[00:02:00] Yes, sir, Mr. Mayor. We have the swearing-in of a new officer and tonight our [00:02:08] Attorney Joe Pawlik will be conducting the ceremony and we'll ask Officer [00:02:16] Milano to join us up front, please. [00:02:25] Thank you. [00:02:33] Council Members, it gives me a really great pleasure to introduce to you [00:02:37] tonight our newest officer. It's William Milano and I want to just tell you a [00:02:43] little bit about him. His family comes from a long line of police officers. His [00:02:47] mom and dad were here, worked with me at the Tampa Police Department back in, they [00:02:53] started in 1976 and I started in 1975 and they both did long careers there. He [00:03:00] also has two brothers that are here tonight that are also Tampa police [00:03:03] officers and have been for a good length of time. Our new officer, Milano, comes to [00:03:12] us after serving for 11 and a half years in the United States Marines where he [00:03:16] rose to the level of captain. We're very, very proud of the fact that he has [00:03:21] chosen our department to make his home. So that's what we're, that's what [00:03:28] it's about tonight is to swear him in and so I think we can go ahead and get [00:03:32] about that but I didn't even mention the history that he's got. It just, it means a [00:03:37] lot to us that are in law enforcement when we see someone that comes from such [00:03:40] a rich history. Would that go? [00:04:04] Brothers too? [00:04:10] Yeah. [00:04:22] I will. [00:04:22] Mhm. [00:04:40] What? [00:04:46] Yeah. [00:04:53] Yeah. [00:05:01] Yeah. [00:05:02] Mhm. [00:05:11] Yeah. [00:05:16] Oh, [00:05:16] yeah. [00:05:24] Well, [00:05:34] thank you. [00:05:35] Mhm. [00:05:41] Okay. [00:05:49] Mhm. [00:05:59] And another important part is who pins the badge. [00:06:06] Is who pins the badge on this officer? In this case, it's going to be his dad. [00:06:11] Matter of fact. [00:06:29] Mhm. [00:06:33] What? [00:06:35] Yeah. [00:06:40] Mhm. [00:06:43] Yeah. [00:06:51] Mhm. [00:06:57] Yeah. [00:07:02] Yeah. [00:07:02] Mhm. [00:07:10] I'm officer too. I'd like to not only thank you for joining us, but thank you [00:07:14] for your service to your country too. There's one more person that's coming [00:07:19] down. It's very interesting to me. This fella, he started in 1976 as well and he [00:07:26] and I worked out in judo for many years at the Tampa Police Department and there [00:07:31] was no way I could ever throw this guy. He threw me around like a rag doll. [00:07:35] So it's really, really nice to see him here too. Let's see. All right. Get in [00:07:41] a little closer. [00:07:56] Yeah. [00:08:01] Mm right. [00:08:16] Thank you. [00:08:18] Yeah. [00:08:24] Okay. [00:08:26] Pretty much just put your foot back on. [00:08:31] Okay. [00:08:34] Okay. [00:08:41] Okay. [00:09:01] Okay.

