[00:06:15] They're here in lieu of the two that we had thought were going to be here tonight that were in your cover memo, [00:06:21] but they're going to give you an overview of the design concept that we've been enjoying and reviewing, [00:06:27] and they're going to give you a little history as to how we got to the design concept today, [00:06:32] and then they're going to tell you what happens next. [00:06:35] We hope you like it. [00:06:45] Good evening. [00:06:48] So as Debbie and Lisa were explaining, I'll just give you a brief rundown of how we got to where we are. [00:07:18] So we started out with a few different design options. [00:07:21] Again, as Debbie had mentioned, this is now our third design, I guess, scope or package that we have put together. [00:07:30] We have refined it over our meetings. [00:07:32] We've come back. [00:07:33] We started fairly modern with our designs. [00:07:36] We had some wave options, some mesh materials, and some more modern colors, [00:07:42] more of the modern colors that we tried to use or presented. [00:07:48] Was this teal design or one of the teal colors for, as I mentioned, the more modern designs that we initially had? [00:07:55] We came back twice, and through Debbie and Lisa and Robert, [00:08:00] they told us that they would like to go into a more traditional direction [00:08:04] and incorporating some of the things that you guys had here already within the city. [00:08:09] As you can note, the bottom base would be the main sign here, which would be, I guess, your main monument or entrance sign. [00:08:16] The stones that are used are the stones that you have in your memorials around your Sims Lake Park. [00:08:22] So we're trying to incorporate some of that as well as keeping it more modern with the finials on top of the poles [00:08:27] and things of that nature that you would see more of in your historic downtown region. [00:08:33] Again, this was a little bit more modern with the shapes of the signs. [00:08:38] So we decided, after we reviewed it one more time, we came up with this, [00:08:43] which, as voted on, I guess, or agreed upon by everybody, was the final option that we would like to move forward with, [00:08:51] if you guys obviously would be okay. [00:08:54] You can see here there's three sign types. [00:08:57] Here's your main entrance sign, which would be the City of Newport, which you established in 1924. [00:09:02] Your secondary entrances that would not be your main entrances, obviously, would be the vertical sign, the New Port Richey. [00:09:11] And then this is your basic one-panel directional sign with the arrows directing to various points throughout the city. [00:09:19] In the back of the sign, you can see we had a little design in the back with the palm trees that was influenced. [00:09:25] I think, Debbie, you had brought that to our attention as something that you would like. [00:09:31] Here's your double panel and additional different kinds of sign types. [00:09:34] But here, we put together earlier today, this is not the exact color. [00:09:39] It was printed on a big plotting printer, so it's a little faded. [00:09:43] But the basic idea is to see the size of this type of sign. [00:09:48] This would be posted about minimum height would be seven feet off the ground, so you could be visible through with cars and pedestrians. [00:09:59] There's a little palm tree design on the back. [00:10:01] So this is what everybody has agreed with when trying to move forward. [00:10:09] Additionally, other work that we have done, and don't mind that number one right in the middle of the water where you're not going to put a sign there. [00:10:16] It's supposed to be just with the resizing, it kind of moved it over to the left. [00:10:20] But these are locations that we have established throughout the city. [00:10:23] We have driven around, come up with these numbers correlate to various signs. [00:10:28] Whether it's going to be entrance signs, directional signs, signs telling you where the aquatic center is, so on and so forth. [00:10:34] This will be the next step in the process when we sit down with Debbie, Lisa, and Robert to discuss the actual messages that will be going on the signs. [00:10:50] So we've driven around the entire city that has been laid out, and we've placed signs strategically where we thought would be best used. [00:12:01] But before we get to that, I think Jeremy and Lisa would like Jeremy to touch base on more of the materials [00:12:07] that would be used as far as support. [00:12:11] Good evening. [00:12:12] I'm Jeremy Delwell. [00:12:13] I'm the project director for KMA Design. [00:12:17] Just to kind of go down through a little bit, I don't want to backtrack too much, [00:12:20] but going back to some of the designs, obviously you're going to have a steel structural pole as your support, [00:12:26] along with an aluminum fluted post that would sleeve over top of it with a decorative base. [00:12:33] Now, obviously with limitations and specifications through MUTCD and Florida DOT, [00:12:41] it kind of limits the amount of design work that you can do [00:12:44] and the amount of colors and contrast that you have. [00:12:47] It also dictates the copy height for the reflective vinyl copy that would be on the sign panels, [00:12:53] which would be painted aluminum with a UV clear coat to kind of protect the saturation of the color [00:12:59] so it doesn't fade as quickly over time. [00:13:02] And then, like Anthony had mentioned earlier, the stone base work that would be around your main entrance signs, [00:13:08] as well as your secondary primary locators, would have the stone base that would go around it [00:13:16] that would tie into the Sims Park memorials that you have as well. [00:13:26] I have a question. [00:13:27] So the City of New Port Richey, the monument type, right now we have one in front of Walgreens [00:13:33] and then we have one by the chamber. [00:13:35] Will this be replacing that one or will it be a different one at the Walgreens? [00:13:40] The Walgreens, that's the one coming up from 19th? [00:13:43] On Main and 19th. [00:13:44] We