] have to do in order to be satisfied with the financial statements. [00:54:15] In June, one week will be dedicated to the auditor's reviews and financial statement [00:54:22] preparation. [00:54:24] At that time, a draft of the financial statements and audit report will be presented to council [00:54:28] by the auditors, and then a final issuance of the financial statements and audit report [00:54:33] will be submitted to the state. [00:54:35] City staff has taken measures to accomplish this plan as laid out to you in a number of [00:54:42] ways. [00:54:43] When I prepared this memo, which was a couple of weeks ago, we had one of two positions [00:54:49] that were open in the finance department filled, but I'm happy to say as of today, we have [00:54:55] both positions filled. [00:54:57] And so the two people that we have hired, they both have very strong accounting and [00:55:04] payroll backgrounds, and so I feel confident that we've hired two people that have the [00:55:10] skill and capabilities to help us get, you know, just get operations completed and timely, [00:55:17] and then also to help with getting the audit items completed as well. [00:55:23] Historically, a majority of my time during March through June has been dedicated to budget [00:55:29] planning and preparation. [00:55:30] So what we have done is contracted with a firm to provide budget preparation assistance [00:55:36] so that my time can be dedicated primarily to the audit during this period. [00:55:41] I will still oversee the budget process, of course, but a lot of the schedule preparations [00:55:49] and just a lot of the tedious work will be done by this outside company, you know, with [00:55:56] my assistance and direction, but it will not, my time can be put toward the audit instead [00:56:03] of doing that tedious work. [00:56:06] And then, of course, the assistant finance director will be delegated more operational [00:56:10] responsibilities, especially during this time, which as it relates to day-to-day tasks and [00:56:17] overseeing staff in both our accounting and budgeting division and billing and collection [00:56:22] division, which is really already her primary responsibility. [00:56:27] But during this period, more will be delegated to her so that I can focus on getting the [00:56:32] audit completed and meeting the state deadline. [00:56:36] Thank you. [00:56:37] Any questions? [00:56:38] Do we have a new audit firm this year? [00:56:41] No. [00:56:42] Our contract, we entered into a three-year contract with them, so this would be the third [00:56:49] year. [00:56:50] So we have one more year. [00:56:51] So it's the same firm? [00:56:52] Because I got the impression last year that that group was, wasn't, was it Meyerhoffman [00:56:58] and McCann? [00:56:59] Was that who it was? [00:57:01] That was, they completed the fiscal year 14 audit. [00:57:04] Okay. [00:57:05] All right. [00:57:06] So it's the same one, because I got the impression after the last one that we were going to go [00:57:10] through an uptick training again, and I wanted to make sure that if that was the case, that [00:57:16] it was highlighted in your overview of what your strategy is. [00:57:21] Thank you. [00:57:22] Anyone else? [00:57:23] I just want to reiterate that I want the timeline that you just presented to us updated every [00:57:28] meeting. [00:57:29] Every meeting? [00:57:30] Yes. [00:57:31] Okay. [00:57:32] You know, because I don't want to say, well, we got behind a couple weeks, but we're going [00:57:34] to make it up. [00:57:35] And I just want to know exactly where we stand with your guideline that you gave us, because [00:57:39] that sounds like we're going to make it without any problem. [00:57:41] The other thing is, what is it costing us to bring in this entity to work on the budget? [00:57:47] The contract is based on an hourly rate. [00:57:51] So it would just be, I'm projecting 20 hours of their time at the most, but it's based [00:57:58] on how much of a need. [00:58:00] How many hours times how many people? [00:58:02] It would be one person at staff level. [00:58:05] And I don't have the hourly rate in front of me, but I can get that to you. [00:58:09] But it would be at a staff level, more of just data entry and getting things into the [00:58:14] system that I don't have to, you know, waste time doing, that I can focus on the audit. [00:58:21] Deputy Mayor, anything? [00:58:22] I have nothing. [00:58:23] Nothing. [00:58:24] Thank you. [00:58:25] Thank you very much. [00:58:26] Next is a recommendation for in-kind support of special events.

