[00:01:49] And whereas the American Red Cross collects 40% of the nation's blood supply, [00:01:54] provides 24-hour support to military members, veterans, and their families, [00:01:58] teaches millions of life-saving skills such as life-guarding and CPR, and [00:02:02] through its Restoring Family Links program, [00:02:04] connects family members separated by crisis, conflict, or migration. [00:02:08] And whereas the American Red Cross dedicates the month of March as [00:02:11] American Red Cross Month in order to recognize and [00:02:16] thank American Red Cross volunteers who serve as everyday heroes by donating their [00:02:21] time and resources to help members of their community. [00:02:24] And whereas these everyday heroes provide help and [00:02:27] hope during a disaster, housing assistance after a disaster, [00:02:31] deliver comfort items to military members in the hospital, and [00:02:34] vital vaccinations to children around the globe. [00:02:37] And whereas the city of New Port Richey has a long history of helping our neighbors [00:02:41] in need, our community depends on the American Red Cross to help fulfill this [00:02:45] humanitarian mission. [00:02:46] Now I therefore, Rob Marlow, Mayor of the City of New Port Richey, do hereby proclaim [00:02:50] the month of March as American Red Cross Month in the City of New Port Richey. [00:02:54] Thank you. [00:02:57] Would you like to say anything? [00:02:58] Sure. [00:02:59] Thank you, Mr. Mayor. [00:03:00] Thank you, Council Members for New Port Richey. [00:03:03] It truly is an honor to accept this proclamation on behalf of our volunteers [00:03:06] and staff of the American Red Cross that serves New Port Richey and Pasco County. [00:03:11] We strive every day to serve this county and the city, and [00:03:14] do the best job that we can to help those who are really on their worst day, [00:03:17] and have had some sort of disaster, are separated from their families, [00:03:21] have a military emergency. [00:03:23] The Red Cross is there 24 hours a day, seven days a week, [00:03:25] helping folks that are in their most desperate hours. [00:03:28] So thank you again. [00:03:29] We really appreciate this honor, and we'll continue to be here for [00:03:32] the citizens of New Port Richey throughout.

[00:03:35] Thank you very much. [00:03:35] Next, I'd like to ask Mr. Del Deschamps to come forward. [00:03:43] We have a proclamation for Florida Loquat Day. [00:03:54] And I will tell you I've learned more about loquats in the last year from [00:03:58] Mr. Deschamps than I thought was possible. [00:04:01] Whereas the loquat tree is an ornamental tree that produces a small yellow fruit [00:04:07] that are full of important nutrients, and whereas the loquat tree, [00:04:11] a member of the rose family, is common mistaken for the kumquat tree, [00:04:14] a member of the citrus family. [00:04:16] And whereas the loquat tree needs little water to thrive and [00:04:19] can withstand the extremes of Florida's winter cold and summer heat. [00:04:23] And whereas the loquat tree can produce 100 pounds or [00:04:26] more of fruit in a given season. [00:04:29] And whereas on April 5th, 2014, the Ecology Florida and [00:04:34] Friendship Farms and Fair hosted the first ever Florida Loquat Festival. [00:04:41] An educational event featuring local professionals who shared the loquat's [00:04:44] history, the importance of urban agriculture on several different ways to [00:04:48] create loquat compotes, preserves, pies, garnishes, and [00:04:52] other specialties for tasting and sale. [00:04:56] And whereas due to the overwhelming popularity of the previous year's [00:04:59] festivals, Ecology Florida, Friendship Farms, and Fair will be hosting the third [00:05:04] annual Florida Loquat Festival on Saturday, March 26th from 9 AM until 1 PM [00:05:11] at the Francis Avenue Park. [00:05:13] Now, I therefore, Rob Marlow, Mayor of the City of New Port Richey, [00:05:16] do hereby proclaim March 26th, 2016 as Florida Loquat Day. [00:05:22] And encourage all of you to meet me and Mr. [00:05:24] Deschamps at the park on the 26th. [00:05:28] Would you like to say a word? [00:05:30] I'll say just a few words about the importance of this event for [00:05:34] the city and indeed for the region. [00:05:37] This is the only loquat festival in the entire nation. [00:05:41] We're the only one. [00:05:43] And as many of you know, loquats thrive in this area, [00:05:45] as the mayor read in the proclamation. [00:05:47] We do want to invite everyone to come and be part of the festival. [00:05:50] But in the meantime, if you happen to have a loquat tree and you'd like it [00:05:53] harvested, we'll be happy to send a harvesting team by to get the loquats and [00:05:58] include them in our preserves and our jellies and our jams. [00:06:01] And we'll also acknowledge you at the festival for your support. [00:06:04] I do want to thank the city very much for this proclamation and [00:06:07] the tremendous assistance we've gotten from Elaine Smith and her staff in [00:06:11] getting the park set up for the event. [00:06:13] And we truly, truly appreciate everyone on city council being behind this event. [00:06:17] So thank you all, city council members, city manager, thank you all so much. [00:06:21] And I will leave some cards and some posters with the city clerk, if that's okay. [00:06:28] Okay, that's great. [00:06:29] Thank you very much and I'll take. [00:06:48] Thank you, Mr. Deschamps.