were looking at putting this and replacing this. [00:13:48] All your main entrances. [00:13:51] Okay, and then I think there's another one on Congress as you're coming off of Rowan. [00:13:56] I believe there's another sign. [00:14:10] And you have one on Grand Boulevard down past Marlowe Elementary on the west side. [00:14:19] We talked about you before you got here. [00:14:52] Yeah, because it seems like these have more places to go on one sign. [00:15:00] That's just, you have some signage, I guess what you, for lack of a better term, signage pollution. We have too much going on, and I think the idea is to try to reduce it and have one concept throughout the city, and we're going to try to reduce as much as we can, but keeping everything on the map. [00:15:17] I agree with the one concept throughout the city, but with all due respect to you and to our staff, I'm not really loving the design at all whatsoever. [00:15:26] I was very, very encouraged when I read your initial proposal. I saw some things in there that I thought looked great. [00:15:32] We identified waterfront cities, identified the geographical area where the cities were located. [00:15:39] To me, this is very, and I'm not a graphic designer or anything, but just my opinion as a Newport resident, very generic, just not a lot to it. [00:15:50] This study took longer than I'd hoped. I asked earlier at the first meeting when we approved the study. It just seemed like it was a long time ago. [00:16:02] Like I said, to sum it up in a nutshell, I'll say once again, with all due respect to staff and your company, I was very encouraged when I read the proposal, but I'm not in favor of the final proposal outcome here. [00:16:15] That's just one opinion out of one council member up here out of five. [00:16:19] We could certainly make edits, but again, just saying that we started modern and we wanted to go a little bit more traditional. [00:16:30] This is the only product we've seen. [00:16:46] My biggest thing in looking at part of this was how we were going to address ... This is just a historical sign. [00:17:50] You rightfully put it, we've got sign pollution, and we've got 15 years of, [00:17:58] well, we need a directional sign to get us to the rec center, or we need one to get us to the police department. [00:18:04] Main Street, years ago, did a little sign program downtown with these bracketed signs. [00:18:10] They have this seal, and then everything washes from there. [00:18:16] Then, obviously, our street signs have gone through multiple changes over the years. [00:18:23] I think it's important for us to get back to the consistency. [00:18:30] When you come into the city of New Port Richey, or you know once you come in, [00:18:34] it brings you in, and you know where you're at. [00:18:37] You've looked and seen that there's a couple of streets where part city, part county, those kind of things. [00:18:43] Limited, in some ways, to get the directional element to it, [00:18:48] but one to make sure that it's ours and we can embrace it. [00:18:54] I'm not sure if your creativity got pushed around a little bit, [00:18:59] because obviously we're seeing this product. [00:19:03] I don't know how to structure the request in trying to better blend creativity with final product. [00:19:23] That's my question. [00:19:27] One of the issues that we have as a city of New Port Richey [00:19:30] is that there is a mailing address of New Port Richey that is not in the city limits. [00:19:35] I think specifically to have the signage that just says New Port Richey with that, [00:19:40] it's saying city of New Port Richey. [00:19:42] I think that is critical. [00:19:44] Looking at just one of the signs that's currently at Main and Bank, I believe it is. [00:19:50] It's on a pole. [00:19:51] It's really looking very sad. [00:19:53] It's this black one. [00:19:55] I get that, but it did identify us as a Main Street City. [00:21:14] There's nothing unique about it that lets you know, oh, you're in downtown [00:21:19] or in the Newport City limits, not just the surrounding Newport, [00:21:23] that's three or four zip codes. [00:21:28] Like I said, I wish we had the proposal here that we read and we approved you all, [00:21:31] because there are some things in there I loved. [00:21:34] But this is a total opposite end of the spectrum, in my opinion. [00:21:39] The purpose of tonight's discussion is to gain your input. [00:21:42] So the comments that you have advanced have been very helpful to us. [00:21:48] I think from the staff's perspective, we were pretty anxious to get you a design. [00:21:52] We've been working on the design phase of this project for many, many months. [00:22:00] In retrospect, I wish that I would have showed you some more of the design work [00:22:05] that had been presented to us, and with your permission, I'd like to do that. [00:22:08] Absolutely. [00:22:09] Like I said, I think your company has it in you to bring us what we want. [00:22:12] This just isn't it. [00:22:14] We've had about maybe, I would say, I think a fair estimate would be about 12 different concepts. [00:22:19] And we've kind of narrowed it down to this. [00:22:47] And then, obviously, if we have to, not if we have to. [00:22:51] What we should do is have a three-hour charrette one night, and people that want to show and go. [00:24:01] So when you guys come up with a decision in terms of a design concept, last thing we really have to do is sit down and review the messages on these signs, [00:24:10] because we have ourselves gone through and located where we think they would fit best. [00:24:15] So the time gap from when you and the group decides what sign design concept they like, it will be a minimal time spent to actually get to fabrication. [00:24:26] To me, this project, and I'm so glad we embarked on it, it's so important, so very important. [00:24:33] And I just want to be sure we get it right. [00:26:59] So West Pasco County is hopefully going through a revitalization process. [00:27:05] It's a very old area, [00:27:07] and we're trying to redevelop along the U.S. 19 corridor in a lot of our area.