[00:13:34] Office. Ma'am? Mr. Mayor, members of the City Council, the item that is before [00:13:40] you this evening represents two different requests. The first is for a [00:13:47] final deductive change order in the amount of $195,211.91. [00:13:54] The second relates to a final pay request in the amount of $129,579.74 [00:14:02] from Dallas One Construction, and Mr. Rivera is prepared to present this item [00:14:07] to you in detail. Thank you. The scope of work of this project was a construction [00:14:12] of an eight-foot multi-use path that began at the Cody River Park at Mass, [00:14:17] Massachusetts Avenue and Grand Boulevard, tied into the Morton Plant Hospital [00:14:22] Wellness Trail and to the rec center before it terminated with the Starkey [00:14:28] Trail located at Congress Street and Massachusetts Avenue. The original do [00:14:34] not exceed amount for this project was $768,484, and the final construction cost [00:14:41] was $573,272.09. The deductive change order was because we didn't have to [00:14:51] utilize our owner's contingency and then our field verifications as far as road [00:14:57] materials wasn't utilized like we've [00:15:00] thought it might be. The ground was very conducive for us to install [00:15:04] a D curb without losing much of the southbound lane on Massachusetts Avenue. [00:15:09] The funding was identified as street improvement dollars, and we would ask [00:15:13] that you approve the deductive change order as well as the final pay request. [00:15:17] Thank you. I'll open this up for public comment. [00:15:20] Seeing no one come forward, I'll bring it back to council. [00:15:23] Move for approval. [00:15:26] Second. [00:15:27] The maker? [00:15:28] Second. [00:15:28] The seconder? [00:15:30] No, great. [00:15:32] There's been talk about having a, people have asked me, I'm personally not sure [00:15:36] it's necessary, but possibly having a ribbon cutting, just let the public know [00:15:40] that that pathway is open all the way to the, yeah, well, the rec center and [00:15:50] the hospital, sorry, I'm trying to bring something up on my computer. [00:15:53] If that's something y'all would be interested in, [00:15:55] just to kind of bring it to the public's attention. [00:15:57] But I personally feel people drive by and see it themselves, but [00:16:00] I told them I'd bring it up at a council meeting and see what y'all thought. [00:16:03] Yes, ma'am. [00:16:04] Thank you. [00:16:05] In response to Councilman Starkey's request, the staff will facilitate [00:16:10] a ribbon cutting ceremony and a public release of a press announcement as well. [00:16:18] Well, it wasn't exactly a request, I'm just bringing it, [00:16:20] I was asked to bring it up at a council meeting. [00:16:22] I'm not harmless in driving. [00:16:24] It's not necessary. [00:16:25] I just wanted to kind of give Charles an opinion. [00:16:28] It wouldn't hurt if you've done it in the past. [00:16:31] Is there a flyer available or something available that you can actually [00:16:37] package in the backpack? [00:16:41] Okay. [00:16:42] Anything else? [00:16:43] No. [00:16:44] Is there something that could be available at the rec center?

[00:20:24] Mr. Mayor, members of the city council, this agenda item [00:20:29] is for the replacement of lighting fixtures [00:20:32] at the police department's property at the east parking lot. [00:20:37] The security wall fixtures and the fixtures on the front [00:20:40] soffit of the police department building, they're all deteriorated [00:20:44] and in need of replacement. [00:20:46] Our recommendation is to contract with Heroic Roads Electric, [00:20:51] who recently responded to the city's recreation center's request [00:20:55] for a proposal for a lighting project. [00:20:58] We would like to piggyback off of their contract [00:21:01] and have all of the work done at the police headquarters [00:21:05] for an amount not to exceed $14,825. [00:21:10] This expenditure was included in the police department's fiscal year 2015-16 [00:21:15] budget as an anticipated expenditure. [00:21:18] Thank you. [00:21:43] I'm sorry, what's $727,000? [00:21:45] Mine's on page 78. [00:21:52] That has the $14,825. [00:21:55] Is what you're looking at the actual proposal? [00:21:58] Yes. [00:21:59] There's actually two things in that initial proposal. [00:22:02] One was for bollards to be put at the front of the police department. [00:22:06] That's not part of it. [00:22:08] We're not recommending it at this time. [00:22:10] Okay, okay. [00:22:13] Any other discussion? [00:22:17] Hearing none, all those in favor, please signify by saying aye. [00:22:20] Aye. [00:22:52] Nothing. [00:22:53] To the second. [00:22:54] Nothing. [00:22:55] Councilman Phillips? [00:22:57] No, I'm good, Mayor. [00:22:59] For those of you who have been watching this on TV, [00:23:01] the speaker is right over my head, [00:23:03] which is why I keep looking up to talk to Councilman Phillips. [00:23:07] I'm good with this as well. [00:23:09] If there's no further discussion, all those in favor, please signify by saying aye. [00:23:12] Aye. [00:23:13] Aye. [00:23:14] Opposed, light sign. [00:23:16] Motion passes. [00:23:17] Next is board appointment of Rob Omen to the Parks and Rec Board. [00:23:21] Ms. Manns? [00:23:22] Mr. Mayor, currently there is a vacancy on the Parks and Recreation Board [00:23:30] as an alternative.