[00:07:26] Next item is resolution 2016-10, Florida Fish and [00:07:29] Wildlife Conservation Commission Boat Ramp Improvement Grant. [00:07:32] Ms. Manns? [00:07:33] Mr. Mayor, members of the city council, the purpose of this agenda item is to ask [00:07:38] you to pass a resolution in support of the city's application to the Florida Fish and [00:07:43] Wildlife Conservation Commission for improvements at Sims Park. [00:07:51] The specific improvements that are contemplated are the construction of a restroom, [00:07:56] servicing facility, seawell repairs, ramp extension, and dredging. [00:08:06] The grant amount that the city is requesting is $400,000. [00:08:11] $300,000 of which would be administered on a reimbursement basis through FFWCC. [00:08:20] The city's required match would be $100,000. [00:08:25] And if you approve this resolution and the project is funded by Florida Fish and [00:08:33] Wildlife, the funding to support the project would be provided by Penny Per Pasco 2 Fund. [00:08:42] Thank you. [00:08:43] Open this up for public comment. [00:08:46] Please come, could you come to the mic, please? [00:08:50] And give us your name and address for the record. [00:08:57] Alfred Renato, 6448 River Road. [00:09:00] The only comment I have is during this, would this include anything on the water itself? [00:09:05] And specifically what I'm asking is, can we have a sign put up, [00:09:09] a federal sign that says, idle speed, no wake. [00:09:13] There's only one small sign now, it's on the bridge. [00:09:15] But when you're going down river, there is nothing to tell you to go idle speed, [00:09:19] and people are not going anywhere near idle speed. [00:09:23] At this point, the grant doesn't cover the signage, but [00:09:27] your request is duly noted, and we'll make sure that one's put in place. [00:09:30] Thank you. [00:09:31] Thank you. [00:09:32] Anyone else? [00:09:35] Seeing no one else come forward, bring it back to council. [00:09:37] Move for approval. [00:09:39] A motion and a second to the maker. [00:09:40] A couple of comments and questions. [00:09:42] I agree with that gentleman. [00:09:43] I speak to people that live on the river quite often, and [00:09:46] that Chief Bogart met with one of my neighbors last week, and myself, and [00:09:50] actually a few of my neighbors, and that's a complaint that we hear over and [00:09:53] over and over again, is the boaters in the river not going idle speed. [00:09:58] And if you keep your boat in the water, whether it be overnight or [00:10:01] for periods at a time at a floating dock or a seawall, you could really damage the boat. [00:10:05] So I know this summer and this spring we're looking for [00:10:10] to have our New Port Richey police boat on the water more as well. [00:10:13] But it's not just us, I want everyone to understand that Pasco County patrols [00:10:17] the river and the waterways, so does FWC, so does Marine Patrol. [00:10:22] So I think we need to maybe reach out to those folks and [00:10:25] maybe get them to come further up the river, rather than just as far as hooters [00:10:28] and turning around, maybe on busy weekends. [00:10:31] I mean, if they're out there and they make their point known a couple times, [00:10:34] I don't think we're going to have such issues. [00:10:36] And then a couple of questions regarding the seawall. [00:10:38] Ms. Manns or Robert, whoever wants to answer them. [00:10:41] Number one, I'm very excited about the new bathroom facilities, [00:10:43] having toilet bathrooms. [00:10:44] I think that's very important, that boat ramp is used quite often, as we know. [00:10:48] With the seawall, we're going to make it wider? [00:10:51] Because a lot of people have been fishing off the seawall at the boat ramp. [00:10:53] Right now it's pretty narrow, or are we just doing the waterfront itself? [00:10:57] What's the projections on that? [00:10:59] What we've called out as far, and these are just preliminary designs. [00:11:03] We can get further detail later on, but the preliminary designs call for [00:11:07] the stabilization. [00:11:08] I think everyone knows that we've got problems with our seawalls and [00:11:11] the condition that they're in with the water intrusion behind them. [00:11:15] So the first thing that we've got to do is try to stabilize what we have. [00:11:19] Now, the sidewalks that are behind that possibly could be widened [00:11:25] to accommodate people sitting around or something like that. [00:11:28] But so far, the main portion of the funds here will go to stabilizing the seawall. [00:11:33] So they haven't been approved yet, we're just optimistic we will get approval for [00:11:37] the ramp? [00:11:38] Correct, well we have to, for us to be able to fill out the application and [00:11:42] apply for the funds, council has to approve a resolution. [00:11:46] Gotcha, that's all I have, thank you. [00:11:48] Second. [00:11:48] Yes, and the question that I had is, so the anticipation, [00:11:52] the dollar amount that we chose, was that what they were offering, or [00:11:55] is that what we determined this project will cost? [00:11:57] There's a guideline when you apply for the funds like this, and [00:12:02] they give you so many points for the different categories that you do. [00:12:07] In this case, we could have applied for half and half, [00:12:10] we could have applied for 25%, and you get so many points, and [00:12:14] that's what helps rank you in front of other agencies. [00:12:18] So we're anticipating that the project would be about 400,000? [00:12:22] Correct. [00:12:23] Thank you. [00:12:24] Councilman Davis. [00:12:25] Thank you. [00:12:26] I have no questions. [00:12:27] There's no further discussion. [00:12:28] All those in favor, please signify by saying aye. [00:12:30] Aye. Aye. [00:12:31] Opposed, like sign. [00:12:33] Motion passes.