[00:58:30] Ms. Menz. [00:58:31] Thank you. [00:58:32] Mr. Mayor, members of the Council, this is an item that we have spent a good amount of [00:58:38] time discussing, and I'm pleased to be able to present to you this evening a recommendation [00:58:46] for the fiscal year 17-18 and the fiscal year 18-19 in terms of providing in-kind support [00:58:54] for special events. [00:58:57] The recommendations are as follows. [00:59:00] Chasco Fiesta, $35,000 for 17-18 and $29,000 for 18-19. [00:59:09] Chasco Street Parade, $5,000 for 17-18 and $0 in 18-19. [00:59:16] For the Veterans Day Parade and Freedom Fest, we are recommending an appropriation of $4,500 [00:59:25] for 17-18 and $4,000 for 18-19. [00:59:30] The Holiday Street Parade is recommended at $4,500 for 17-18 and $2,500 for 18-19. [00:59:41] The River Lights Boat Parade and Winter Fest is recommended for 17-18 in the amount of [00:59:48] $5,000, $2,500 in 18-19. [00:59:53] Cody River Bike Fest, $7,500 for 17-18 and $6,000 for 18-19. [01:00:00] We are recommending no appropriation to support Night in the Tropics. [01:00:06] We are recommending Cody River Seafood and Blues Festival in the amount of $7,500 in 17-18, $4,000 in 18-19, [01:00:18] and KFS Main Street Blast, $6,500 in 17-18, and $5,000 in 18-19. [01:00:28] The total recommended expenditures of in-kind support to special events for 17-18 is $75,500. [01:00:40] For 18-19, the amount is $53,000. [01:00:45] And the staff's recommendation is that you consider and approve the request as submitted. [01:00:52] Thank you. [01:00:53] May I have a clarification? These are the numbers that we worked out at the last work session? [01:00:58] They are, Mr. Mayor. [01:00:59] Thank you very much. [01:01:00] Open this up for public comment. [01:01:03] Seeing no one come forward, bring it back to Council. [01:01:05] Move for approval. [01:01:07] We have a motion. [01:01:10] Do we have a second? [01:01:14] I'll second it. [01:01:15] Just to go back to the work session, [01:01:18] Councilman Phillips was able to point out that with the, correct me if I'm wrong, [01:01:22] with the Main Street Landing Project not having the COO appointed by a certain date, correct? [01:01:29] Correct. [01:01:30] It freed up some money for us. [01:01:31] And most of these entities were there at the work session, [01:01:34] so I want to be sure that 12 months from now that they're not coming back and saying, [01:01:39] well, we got so much last year, why aren't we getting as much this year? [01:01:42] That was part of it. [01:01:43] Right. [01:01:45] Initially we talked about, and the source that I looked at, [01:01:49] was out of the funding that we were going to have to make that payment on. [01:01:56] Right. [01:01:57] At the close of that meeting, [01:01:58] Ms. Manns thought that she could find the funding for it out of unfunded positions [01:02:04] that haven't been filled at any time between the start of this fiscal year and this time. [01:02:11] And if you saw in her manager's report or on the website recently, [01:02:16] there were like eight different positions. [01:02:18] So we haven't incurred those costs, [01:02:21] and we wouldn't incur those costs unless we hired people at rates higher than that. [01:02:26] So she has relative sources. [01:02:29] So whether you want to say it was going to come from that or from the unfunded positions, [01:02:33] to me $25,000 additional this year, [01:02:37] and then I challenge you next year in the budget process to see what you can do to what we've already set, [01:02:43] I think it speaks well for what we were trying to balance out. [01:02:46] But, yes, you're absolutely right. [01:02:47] No, I agree. [01:02:48] Just if we're unable to find the funding for 18-19, [01:02:51] I just want to be clear that, you know, everyone was there at the work session, [01:02:55] pretty much from all of the entities that put on all of these events, [01:02:58] so it's not going to be a surprise next year. [01:03:01] Thank you. [01:03:02] To the maker, did you have any other comments? [01:03:03] No, sir. [01:03:04] Mr. Mayor, thank you. [01:03:05] Any more? [01:03:06] Councilman Davis. [01:03:07] I just, this is a half year into this project, so we're only looking at a year and a half, [01:03:13] and I would entertain adding the same fees offered to these entities for 19-20, [01:03:21] because then they know what they're doing in a couple years, [01:03:24] and they can look out forward and get other funding if they need. [01:03:28] I would think that we ought to be doing that as part of our budget process this summer, [01:03:33] but I agree with you, they need to have the full two-year lead time. [01:03:37] Councilman. [01:03:39] Councilwoman, thank you. [01:03:42] I don't recall that, and I'm sorry that Greg is not here, [01:03:48] but I didn't recall that we halved the holiday street parade from 45 to 25. [01:03:54] I trust that the figures are correct, but I don't recall that. [01:03:59] And I don't know why we would eliminate entirely the Chesco Street Parade, [01:04:02] but what I think I hear us saying is that we're moving forward on these figures, [01:04:08] not to suggest that the entities will come back next year and say, [01:04:11] what, you nuts, you didn't do this, [01:04:13] but rather that we will, through the budget process, address these concerns that may come up. [01:04:20] That's exactly it. [01:04:21] And then if I just could say, it is really a pet peeve of mine [01:04:25] that Cote River on both the Bike Fest and the Street Food Fest are spelled incorrectly. [01:04:33] And tonight on the, I think it was one of the applications, Sims Park with the double M. [01:04:38] I mean, really? [01:04:40] So if we could just correct those things. [01:04:42] I've got to go to the eye doctor. [01:04:43] I didn't catch either of those. [01:04:45] 1T in Cote, right? [01:04:46] 1T in Cote. [01:04:48] I think that's a good start. [01:04:49] And, again, we're going to, as we go into budget season this summer, [01:04:55] look at this and look at it in terms of not only the fiscal 18-19 but the 19-20 [01:05:02] to try to provide some advance notice. [01:05:05] It's crazy to give some of the events support but not tell them about it until it happens. [01:05:13] There's no further discussion. [01:05:15] All those in favor, please signify by saying aye. [01:05:17] Aye. [01:05:18] Opposed, like sign. [01:05:20] Motion passes.