[00:23:49] Thank you. [00:23:50] I'll bring it up for public comment. [00:23:52] I'll point out Mr. Omen is in the audience. [00:23:55] It's your last chance to run now. [00:24:13] You didn't get my job. [00:24:14] I'm glad you came aboard. [00:24:16] Likewise, I was very pleased to see that you applied. [00:24:19] I think it'll be a great learning experience for you [00:24:21] to get involved with the city. [00:24:23] Councilman Phelps? [00:24:26] No, I'm good. [00:24:28] There's no further discussion. [00:24:29] All those in favor, please signify by saying aye. [00:24:32] Aye. [00:24:33] Aye. [00:24:34] Opposed, light sign. [00:24:37] Rob, welcome aboard. [00:24:41] This is not quite a record meeting, but we're going pretty doggone close. [00:24:45] Next is a three-minute report from economic development. [00:24:54] I don't think you're on. [00:25:03] Thank you very much, Mayor. [00:25:05] We continue to see really strong interest in the state of Newport Ridge [00:25:10] from the major projects that we work on, [00:25:13] which take many months to evolve, [00:25:15] all the way down to a small snow cone business that's opening up next to

[00:25:18] Pasco Camera. [00:25:20] Very excited about the number of inquiries we have [00:25:23] and the people that come to my office all the time. [00:25:25] What's of added benefit is actually the hiring of the main street director [00:25:29] within economic development. [00:25:31] KC is just really great to work with, [00:25:33] and it allows us to provide an even greater closeness to the cities [00:25:38] and continue to strengthen those relationships with local businesses. [00:25:43] We have a wine and cheese shop moving into town, [00:25:45] and they're progressing through development, [00:25:48] and I think their project is going pretty well. [00:25:50] It should be a pretty exciting business where it's going in the old main street [00:25:54] gallery, which is really exciting. [00:25:59] What I wanted to show you was that we had the University of Florida do six [00:26:03] interior design concepts for the Hacienda, [00:26:06] and we continue to evolve this property. [00:26:10] I simply wanted to share with you at least one or two of these projects. [00:26:15] What they were supposed to do at the University of Florida was to come up [00:26:21] with interior design of taking the whole entire Hacienda and making it [00:26:25] basically destination-style restaurants. [00:26:27] Then the second floor would be what's called the change management concept. [00:26:32] These students were really on the creative edge. [00:26:36] On May 24th, we're going to show this, [00:26:39] these six different projects to the friends of the Hacienda group. [00:26:43] I'm sorry, the second floor would be what? [00:26:45] The second floor actually was the change management company. [00:26:51] The professor there felt that though he'd like to have it go as a boutique [00:26:56] hotel, they felt that they wanted to do something a little different [00:27:00] that they've done before. [00:27:01] What if the top floor was nothing but one company came and bought the whole [00:27:05] property, rented out the bottom Hacienda for a destination-style restaurant, [00:27:10] and used the top for a corporation that would just create a whole different [00:27:15] style of offices up there. [00:27:16] Actually, for millennials, it was pretty interesting what they did. [00:27:19] We're always trying to think outside the box. [00:27:22] These designs are really quite fascinating.

    Three Minute Report: Economic Development

    discussed

Economic Development staff presented conceptual student design projects from the University of Florida School of Architecture reimagining the Hacienda property. Six student teams developed themes including a 'Luxor' silver-screen concept and a 'Havana nights' concept, featuring destination restaurants, retail spaces, courtyards, mezzanines, and second-floor corporate/incubator offices. The presentation was informational only with no action taken.