[00:12:41] The request before you this evening is submitted on behalf of the Chasco Fiesta. [00:12:47] Specifically, they're asking for beer and [00:12:51] wine sales taking place in Sims Park on Thursday, April 7th. [00:12:56] From 5 o'clock PM to 11 o'clock PM on Friday, April 8th. [00:13:54] Looks like you've got an amazing set of musical acts for nine straight days. [00:14:00] It's going to be a good event. [00:14:03] There's no further discussion. [00:14:10] Next item is a alcoholic beverage special event permit for [00:14:14] Wine Down Wednesday. [00:14:16] Ms. Manns. [00:14:17] Mr. Mayor, this event is a new event, and [00:14:21] it is sponsored by the Trinity Rotary Club. [00:14:25] Their plan is to host a craft beer and [00:14:28] wine festival on Wednesday, April 27th, 2016. [00:14:34] Their request covers the alcoholic beverage requirement. [00:14:44] And from 6 o'clock PM until 9 o'clock PM, and [00:14:48] the staff reviewed their application on March 1st, and [00:14:53] we are recommending approval of the event in Sims Park. [00:14:56] Thank you. Open this up for public comment. [00:15:00] We do have a representative from the event here. [00:15:03] Good evening, Council. My name is Matthew Kendall. I actually live in Land O'Lakes, but I work here in New Port Richey at the law firm Carlson & Meisner. I'm a member of the Cherney Rotary. [00:15:13] I'm here to answer any questions you may have. I really don't have any comment. I think this man's covered just about everything. We're not going to be selling any alcohol. [00:15:22] We're going to be more of a tasting event. We're going to have vendors that will be providing samples of whatever they sell at their local businesses. [00:15:31] We hope to get more local businesses than national chains like Great Bay Distributors, more like Bricks 33 or something along those lines. [00:15:39] Are you going to have food? [00:15:40] Yes, more of a cheese hors d'oeuvres type thing. [00:15:45] Thank you. Anyone else from the public wish to address Council on this? Seeing no one, I'll bring it back to Council. [00:15:53] Move for approval. [00:15:54] Second. [00:15:55] This is what I've been pushing for, events like this in the park. So although it's just six to nine on a Wednesday during the week, I'm very, very excited to invite all the people from the Cherney Rotary Club and people who don't live and don't come to downtown New Port Richey on a regular basis to see our new and improved park and downtown. [00:16:14] I'm just very excited. This is the type of event I've been speaking to Ms. Manns about, and I'm just very, very happy it's come to fruition. [00:16:24] I eat lunch here all the time. [00:16:29] Councilman Davis, I believe you were the second. [00:16:32] Welcome to Sims Park. [00:16:35] Again, April typically is a beautiful time of the year for weather-wise, so we wish you well. [00:16:43] As I told Mr. Kendall before the meeting back years ago when then-Mayor Scott McPherson first pushed and encouraged the rest of the Council to agree to allowing alcohol in Sims Park. [00:16:58] What he was saying we could expect would be some wonderful wine and cheese type events, and I'm glad to see we're going to have one here in April, so I'm very pleased. [00:17:09] There's no further discussion. All those in favor, please signify by saying aye. Aye. Opposed, light sign. Motion passes. We'll see you on the 27th.