[00:27:27] We actually sat with the dean of the School of Architecture and Bert Bender [00:27:32] and quite a number of individuals at the university. [00:27:36] This is actually one of the projects the students submitted. [00:27:39] What they have come up with here is actually a theme for the Hacienda. [00:27:44] This is, again, student stuff, whimsical, luxurious, powerful. [00:27:49] They designed everything from all the way down to the furniture, [00:27:52] and they come up with a sense of style. [00:27:55] They actually kind of sketched out the Hacienda. [00:27:57] If you kind of look in the middle of this slide right here, [00:28:00] you see a big sign there called the Luxor. [00:28:03] This was actually kind of patterned after the silver screen era. [00:28:07] They kind of took that fencing out, which is really quite interesting. [00:28:11] They had to do different elevations and different layouts. [00:28:14] What you see over here is actually two retail spaces on the first floor. [00:28:19] This would be a side elevation. [00:28:21] Again, the bottom area would be the whole restaurant area, [00:28:24] and then the top part would be these whole set of corporate offices here. [00:28:31] Again, they come up with different furniture styles, different fabric textures, [00:28:35] different types of window treatments, and different types of fields. [00:28:39] They really, really fascinated each one of these projects. [00:28:42] This is perhaps my most favorite slide. [00:28:44] Again, you can see the students are being very creative. [00:28:47] This is actually the dining room area there, [00:28:49] and this is actually the archway that we all see inside the Hacienda. [00:28:53] Again, the entire first floor would be a destination-style restaurant. [00:28:57] This would be kind of the layout design. [00:29:00] Again, most of the students kind of held this wing here as a retail component. [00:29:04] They did a lot of really great things with their courtyard. [00:29:07] Then they called this the mezzanine. [00:29:09] That's that middle floor there, [00:29:11] and a lot of them had different kinds of concepts for that. [00:29:14] Again, this would be the entire restaurant space. [00:29:18] What I like about this slide is this is actually where the fireplace is. [00:29:22] A lot of the students actually kind of kept the chandeliers here, which is kind of cool. [00:29:26] But see, this is the bar back here in the reservation desk, [00:29:29] and that was really one of the great things that we found out from interior design. [00:29:32] This actually worked both inside and outside as a bar, [00:29:35] where most of us think that's the reservation desk. [00:29:38] These students were really, truly creative. [00:29:41] Then the second floor, they had to come up with a logo for a corporation, [00:29:46] and again, it's along the concept of millennials [00:29:49] and what kind of workspace that they kind of consume. [00:29:52] Again, you can see a very creative open space, [00:29:56] adaptable, innovative vibrancy kind of thing. [00:30:00] energy dynamic. And again, this would be the layout of the space, the different rooms up here. And one of the things we questioned was the [00:30:08] bearing walls here. And they said they blew up the budget on that issue. Classic example of the space. Again, you can see, you know, just really [00:30:17] kind of modern. Really interesting. We began to thought, what if we put that on the second floor of the business incubator? You know, really [00:30:25] quite interesting what these students kind of came up with. Again, some more sketches. And again, some more interior designs of the [00:30:32] second floor. And that was one of the student teams there. We have one more that we can show real quick. There's a total of six of these. [00:30:43] This other one here is a second project that the students have done. And again, you know, it's really adapted the use of the facility. Their [00:30:56] concept was dynamic, exotic, lively. One of the Havana nights. Again, you can see that they come up with different textures and, you know, [00:31:06] actually that little thing right there is actually from the hacienda on the back part of it. This is actually the lobby area again. You can see the [00:31:17] fireplace there. Chandeliers are kind of there. And again, this is more of a fine dining destination restaurant. This is what they call that. The [00:31:27] courtyard was really quite fascinating. I think it's in this slide that we get to see some interesting things in the courtyard. This wall right here [00:31:35] is actually, do you see the archway right there? And this is the wall. So these students actually blocked off that wall and kind of made this the [00:31:42] dining area as opposed to the other side. And again, out back there would be your matador room, which was really quite interesting. And again, you can [00:31:50] see how they kind of did the archway and did some creative aspects. I think one student put waterfalls in the back of that. Again, they have the bar here [00:31:57] running across the back of the fireplace. And I believe this is the mezzanine area, the internal floor there. Some had cigar bars in there. Some [00:32:08] students had a salsa dance, an Argentine tango dance floor there. One did kind of a museum there. This would be the second floor. What I like about this is [00:32:19] this logo. So this is the chain's management company would be the type of operation there. And again, the whole discussion was global chains for large [00:32:29] corporations and it would facilitate those offices from this location. And again, you can see this would be the second floor and how they took a lot of the [00:32:37] drawings. Bert Bender had recommended this project to the students, our architect. And again, this one has a little bit more of a wall structure, which was kind [00:32:45] of interesting. And again, you can see the wide open spaces and different cubicles for people to kind of work there. And again, the floor layout, which was really [00:32:54] quite interesting. The students were challenged as to where to put the elevator in the building and a lot of them did kind of put it up in here. And again, you can see a lot [00:33:03] more of the different types of spaces and textures. It was a really great project to kind of get some new interesting outside the box concepts for the [00:33:12] property. And that's it. There's a couple more here. I invite you to my office, but those are some of the things that are happening in economic development. Thank [00:33:23] you. Any questions, comments? [00:33:29] No, it's cool to see, actually, just so the public knows that's not definitely what we're doing with the hot sand. It was just a project at the University of [00:33:35] Florida, but it's cool to see some new ideas from young, vibrant people like that. I like some of those images. [00:33:41] Yeah, I mean, the professor was Linda Stevenson, who is an architect out of Sarasota, drives all the way up to UF. And, you know, what's really been great about [00:33:53] interfacing with all these different individuals who are architects is that most of them are part of the Historic Preservation Board up in Tallahassee. So the [00:34:01] really true benefit to the city is how we've been able to elevate this property. And a lot of people are paying, you know, are really excited about this and are [00:34:11] much more aware of the Hacienda and his presence with the New Port Richey these days. [00:34:17] Councilman Phelps, any comments, questions?

[00:34:22] No. [00:34:22] Very good. Thank you, Mariel. Next is Parks and Rec. Ms. Smith. [00:34:31] Very much. Just wanted to give Council a little bit of update of some of our current projects. Currently, we're nearing completion of installation of new windscreens on the [00:34:41] tennis courts. We put our logo on them so they look really great. We also are installing new window coverings on the inside of the gymnasium that block 80% of the [00:34:51] sunlight. And we did that for the safety of the pickleball players because they told us they were being blinded by the morning sunlight coming in. [00:34:59] CVG funding has been approved for new restrooms at Francis Avenue Park. We are currently in the process of distributing and requesting an RFQ to obtain a firm to do a master plan, a Parks [00:35:12] Master Plan, which will update existing facilities as well as investigate possible additions such as a skate park would be one possibility. Speaking of skate park, the skate park at the Recreation and Aquatic Center now is open and remains open and is free. [00:35:29] And that word is quickly getting around. The tennis, the fitness equipment has been ordered with an anticipation of delivery date, anticipated delivery date of July. [00:35:40] You received a fan tonight on the dais and that gives you the schedule on the backside of our summer sunset concert series that is free at Sims Park on those four different dates. [00:35:52] Actually, I'm not supposed to announce this till tomorrow, but I'm going to go ahead and do it tonight. We just received a national recognition as Playful City USA Community again for the eighth year in a row. [00:36:03] And they will officially announce that tomorrow with their press releases. I'd like to thank Public Works for all the work that they're doing at Peace Hall with windows, doors, and painting. [00:36:12] And then we have a professional photographer lined up that's going to come in and do some nice photos. And we've acquired a free web page that's going to assist us to market that. [00:36:21] But even without doing a lot of marketing yet because we're waiting for that work to be done, we currently have reservations most weekends, May through November, right now as it is. [00:36:30] We also wanted to welcome Rob Oman. He did attend the May meeting of the Parks and Recreation Advisory Board and met all the members. We're really pleased to have him. Thank you. [00:36:40] Great. Any questions? [00:36:43] Can you go back to the beginning? You said you're having some kind of a group look into something. Could you expand on that a little bit? [00:36:53] The master plan? Possibly. We have in the budget to complete a parks master plan this year. And we've developed an RFQ, which is Request for Qualifications for Firms. [00:37:04] So we'll be going out with that. And then once we receive those proposals, we'll interview firms, select one, and they will look through a series of public meetings and on-site visits. [00:37:18] They will look at our parks, existing facilities that possibly need updating, and then they'll also look at possible additional improvements to the parks. [00:37:28] Is that working hand-in-hand with SFA? [00:37:33] With who? [00:37:36] Sports facilities. [00:37:40] No, it's not. And really, for us to be able to go after grant funding also, you do need to have a master plan, a current master plan in place, and that's part of this requirement. [00:37:52] I hope they'll be looking at the smaller parks as well. We call them parks, but there's really nothing there but a bench, like the Jasmine Park. [00:37:58] They absolutely will. We've included undeveloped park land also in the request. [00:38:08] Councilman Phillips, any questions, comments? [00:38:12] No, sir. [00:38:14] Ms. Smith, I was going to ask about your communications, but we're close enough. Do you have a headcount on Saturday night's moving? [00:38:22] I tried. I was there, and I didn't see any green space in that whole circle. I'm going to be conservative and say 600, but it could have been more. [00:38:34] Thank you. And thank you for your report. Next is communications and reports. Councilman Phillips. [00:38:44] Nothing, Mr. Mayor. [00:38:46] Councilman Starkey? [00:38:48] I'm not going to take up a lot of time. I just want to make one comment to both chiefs, actually. It's nice to see when we add a new police officer, a new fireman, the support from their colleagues. [00:39:03] Every time we square somebody in, it's like the place is filled with their colleagues that they will be working with. I think it's cool. It's good to see the camaraderie.