[00:17:19] Next is the wastewater treatment plant bulk chemical purchases one-year contract extension. Ms. Manns. [00:17:25] Yes, Mr. Mayor, members of the Council. The contract with three of our purveyors for chemicals, which we use to support our wastewater treatment and our water treatment plant, elapses on June 24th of 2016. [00:17:44] All three of those purveyors are in a contract with the City, which was competitively bid, and it is a three-year contract on the first year with two one-year bid extensions. [00:17:58] The request before you this evening is to execute on the second one-year bid so that we can continue to buy chemicals at the price that was quoted originally when they submitted their bid to us on April 19th of 2014. [00:18:20] Thank you. Open this up for public comment. [00:18:25] Seeing no one come forward, bring it back to Council. Move to approve. Second. Mr. Starkey. No comments, thank you. Likewise. There's no further discussion. All those in favor, please signify by saying aye. Aye. Opposed, light sign.

[00:18:41] Next item is a fitness center equipment donation. Ms. Manns. Yes, Mr. Mayor. This agenda item is before you this evening as a result of the fact that we have ordered new fitness center equipment for the Recreation and Aquatic Center building. [00:18:59] The reason that we have advanced this to you is because we would like to make a donation to Gulf High School of our equipment, although, you know, it has outlived its useful life. [00:19:18] For us, it comes as a generous gift to those at the high school that are in need of equipment and without a funding source to provide something new, but we'd like to add this to their collection. With your approval, we'd like to make that donation to Gulf High School. [00:19:37] Open this up for public comment. You could give us your name and address for the record. [00:19:43] Boss. [00:19:47] I'm Kim Davis. My home address is in Land O'Lakes area, so I'm going to give you my word. 5355 School Road, New Port Richey. On behalf of Gulf High School faculty, staff, and students, thank you so much for all that you're doing and for this donation. [00:20:03] Gulf High School has been just a phenomenal supporter of all that we do. As you know, our school is sitting right now at about 70% free and reduced lunch, so a lot of our kids don't have opportunities to use this type of equipment and to experience the healthiness that can come from working out. So again, thank you so much. [00:20:21] While I'm here on a different subject, I have to thank Chief Kim Bogart and their staff. Last week we had some issues at Gulf High School with some students deciding to do some inappropriate things on the bathroom wall and creating a stir and some secured campus situations. [00:20:39] Chief Officer Brett Schombach, who is my SRO that you guys helped provide, did a phenomenal job searching the school, working with my kids, working with my staff, and working with my parents. So thank you for all that you do for our kids. [00:20:51] Thank you. [00:20:52] Thank you. [00:20:53] Anyone else? I'm seeing no one else come forward. Bring it back to Council. [00:20:58] Move to approve. [00:20:59] Second. [00:21:00] We have a motion to approve to the maker. [00:21:02] I'm just delighted. As a Gulf High mom, three graduates from Gulf High School, all UF grads as well, they would have been thrilled to have the equipment. So I'm really happy to know that it's going to a great location and to be put to great use. [00:21:19] To the second. [00:21:20] As a Gulf High grad, I'm very, very happy we could help out. [00:21:25] And likewise, as a Gulf High grad, I'm happy we can help out. Just don't hold it against us if this equipment's not as good as it used to be. [00:21:33] Councilman Damas. [00:21:34] Did we get a write-off? [00:21:35] Kidding. [00:21:39] There's no further discussion. All those in favor, please signify by saying aye. [00:21:43] Aye. [00:21:44] Opposed, like sign. [00:21:46] Normally, the next item of the agenda would be a three-minute probe on the library, but I've been advised that the library insists on silence, or in this case, the head librarian has got a problem giving us any volume above a whisper. [00:22:00] So we're going to defer her report until the next meeting. And with that, we'll go to a three-minute report from Public Works. [00:22:07] Thank you, Mayor and Council. I just wanted to give you an update on the capital projects that we have going on. [00:22:14] We have two projects that are in their close-out phase, meaning that we should be bringing them to you for final pay requests. [00:22:21] That's the multi-use path Riverwalk. [00:22:24] That is the project that starts at the Grand Boulevard and Mass Avenue and heads east to, it ties into the Starkey Trail.

    Three-Minute Report: Public Works

    discussed

Public Works director gave a three-minute status report on capital projects, including the 15-16 water system improvements starting on Marine Parkway, projects out to bid (incubator roof, 2016 miscellaneous pipe installation), projects in design (Orange Lake improvement at 60%, Madison Street streetscape, 15-16 stormwater drainage at 30%, Circle Boulevard asphalt at 60%), and the upcoming US-19 Landscape Center Medians project. Councilman Davis then raised the issue of unbilled special event costs and proposed budgeting for Chasco Fiesta support and reimbursing one-third of costs for 501 nonprofit events; council agreed to agenda the topic for the next meeting.

[00:22:47] That's moving along rapidly. [00:22:50] And then the 15-16 water system improvements. [00:22:54] That project is getting ready to break ground, and they're going to start on Marine Parkway so that we can start that multi-use path project later on. [00:23:04] Projects that are out to bid are the incubator roof, the 2016 miscellaneous pipe installation project. [00:23:12] And as you may recall, that project is actually not a real project. [00:23:16] We use that to be able to tie in some prices to where when we identify projects that we have to react to, we can go ahead and get an agreement with that contractor. [00:23:26] And that project or that contract normally stays in effect three years. [00:23:32] Projects that are in the design phase are the Orange Lake improvement project. [00:23:36] That's at about 60%. [00:23:38] The Madison Street streetscape expansion, we've just finished with the site analysis on that, and so we'll be doing final comments and getting into the design portion. [00:23:49] The 15-16 stormwater drainage improvement project, we're at about 30% design with that. [00:23:56] And then the 15-16 Circle Boulevard asphalt improvement project, we've submitted the grant application, and we are doing the design in-house, and we're about 60% complete with that. [00:24:08] And then the final project that we have, we're hoping to put out to bid within the next couple weeks. [00:24:14] FDOT is reviewing it, but it's the US-19 Landscape Center Medians project. [00:24:20] Very good. [00:24:21] Thank you, Robert. [00:24:22] One question for me. [00:24:23] What are the concrete block posts going up around the lake? [00:24:28] Those are part of the... [00:24:30] Yeah, they're the service memorials. [00:24:34] Very good. [00:24:35] Thank you. [00:24:36] Councilman Davis, we're to communications and reports. [00:24:39] Coming to my end first? [00:24:40] I figured I'd give you a shot. [00:24:43] I want to bring up something. [00:24:46] We got this unbilled special events list for the last year, and I'd like to help some of these people out. [00:24:52] And the reason I want to help some of these people out is, and I'm glad Chasco's here because I'm 100% behind Chasco Fiesta and what it does to the community. [00:25:03] What is it, 35 non-profits? [00:25:05] No, 30. [00:25:07] 30 non-profits. [00:25:09] And I can say for myself, having owned a business downtown, it was the 13th month of the year on the parade. [00:25:15] And so what it does for our community, I'm 100%. [00:25:20] Now, I understand that the services that the community or the city actually provides is somewhere near the tune of $35,000. [00:25:28] What I'd like to do and hope you get our backing and city staff backing is we keep an accurate count of really what it costs us this year and go ahead and put it in the budget next year. [00:25:39] So there's no question that we're backing Chasco and that we're ready to support it no matter what, whether it's the police, the fire, public works, parks and recreation, so we can get an exact total and put it in the budget next year. [00:25:53] Now, having said that, there's about four or five items on here that are 501 entities, whether it's the chamber, which has a different ending than places like the Center for Independence Youth and Families. [00:26:11] They're probably 501C3s. [00:26:14] And these type of entities, I think they do a lot for our community, and if they come into our town and try to help promote our town and help their businesses, we have a fund up here of somewhere near $55,000. [00:26:29] We have allotted $5,000 for the screen that's going to be used at Chasco Fiesta, the LED screen. [00:26:36] And I'd like to – I did a quick analysis on this, and it's about – if we gave about a third – paid a third of these bills from our fund, the fund that we have would be somewhere around $7,000 out of the $55,000 we have for culture and events. [00:26:50] So I'm asking that you – I'm proposing that we pick up a third of the events only on the 501s. [00:26:57] I'm not sure I want to vote on that tonight, to be honest with you. [00:26:59] I would love to have a discussion about it and look at the big picture, but I'd certainly be open to hearing about it. [00:27:06] Could we agenda that for the next meeting, please? [00:27:08] Yes. [00:27:09] Sure, sure. [00:27:10] All right. [00:27:11] I think that would be – [00:27:12] Yeah, because that – you know, they're bringing a lot of people into town. [00:27:15] We have funds to do it.
